年工作规划要求,围绕着教育、制度和监督三个要素,坚持一手抓学院改革发展,一手抓党风廉政建设。努力构建教育、制度、监督并重的惩治和预防腐败体系,为推进学院事业又好又快发展提供了有力的政治保证。一、教育是基础,加强廉政教育,形成廉洁文化氛围把学习教育作为第一关口,从源头上治理和预防腐败,把学习教育同党员干部的政治意识、组织观念、思想道德和作风建设等有机结合起来,提高广大师生员工加强政治理论学习的自觉性,形成理论联系实际的良好学风,牢固构筑领导干部思想政治防线,努力形成“干干净净干事”的廉洁文化氛围。一是积极开展党风廉政建设学习教育。学院党委将党风廉政教育作为学院理论中心组的学习计划和教职工政治理论学习的重要内容之一。为使中心组的理论学习与各学系部门及支部的学习能够很好的衔接,直到示范与带动作用,党委将学习中心组人员扩大到各部门负责人及支部书记。如学习讨论习近平同志领导干部要认认真真学习,老老实实做人,干干净净干事 的讲话,学习了建立健全教育、制度、监督并重和惩治和预防腐败体系的实施纲要,按照干干净净做事的原则,许多关键岗位同志积极撰写廉政文章,从思想上筑牢拒腐防变的政治防线。学习了十七届三中全会文件精神,结合学习贯彻科学发展观和回顾改革开放30 年学校、学院取得的重要成就与经验教训,干部、党员带头结合工作实际谈体会写心得提建议,回顾总结了改革开放30 年来公共卫生学院的30 件大事,有力激发大家的工作热情和成就感,从正面引导大家,增强工作的责任感和使命感。二是认真组织开展警示教育。我们组织全体党员观看有关中共中央关于严格禁止利用职务上的便利谋取不正当的利益若干规定的焦点访谈节目,学习讨论如何做到规定中的八个禁止。组织观看警示教育片警示与反思、一个明星区长的堕落,并组织大家进行讨论。学院领导班子积极参加学校开展的警示教育活动。通过这些活动,使大家清楚认识到警示教育要常抓不懈,要通过不断教育,加强思想政治建设,以加强修养,提文档编码:CO9J4W6F2J10 ZS2W4R1Y9V5升境界,增强自律能力为重点,筑牢思想道德防线。三是积极参加学校组织的党风廉政教育活动。我们认真开展了“治理商业贿赂专项工作”,学院成立了治理商业贿赂专项工作领导小组。对照治理商业贿赂专项工作的要求,认真学习有关文件精神,逐一排查问题,学院没有发现违法违纪的情况。为进一步做好预防职务犯罪工作,学院还成立了“公共卫生学院争创无职务犯罪单位工作领导小组”。加强岗位廉洁教育,建立健全制度,确保各项工作规范运行。我们认真组织开展“校园廉政文化教育周”活动,以撰写廉政文章,编撰廉政短信,以书法、漫画、图片等形式,制作了宣传橱窗,通过活动推进廉政文化进学院,充分发挥廉政文化的教育、示范、熏陶、导向作用,努力营造“以廉为荣、以贪为耻”的良好氛围。积极组织参加中纪委举办的建立健全惩治和预防腐败体系201620XX年工作规划知识答题活动,学院全体教工党员均参加了答题。通过答题活动,使广大教职员工受到了一次党风廉政建设的教育。四是加强对学生的教育。人才资源是国家建设的第一资源,人才的第一素质当属政治思想品德素质,思想不纯,道德低下,则不能成为健全的人才。高校是教书育人的场所,学院充分重视对学生的廉洁文化教育,在学生中开展了社会主义荣辱观系列教育活动。通过宣传动员,学习“八荣八耻”大会教育、主题班会、撰写学习心得和实践活动,把“八荣八耻”社会主文档编码:CO9J4W6F2J10 ZS2W4R1Y9V5义荣辱观融入到学生平时的学习、工作和生活之中,规范自己的言行举止,引导学生树立正确的世界观、人生观、价值观。将党性党风党纪的教育列入入党积极分子教育培训内容,通过上党课,撰写学习心得,将廉政教育融入入党积极分子的培训教育之中。学院还组织党员学习新党章,撰写学习心得体会。二、制度是保证,完善制度,建立廉政工作机制多年来,学院一直注重制度建设,在实际工作中不断完善和健全各项规章制度,通过建立健全规章制度来规范各项工作。在日常工作中发挥制度的作用,用制度管人管物管事,真正让工作向制度化、规范化和科学化方向发展。一是坚持制度建设,科学规范运行。学院党委始终把制度建设作为党风廉政建设的保障,重视制度建设,把教育、管理、监督工作融入制度建设之中。学院于1998 年制订了南京医科大学公共卫生学院各类岗位职责及规章制度,并于2002、2016、20XX年先后对部分内容进行了修订。制度汇编内容涉及公共卫生学院各级类人员岗位职责和各项工作规章制度。院党委根据党风廉政建设的工作需要,重点制订完善了公共卫生学院党政联席会议制度和议事规则、公共卫生学院“三重一大”事项实施细则(试行)等一系列党风廉政建设的具体规定。通过制度建设,使学院的管理运行有章可循,廉政制度有效地保障各项工作的健康运行。二是坚持与时俱进,不断完善规章制度。随着形势的变化,新文档编码:CO9J4W6F2J10 ZS2W4R1Y9V5的情况不断出现,学院党委能及时制定并不断完善各项规章制度。对一些涉及广大师生员工利益的制度,总是先征集群众意见,制订初稿,再由群众讨论修改。针对青年教师所遇问题和困难,制订了公共卫生学院青年教师培养制度。针对提高学院本科生的教育教学和人才培养质量,制订了公共卫生学院本科生导师制实施办法(试行)。为保证评定本科生和研究生的奖学金的公平性,学院制订了相应的实施办法。同时,能根据阶段性形势的变化需要,定期对原有制度进行完善或出台新的规章制度,如出台了新的公共卫生学院科研奖励管理方法、公共卫生学院津贴分配方案等。三是坚持民主集中制,严格执行“三重一大”制度。学院定期召开党政联席会,党政领导做到小事通气,大事商量,重大问题集体研究决策,有效地推进了学院党风廉政建设。对学院的一些重大事项如学院的招投标、进人、各类评奖评优、考核、大额经费支出等,严格按民主集中制原则,集体讨论决定。如针对青年教师培养问题,学院多次召开青年教师座谈会听取意见,专门制订青年教师培养制度。为每位青年教师确定教学和科研指导教师,制定培养计划,给予科研启动经费,参与导师的相关教学、科研活动,尤其使外来教师能尽快融入学科群体并明确努力方向。为开拓青年的视野,学院有计划地选派一些青年教师到国外进修学习,实施青年教师海外培养计划。通过一段时间的实施,取得了文档编码:CO9J4W6F2J10 名青年教师获国家自然科学基金青年基金项目资助,学院科研呈现出新的活力。针对存在的学科发展的不平衡问题,学院对弱势学科采取政策倾斜,为其创造条件,积极为其引进学科骨干与带头人。针对一些大额资金的仪器设备的采购,学院总是先经过认真调研,组织反复论证拿出意见,再由学院领导集体讨论决定,最后按程 序 进 行 招 标 确 定 并 对 对 整 个 过 程 进 行 认 真 的 监 ZS2W4R1Y9V5院的重大事项,要在学院学系主任例会或教职工大会向全院教职工通报,并自觉接受广大教职工的监督。学科建设发展的经费使用、大型公用仪器设备的添置、学院分配制度等,要在全院范围内听取意见。学院严格按照公开、公平、公正的原则,认真做好评聘、评奖、评优、考核等相关工作。党员发展、评优评奖、职称晋升等进行例行公示,接受群众监督。加强对重点环节、重点部位的监督。学院严格执行财务和税收制度,聘请专家帮助规范财务管理,审计事务所对学院的每年度的财务执行情况进行审计并出具报告,学院根据审计报告逐年整改,完善财务内控制度,多年来学院无违反相关财务制度的情况。为规范卫生分析检测中心技术服务和物品采购,学院制订了相关控制程序。对大型仪器采购严格按照先调研,再论证,后招标的过程,做到一切运作在阳光下进行。学院领导对学院新任科级干部及关键重点岗位人员,都及时进行勤政廉政及戒勉谈话,对出现的不良苗头,学院领导能进行及时的谈话。四、坚持制度创新,促进学院健康发展随着学院的发展,新情况的出现,学院及时制定相关工作制度,并与时俱进,在制度上不断创新和完善,确保学院的各项制度始终保持有效、具有针对性和可操作性。学院上下逐步形成按章办事,严格执行各项制度的良好风气。学院于
