    燃气-蒸汽联合循环电站上网电价研究 燃气-蒸汽联合循环电站上网电价研究 摘摘 要:要:配合国家“西气东输”工程的实施,首批天然气燃气蒸汽轮机联合循环发电工程计划于 2005-2006 年建成发电。华东地区的上海、江苏与浙江是“西气东输”的主要用户,这些地区规划利用西气的发电项目自 2005 年陆续并网发电,随之而来的是这些燃气轮机电站的上网电价也提到议事日程。燃气轮机电站的技术经济特性与其它常规电站不同,为此,对燃气轮机电站的上网电价机制进行深入研究,制定合理的燃气轮机电站上网电价,对促进燃气轮机电站健康有序发展、改善我国电源结构具有重要意义。本课题通过研究燃气蒸汽联合循环电站的特点,分析了影响联合循环电站标杆电价的主要因素,研究了联合循环电站上网电价机制,通过对燃气蒸汽联合循环机组供应商和新建、已运行电站的实地调研,提出了联合循环电站上网电价参数(特别是修理费)的合理水平,并分别测算上海、江苏及浙江“F”级燃气蒸汽联合循环电站标杆上网电价水平,进行了敏感性分析,同时按个别成本制定了漕泾联合循环热电联产电站的上网电价。课题研究提出:第一,天然气联合循环电站上网电价机制应根据电力市场的发展分阶段考虑。在目前电力市场起步阶段,仍要实行政府定价,宜主要按地区标杆电价考虑;在上网侧已实行峰谷电价的地区,可进行以燃煤电站标杆电价为基础,同时考虑峰谷电价及环保折价的电价形成机制的试点,在条件较为成熟以后,再逐步推广;第二,对于纯发电联合循环电站应分地区分别制定标杆上网电价;第三,“F”级联合循环电站地区标杆电价宜实行单一电量电价,当在电网中主要承担调峰、年利用小时很低时,也可实行两部制电价;第四,影响联合循环电站标杆上网电价的主要因素包括投资、天然气价格、运行方式和修理费;第五,发电侧是否实行峰谷分时电价对联合循环电站的竞争力有重要影响;第六,建议价格主管部门根据国家对燃气轮机进口关税政策的调整,来相应调整标杆上网电价;第七,建议电网调度机构能够根据联合循环电站的实际情况在全网范围内使各电站机组灵活组合运行,提高联合循环电站的效率和经济性。Generation tariff study of steam and gas turbine combined-cycle power plants Abstract:The first group of combined-cycle gas turbine power plants(CCGT),coordinating to the project of transportation of western gas to eastern,will be completed within 2005 and 2006.The main costum of western gas is in East China such as Shanghai,Jiangsu and Zhejiang province.Some plants in these provinces will be built up and synchronized to run.The urgent problem we must handle is how to constitute their generation tariff.Because of their special technical and economical characteristic,the tariff mechanism of CCGT must be studied deeply.Rational generation tarrif of these plants is so important to promote these plants healthy development and improve the generation structure of our country.In the report,the characteristic of CCGT was intensively studied,the main factors of influencing bench-marking generation tarrif were analyzed,the tarrif mechanism was discussed,reasonable level of parameters,especially repair expense,were confirmed by widely investigation,bench-marking tarrif of F series combined-cycle power plants of different province was calculated separately and sensitivity analysis were studied also,and the price of Caojing CCGT was also calculated in the end.Some ideas were put forward in the report.The first is the generation tariff mechanism of CCGT must be considered according to different period of power market.At the initial stage of power market,it is should be constituted by government for different provinces.The experiment of tariff forming mechanism of considering peak-valley and environment protection can be carried out in provinces where the peak-valley tariff in generation side has been implemented.And it can be extended to other provinces when the situation is grown up.The second is the benchmarking generation tariff should be constituted in different province for pure generate CCGT.The third is one-part energy tariff should be carried out for F series CCGT.Two-part tariff can also be carried out if the CCGT are peak-load station and their utilization hours are very low.The forth is the main influence factors to generation tariff are investment,gas price,operation mode and repair expense.The fifth is whether the peak-valley tariff in generation side is carried out or not will influence the competitive force significantly for CCGT.The sixth is the benchmarking tariff should be rectified coordinate to the import tax policy.The seventh is CCGT should be operated flexible within the whole grid to advance the efficiency and economy of these plants.
