2010-2011学年度控辍保学工作汇报材料汇报材料地藏寺满族乡2010年 12 月 控辍保学工作汇报材料地藏寺满族乡做好“控辍保学”工作确保适龄儿童完成学业是“普九”工作的重点和难点对于保障公民接受义务教育的权利、提高全民族素质具有重大的现实意义。为确保达到“普九”目标我乡干部、职工、领导、教师齐心协力、齐抓共管全力做好“控辍保学”工作现将工作情况做如下汇报一、控辍保学基本情况1、乡、校基本情况地藏寺满族乡位于义县西南部南与凌海相连西与朝阳接壤山多、水少、土地贫瘠是有名的贫困山区。全乡共7 个行政村 43个自然屯 8100口人 20094亩地人均耕地 2.4亩人均收入不足一千元人民生活比较艰苦经济和文化远远落后于其它地区。现有九年一贯制学校一所下辖五所完小学校占地 14218平方米共有教师 64 人小学 19 个教学班学生 213人中学 3个教学班学生 133 人全乡学生总数 346人。2、控辍指标完成情况我乡始终把控辍工作当做首要大事来抓视控辍工作为各项工作的重中之重。经过不懈的努力我乡的辍学率一直控制在3 以内并且辍学率呈逐年下降趋势各项指标均达到普九提高水平要求。具体情况如下09-10 学年度年初小学在校生264 人中学在校生 153 人。中、小学均无辍学辍学率为 0 无残疾儿童辍学辍学率0。入学率中小学均达100。完成率中小学均达100。10-11 学年度年初小学在校生213 人中学在校生 133人。中、小学均无辍学辍学率为0 无残疾儿童辍学辍学率0。入学率中小学均达100 二、控辍保学工作的作法几年来我乡始终把控辍保学工作作为压倒一切的重要工作来抓我们提出了“献出一片爱心来一个都不能少”的口号坚持“依法治教预防为主防治结合”的方针精品资料-欢迎下载-欢迎下载 名师归纳-第 1 页,共 6 页 -从“以情控辍、依法控辍、管理控辍、科学控辍”四个方面开展控辍工作。一强化政府行为做到管理控辍。义务教育法中明确提出“地方各级人民政府要建立健全农村教育工作领导责任制把农村教育的发展和改革列入重要议事日程抓紧抓好”。我们乡党委、乡政府提出不抓控辍党委政府就是失职我乡的控辍保学工作采取了全面发动形成合力的作法形成了党政一把手亲自抓、分管领导具体抓、部门配合抓、所有干部共同抓的良好工作格局。首先领导带头深入基层建立党、政领导与学校挂钩联系制度两位党政正职分别挂钩一所学校、一个村屯不断强化重教意识定时调研了解情况解决实际问题。其次建立政府议教机制把教育工作纳入乡党委、政府的重要议事日程及时制定 地藏寺满族乡实施素质教育工作方案、地藏寺满族乡教育发展“十一五”规划成立实施素质教育工作领导小组加强对教育工作的领导。再次广泛宣传明确目标乡政府把每年三月、九月定为教育法律法规宣传月开展形式多样的宣传活动广泛宣传义务教育法、未成年人保护法强化了各级干部和广大群众的教育法律意识让家长、学生明确接受义务教育是一种守法行为使送子女入学真正成为广大家长的自觉行动。二落实双线控辍目标责任制做到以情控辍、依法控辍。第一、构建网络多方联动形成全力。我乡着力构建“乡村学校家庭”四位一体的控辍管理网络实现学校教育与家庭教育相结合学校管理与行政管理相统一。落实双线控辍目标责任制即政府系列乡政府与县政府、乡政府与村委会、村委会与学生家长签定了控辍保学责任状教育系列 ZZ4M2F3C6S8家长签定控辍保学责任状。明确规定干部和教师、学生家长或监护人的控辍保学责任要求各方充分行使责任状中的权利履行全部义务并纳入乡、村、校干部政绩考核内容。这样使全乡上下控辍保学工作目标一致、步调一致多方联动形成了一个覆盖全乡、有效运行的控辍网络。第二、提前行动预防为主以情控辍。每年的二月、八月乡政府都及时召集全镇干部职工、学校领导、教师及村组干部安排部署“控辍保学”工作成立了一支支义务教育宣传组。干部教师深入每一名学生家中走到每一户的田间地头详细了解学生学习、生活中存在的困难认真倾听家长的意见、建议帮助学生及家长排忧解难及时解答学生和家长关心的热点和难点问题。对那些本身不愿读书、家长又不太支持的学生他们晓之以理动之以情不厌其烦的做工作劝其读书。通常先是班主任家访做耐心细致的思想工作如果劝不来村干部和包村的机关再次登门劝说如果还不行乡控辍小组成员就亲自到辍学生家做工作反复访访反复直到访来为止。家访是个苦差事因为家活多白天不易找到人所以家访大多都是在晚上经常要忙到晚上十一二点钟才能回家很多人因为天黑路不好走被摔伤。有的辍学生我们家访多次经过苦口婆心地劝说我们的真情终于感化了学生和家长一年来我们也收获了无一人辍学的好成绩。第三、完善法规严格执法依法控辍。我们制定了控辍保学工作实施方案建立了完备、有效的控辍方案和制度加大行政执法力度依法严惩造成辍学的责任人。乡政府在进一步健全和完善乡规民约的基础上又作出了新的规定对不送子女入学接受义务教育的家庭取消其享受低保、民政救助、扶贫优惠等政策对拒不送子女精品资料-欢迎下载-欢迎下载 元行政处罚金用作对其子女进行扫盲教育的经费。对于那些经过反复教育仍不能送子女上学的家长就要采取法律手段对其进行罚款、起诉强制其送子女返校。这些法规对家长起到了一定的约束作用。三对症下药做实事做到科学控辍。通过调查、研究和分析我乡辍学主要有以下几种原因第一、学习条件差交通不便学生由于吃不了苦而辍学第二、学生学习成绩差没有学习兴趣由于厌学而辍学第三、部分学生家长有“读书无用论”思想他们认为孩子反正也考不上大学还不如早些工作还有部分家长由于承担不起学生继续学习的费用而对供书有惧怕心理。针对这些原因我们开展了有针对性的控辍保学工作。1、加大投入改善学习条件。百年大计教育为本乡党委、政府坚持把发展教育事业看作是发展经济走强乡富民之路的必要条件和基础环节在财政较为困难的情况下每年拿出一部分资金用于发展教育事业弥补教育经费不足。2007 年我乡多方筹措资金投入 20 万元为中学新建了能容纳150 人住宿的高标准学生宿舍解决了学生的住宿问题。2009 年在村村通油路的基础上又动用了大量的资金和人力整修了村屯间的道路及河流基本达到了每个屯子的学生都能骑着自行车来上学。2010
