It covers 12,000 km2 and has a population of 17 million. Recognized by the State Council as Southwest China's center of science, commerce and finance, and hub for transportation and telecommunication, Chengdu has been approved to be National Experimental Zone for Integrated Rural & Urban Comprehensive Coordinated Reform, National Pilot city for Informatization, one of the First batch of Chinas Software Cities, National Pilot City Information Consumption, National Pilot City of Next Generation Internet and National Internet Backbone Straight Point. After years of development, the comprehensive competitiveness of Chengdu has been significantly strengthened. In 2013, its GDP was 910,890,000,000 Yuan (910.89 billion Yuan), ranking the third among the 15 Sub-provincial cities in China.近年来，成都市政府一直致力于信息化与产业提升、市民生活、公共管理的同步推进，在工信部等国家部委的支持和指导下，着力推进智慧城市建设，取得了一些初步成效。In recent years, Chengdu Municipal Government has been focusing on incorporating information technology into industrial upgrade, citizens living, and public administration. Under the guidance of the Ministry of Industry and Information Technology and other Ministries, it has made some initial progress in building a smart city.一、进展和成效Firstly, Progresses and Efficiency（一）基础设施更加智能化1. More Intelligent Infrastructures信息基础设施方面，目前，成都拥有向省外辐射的光缆通达方向达到8个，干线出省光缆30多条，城域网出口总带宽超过1.5T，开通了国际直达专用数据电路，通信骨干网络通达传输能力名列中西部前列；全市居民光纤接入覆盖440万户，无线通信网络覆盖100%行政村，Wi-Fi覆盖城市大部分热点区域，在中西部率先迈入移动通信4G时代，初步形成较为完备的传输交换、存储、计算及运营服务体系。建立了全市统一的电子政务网络、机房、计算、数据存储及灾备等技术支撑体系。In the respect of Information Infrastructures construction, Chengdu now owns up to 8 inter-provincial cables and more than 30 inter-provincial cable trunks. There are total bandwidth at the outlet of MAN exceeds 1.5Tbps, more than 4,400,000 households can access to optical fibers, with household broadband penetration of more than 63%, and building a unified technology support system including e-government network, machine room, computing, data storage and backup for disaster recovery has been built for the city.城市交通方面，初步构建起智能交通框架。建成基于GPS调度的公交运营管理和信息服务系统，通过1300余个电子站牌、公众出行服务系统、公交快信APP应用等渠道为市民提供乘车信息服务，提高了公交服务质量，缩短了市民出行时间。In the respect of Urban Traffic, Chengdu established the application subsystems including traffic incident detection, traffic CCTV, traffic guidance, ramp control, lane instructions, signal control, traffic flow collection at important crossroads so as to improve traffic operation efficiency. The bus operation management and information service systems based on GSP dispatch have been built for providing bus information services for citizens through 1,300 electronic bus-stop boards, public transport service systems and APPs, thereby improving bus service quality and shortening the travel time.城市公共安防方面，建成具有20000多个监控点位的“天网”城市公共视频信息系统，提供有价值信息共40余万条，其中协助破获刑事案件6260余件、治安案件37950余件，通过天网发现治安纠纷89000余件、群体性事件2600余件、交通事故4500余件、火灾报警720余件，为群众求助，寻找走失儿童、老人等提供贴心服务9000余起。In the respect of City Public Security, Chengdu established the “Skynet” urban public video information system with more than 20,000 monitoring points, which is playing a positive role in rescue and relief work, public emergency disposal, major events security, public security prevention and control and road traffic management, administrative law enforcement, environmental monitoring, fire safety and serving the people. 6,260 criminal cases, 37,950 cases of public security were detected and solved through ”Skynet” , and 89,000 public dispute cases, 4,500 traffic incidents, 720 fire alarms were found. It provided clues to 9,000 cases in seeking missing children and senior people and other public services.（二）城市运行更加高效2. More Efficient City Operation食品药品安全方面，建成肉类蔬菜流通追溯系统，覆盖全市肉类、蔬菜溯源点位11259个，实现了肉菜产品从屠宰、批发、零售到餐桌全程信息化监管，提高了市民对食品安全的满意度。建成中药材质量溯源系统，在10家中药材种养殖基地、荷花池中药材市场所有商户、20家中药饮片生产企业、40家中药材经营企业、19家医院和50家药店进行试点，实现中药材从种植到零售药店、医疗机构的流通追踪溯源，保障了药品安全。In the field of Food and Drug Safety, Chengdu established the traceability system for meat and vegetable circulation with covering 11,259 traceability points through the whole city to realize the entire supervision and information traceability for meat and vegetable products. The quality traceability system for TCM has been built, which is piloted in 10 planting and breeding bases, all merchants in Hehuachi Market, 20 manufacturers of TCM herbal pieces, 40 businesses, 19 hospitals and 50 drugstores to trace the TCM from planting to retailing to medical institutions and guarantee the drug safety. 在城市燃气运行管理方面，建成基于地理信息系统的燃气监控与数据采集系统（SCADA系统），实现对燃气系统进气、计量、输配、调压全过程的监控、管理和调度，促进燃气生产、输配管理更加安全、高效。完成1.5公里燃气管防第三方破坏试点和50个管井密闭空间泄漏监测和户内泄漏监控试点，提高了智能化管理水平。The GIS-based gas monitoring and data acquisition system has been built, thereby monitoring, managing and dispatching the whole processes of air intake, metering, transmission and distribution and pressure regulation. Test points for preventing the gas pipe of 1.5km from being damaged by the third party, supervising the leakage of enclosed space of 50 tube wells and monitoring the indoor leakage have been completed. 在城市供电管理方面，实施了智能电网成都配电自动化试点工程，配电自动化主站系统覆盖试点区域所有配网支撑电源（变电站），实现对配电网运行实时监控、优化运行、故障定位与隔离、非故障区域的负荷转移等自动化管理。In respect of Urban Power Supply Management, All distribution network-supported power supply (substation) in pilot area is covered by main station system of distribution automation to monitor the distribution network in real time, optimize operation, locate and isolate the faults and transfer the load in non-fault area. Improving the scientific dispatching level of power grid ,handling the faults more correctly, and reducing the average power failure time of users.（三）公共服务更加便捷。3. More Convenient Public Services在医疗卫生方面，建成市、县两级区域卫生信息平台和居民电子健康档案、电子病历数据中心，基层卫生信息化覆盖率100%，在医疗服务、公共卫生、健康管理、医保报销等领域普及应用，提升了基层医疗机构基本医疗服务能力和公共卫生管理水平。In respect of health care, The health information platforms and electronic health record and electronic medical record data centers for cities and counties have been built with grassroots health information coverage of 100%, which are widely used in medical service, public health, health management and medical care reimbursement, thereby improving the basic medical services and public health management levels of grassroots medical institutions.在养老服务方面，建成12349成都居家养老服务中心并在中心城区试点。居家养老服务中心占地1200平方米，有60个呼叫坐席为全市200多万老人提供24小时的日常生活照料、紧急救助、主动关怀、老人档案管理等多方面的居家养老服务。2013年10月开通服务以来，每天呼入电话2360人次。中心为老人发放老人专用手机，老人只需按下“一键通”按键联系中心，中心就可以在半小时内安排相应的服务机构或商家上门为老人服务。老人在家或外出遇到突发情况时，只需按下手机背面的“”键，就可获得紧急求助服务。In terms of service for the ages, the 12349 Home-Based Care Service Center for the aged in Chengdu has been built for providing daily life care, emergency relief, initiative care and archives management for more than 2,000,000 senior citizens for 24 hours. Mobile phones for the elderly are distributed in center, providing “Push to Talk” and “SOS” emergency services.在社会保障方面，建立了全市集中统一的社保就业数据中心，信息系统覆盖五项基本保险以及就业、城乡居民医疗保险、城乡居民养老保险、劳动监察、劳动仲裁、补充医疗保险、机关事业单位养老保险等各项业务。全市3294个就业和社会保障中心（站）、6000多家定点医疗机构和定点零售药店与数据中心联网，75项服务项目向基层延伸，社保、就业、劳动监察等业务实施网上办理，提升了服务水平。In terms of social security, the centralized and unified Social Security Employment Data Center has been built for the city, with the information system covering employment, medical treatment insurance and endowment insurance for urban and rural residents. 3,294 employment and social security centers (stations) and 6,000 designated medical institution and designated retail drug stores in Chengdu are networked with the date center, thereby can inspect social security benefits and settle the medical insurance in the whole region.公共文化服务方面，建成的数字图书馆拥有28TB自建和采购的数字资源，通过远程访问系统免费向读者开放。建设了由1个市级中心、14个县级中心、238个街道（乡镇）基层服务点、2012个社区（村）基层服务点组成的服务网络，为公众提供数字资源服务。建成成都数字文化文物信息平台，实现对成都文化事业各类信息数据的采集和整合，以数字化、网络化的方式为公众提供信息服务。In respect of public cultural service, we promoted the construction of digital library, archives, museum, cultural center and art gallery and improve public cultural information service system. Now, Chengdu Digital Library enjoys 28TB of digital resources and opens to readers for free. Chengdu Digital Cultural Heritage Information Platform provides the information services including public cultural service resources, cultural industries, major cultural events, all kinds of cultural heritages, cultural relics protection monitoring and policy and regulations for culture and heritage.教育方面，建成教育城域专网，覆盖全部城乡中小学校，实现“宽带网络校校通”。中小学生机比达到6：1，师机比达到1：1，多媒体系统到班比达到1：1，实现“优质资源班班通”。建设了市、县两级教学信息化资源服务中心，建成开放的网络公共学习平台“成都数字学校”平台，推动了优质教育资源向郊区（市）县辐射。In respect of education, school-to-school broadband network has been settled. The resource service center for teaching information technology of city and county levels and the open public network learning platform “Chengdu Digital School” have been built, providing high quality teaching resources for students, teachers, parents and citizens for free. Carrying out remote interactive teaching in pair and live-recorded online school teaching and promote high-quality education resources to radiate to the suburbs.三、问题和挑战Thirdly, Problems and challenges一是信息资源整合共享和开发利用不够。智慧城市建设统筹不够，以职能划分为特征的城市信息化仍处于自发零散、各自为战的局面，信息资源开发利用不足，信息采集标准不一，跨部门、跨行业信息资源整合共享不够。1. Insufficient integrating, sharing and utilizing of information resources. There is no sufficient coordination and comprehensive planning; the informatizations of different departments characterized by different functions are going forward in separate ways; the information resources are insufficiently utilized; there is no uniform standard for information collection; cross-section and cross-industry information resources integration is insufficient.二是城乡信息化发展还不平衡，数字鸿沟依然存在。城市信息化发展速度明显快于农村，在信息基础设施、信息技术普及、信息消费水平等方面农村与城市存在较大的差距，城乡低收入、残疾等弱势群体缺乏信息技术知识和应用信息化的条件。2. Unbalanced rural and urban development of informationization. The Informationization is remarkably faster in city than in rural areas; there is a large gap between the city and rural areas in information infrastructure, application of information technology and information consumption level; disadvantaged groups (low-income and disabled people) are short of knowledge in information technology and the conditions for application of information technology.三是基础设施还不能满足应用发展需要。信息基础设施离应用需求还有较大差距，网络带宽水平、网络质量、宽带普及率、集约化的计算能力、数据存储能力等都亟待提高，信息安全保障能力仍需进一步加强。3. Infrastructure construction is lagging behind the development of information technology application. There is large insufficiency in information infrastructure for the demand application; great efforts needs to be made in improving the network bandwidth, network quality, broadband penetration, intensive computing power, data storage capacity and information security protection.四、下一步思路Fourthly, steps to be taken（一）创新智慧城市发展机制。1. innovating mechanism of smart city development（二）构建完善智慧城市技术支撑体系。2.
