China Tries to Protect Its Fallen ElderlyChina's bureaucracy has a lot to handle these days: rooting out corruption, facilitating global trade, censoring independent thoughts online that might “endanger state security.” But on Sept. 6 the Chinese Health Ministry issued a 41-page set of guidelines that was two years in the making. The topic? Technical Guidelines on Intervention When an Old Person Has Fallen Down.So what's a witness to a fallen elderly citizen in China to do? Lots of basic medical advice is contained in the guide, which is available for download and cautions that falls are the main cause of death among Chinese 65 and older: check for head injuries, perform CPR if needed, clear airways But the Health Ministry's handbook also admonishes bystanders “not to help them up in a hurry, but to observe and inquire about their health conditions first and then act accordingly.”For anyone who has witnessed the disregard of crowds in China, the advice borders on comical. Chinese accidents and other public mishaps often garner lavish gawking but helpful intervention isn't as common. Last Sunday morning, an 88-year-old resident of the central Chinese city of Wuhan slipped near a vegetable market and landed face down on the street. Roughly 90 minutes elapsed and a vigorous crowd formed around him. But no one bothered to actually help the elderly man, reported the Xinhua state news service. An autopsy found he had died from suffocating on a nosebleeda preventable death, one presumes, if anyone had investigated. A lot has been written about why helping hands can be uncommon in China. Some people blame the corrosive effects of a flawed communist ideology. But there also may be a legal impediment to Good Samaritan instincts, according to local media. “The government should focus on re-establishing social trust as the top priority after a series of cases across the country where people trying to help were instead wrongly accused of causing the accident,” wrote the Shanghai Daily. “Some old people even tried to sue people who rushed to their aid.” The Shanghai Daily was referring to a notorious case in the eastern city of “Nanjing in 2006, when Peng Yu helped an old woman up after she fell near a bus stop, but she then accused Peng of pushing her down. A court ruled in her favor and Peng was ordered to pay 40,000 yuan (US$6,255) compensation.” (The case was later settled, but Peng was still liable for a portion of the legal fees.) A poll by the People's Daily, the state mouthpiece, found that nearly 90% of 2,425 people surveyed online would refuse to help an elderly person who had fallen down, lest they land in legal hot water.China hardly has a monopoly on public reluctance to help out. In recent months, I've witnessed similar incidents in Kazakhstan and Indonesia, to name just two places. Earlier this year, a Chinese man stabbed his mother in the Shanghai airport with nary an intervention from Chinese onlookers. Eventually a foreigner dashed to help, but the Beijing-based Global Times ran an editorial headlined: “Heartless bystanders not solely Chinese problem.” The piece went on to describe a so-called “bystander effect” in which “Columbia University researchers tested the theory on unwitting subjects and found that the more people there are present in an emergency situation, the less likely it is any individual will feel the need to act. Everyone's responsibility diminishes with the crowd.” Unfortunately China's massive population means a lot of crowds.2008年考研英语【参考范文一】As is subtly portrayed in the drawing, two handicapped young men are heading towards their destination with vigorous strides, leaving all their crutches behind. The hardship of disability being no longer an obstacle on their journey, they support each other with firm hands and proceed steadily. The caption indicates that they can travel north and south extensively with combined legs.It is apparent that the cartoonist aims at reminding us of the importance of cooperation in our daily life. Hardly can anyone achieve success in his career without the assistance of his colleagues and partners. As competition in all lines of work grows increasingly fierce, we must defeat our rivals through powerful team work. Take basketball hero Yao Ming for an example, he can slam the dunk smartly because all his teammates contribute more or less to his outstanding performance. Likewise, the successful launching of Change No.1 lunar probe should be attributed to the Chinese scientists joint efforts instead of individual accomplishment. If we work separately, we will be confined to frail/ fragile minds and limited resources. On the basis of the analysis above, we may draw a conclusion that cooperation and team work really count in this competitive society. Therefore, we should associate ourselves harmoniously with our companions in every attempt towards our goals. In addition, it is indispensable to train our kids frequently to interact smoothly with others in a team. As the proverb goes, unity is strength. (239 words)【参考范文二】What the drawing is trying to portray is that two handicapped people are depending on each other while the crutch is left behind them. The picture seems to be humorous and preposterous but thoughtprovoking on second thoughts, which serves to remind us that cooperation is of utmost significance and without it, the society we live in can not going smoothly.Undoubtedly, the purpose of the drawing is to illustrate that due attention has to be attracted to the fact that cooperation is of great value in reality. With more emphasis put on “building a harmonious society”, people in mounting numbers begin to realize that we should serve each other. Obviously, cooperation is pervasive in nearly every field of our society, which, in a certain sense, should be given deep consideration. It is commonly acknowledged that each member of the team, during the game, must cooperate with his teammates, and otherwise, they would lose the game no matter how skillful each individual player might be.The vivid picture, to my mind, is urging us to cultivate the awareness of the public that helping each other has always been the traditional virtue of our nation. As the central task of our country is to “build a welloff society in allround way”, more efforts should be made to strengthen the cooperation of people. Only in this way, can we lead a harmonious and happy life. (233 words)【参考范文三】The picture depicts a moving and encouraging scene of cooperation between two lame men. One has lost his right leg and the other, his left leg. Yet they walk arm in arm, leaving their crutches behind. According to the words on the picture, the two may even plan to travel around the world. The cartoon is thoughtprovoking in that it highlights the importance of cooperation. Without cooperation, the two people have to walk with the help of crutches respectively; now by mutual support, they are able to walk like a normal person and travel the world. The theme of the cartoon is thus clearly shown. Obviously, cooperation is a good solution to challenging tasks nowadays. People have limitations; one always faces difficulties or puzzles beyond the individuals capability. However, if people work together, they can help each other out or ones merits can make up for anothers weakness, and the work will be accomplished in a more efficient and creative way.Common sense tells us, one arrow could be broken easily, but three bound together would not be easily bent. And also goes the English proverb: “Many hands make light work.” The power of cooperation and solidarity is the key to harmony and prosperity. In this way, helping others is exactly helping yourself. But meanwhile, each of them is confined to a small cell and attached to the laptop before they can get into touch with others. At first sight, every one can chat, communicate and make friends with others by means of the powerful Internet links. It is extraordinarily convenient for Internet users to transfer information in various forms because people are just a click away. However, under the surface of this amazing closeness created by the “cyber space” is the ever extending distance in reality. While people are indulging in the convenience and entertainment brought about by the Internet, sitting all day long in front of a screen all alone, they are virtually driving away their intimate family, friends and real life. Quality time with parents is replaced by aimless chatting with a total stranger; space for hanging out and bonding with real life friends is roughly occupied by endless Internet games. Indeed, the Internet has greatly facilitated our communications and thus improved efficiency in governments, business, and schools. Yet an inconvenient fact has emerged: at personally level, many people have got addicted to the Internet by immersing in the virtual space and shutting the real world out all together.Judging from all evidence offered,we may safely come to the conclusion that the Internet is both a blessing and a curse. It is up to the users to strike a balance between the merits and setbacks and make good use of the Internet resources to their favor. (278 words)【参考范文二】The above picture vividly depicts a huge spider web which is a symbol of the Internet. It is universally acknowledged that the Internet, an entirely new way of communication, is becoming so popular nowadays that its difficult to imagine modern life without it. Undoubtedly, it exerts a profound effect on our life that it revolutionizes the way of peoples living and thinking.Definitely, the symbolic meaning of the picture subtly conveyed should be taken into deep consideration. To begin with, with the Internet, it is convenient and fast for people to get a variety of information and what they need to do is just to press key buttons. Whats more, the great utility of the Internet allow people within a company, across a nation or even around the world to work together. Finally, we can do almost everything via Internet in a long run. Specifically, we can conduct E-business, advertise our products, book an air ticket, buy and sell stocks, even hunt a new job through clicking the mouse. Nevertheless, it is a two-edged sword as well and has its own negative effects. To illustrate, some people tend to spend hours on the Internet for the sake of relaxation and develop addictions. As a result, the public have an emotional distance sometimes and thus few communications in reality due to Internet addiction without self-restriction.From what have been discussed above, it is clear that with a personal computer and modem any individual can call up information about almost anything from almost anywhere and almost anytime on the Web. All in all, the Internet, an indispensable part in modern life, has the power to connect people and, yet, to some extent, separate people in reality. 【参考范文三】The painter of this picture is really imaginative. According to his understanding of the real world, the human society is depicted as a cobweb through the Internet links. Just as spiders rely on the cobweb to prey on insects, so also the social members make use of the Internet to communicate with others. As shown in the picture, confined to homes or offices, each person sits in front of computer screens sending or receiving information from the world.Indicative of this picture is the decrease of face-to-face communications. Consequently, although the society seems to be physically woven as a “cobweb” by the Internet, it is possible that social members will be separated from each other in the long run. Firstly, when people get accustomed to the convenience of the Internet, they would not bother to make face-to-face contact with their friends and relatives. Secondly, with the increasing dependency on the Internet, more and more work can not be accomplished without the Internet; therefore, people will spend more time in front of computer screens and hence reduce the time in activities that require face-to-face communication. In addition, many people make on-line friends and indulge in chatting through the Internet, which means that they will gradually keep away from their friends in real life.To conclude, while the Internet does provides a convenient network for social member, there is possibility that people will spend less time in face-to-face communications and therefore the Internet would bring us a separated world. In brief, we should balance the Internet communication with face-to -face. (258 words)【参考范文四】The past decade has witnessed an increasingly inseparable relationship between man and Internet. As is vividly depicted in the picture, within a stretching spider web many people are surfing on line, either to entertain themselves or to meet the works needs. Actually on-line visiting has become a routine activity in our everyday life. However, it seems rather ironic to present people separated from each other by the spider web when they attempt to communicate。The metaphoric and impressive portrayal has subtly revealed the duality of the relationship between man and Internet. The spider web undoubtedly serves as a symbol of Internet, both connecting people and isolating them from each other. On the one hand, there is no denying that Internet is currently one of the most efficient media used for interpersonal communication. As a college student, I get on line everyday to discuss news with other people on BBS, to study English by registering for web courses, to chat freely through e-mails with my friends. Being a veteran on-line shopper, I frequently bargain with sellers to purchase books at much lower prices. But on the other hand, a good many people admit that they are too much addicted to Internet to maintain face-to-face contact with their friends and colleagues. Cyber-living resembles the experience of seeing disguised people behind a mask, maintaining distance between one another. Once indulged in the fictitious world, people feel reluctant to approach others and to concentrate on real life. Thats why some people have lost the skill of direct contact and get alienated from others。 Therefore, it is necessary for us to use Internet in a reasonable way and restrain from addiction. After all, Internet is invented to connect you and me, and to bring conveniences to our life rather than set a barrier to keep people beyond reach。2010年“文化火锅”【参考范文一】As is symbolically portrayed in the drawing, a hotpot is being served with a large variety of cultural ingredients melting in it.
