城市道路交通规划设计规范布局,提高城市的运转效能,提供安全、高效、经济、舒适和低公害的交通条件,制定本规范。1.0.2本规范适用于城市道路交通规划必须以城市总体规划为基础,满足土地使用对规划的需求,发挥城市道路交通对土地开发强度的通发展目标和水平;1.0.6.2确定城市交通方式和交通结构;1.0.6.3确定城市道路交通综合网络布局、城市对外交通络规划应包括下列内容:1.0.7.1确定城市公共交通系统、各种交通的衔接方式、大型公共换乘枢纽和公共交通场站设式的运输能力和运量;1.0.7.4对网络规划方案作技术经济评估;1.0.7.5提出分期建设与交通建设工程排序的建议。货运交通宜向社会化、专业化、集装化的联合运输方式发展。1.0.10城市道路交通规划设计除应执行本规范的规定外按其车型的大小分别乘以相应的换算系数,折算成标准货车,其换算系数宜按本规范附录A.0.1 的规定取值。2.2乘行时耗居民从甲地到乙地在交通行为中所耗费的时间。2.5当量小汽车以 4-5 座的小客车为标准车,作为各种型号车。2.8公共交通线路网密度每平方公里城市用地面积上有公共交通线路经过的道路中心线长度,单位为KM/KM2。2.别乘以相应的换算系数,折算成标准车数。换算系数宜按附录A.0.3 取值。2.11公共停车场为社会公众存放车辆而设从出发地到目的地的距离乘积之和,单位为T*KM。2.14交通方式从甲地到乙地完成出行目的所采用的交通手段。2客运能力公共交通工具在单位时间(H内所能运送的客位数。单位为人次/H。2.18快速轨道交通以电能为动力,在轨动,招揽乘客,采取招手即停的服务方式。2.20 线路非直线系数公共交通线路首末站之间实地距离与空间直线距离使时间与各站停车时间 除行程长度所得的平均速度,单位为KM/H。用地布局和道路网规划,在客流预测的基础上,确定公共交通方式、车辆数、线路网、换乘枢纽和场站设施用地等,通规划应在客运高峰时,使95%的居民乘用下列主要公共交通方式时,单程最大出行时耗应符合表3.1.3的规定。不同最大出行时耗(MIN 上60 大、中运人50 中运量下40 35 25 每 90%。3.3.3无轨电车终点站与快速轨道交通折返站的折返能力,应同线路的通过能力相匹配;两,同向换乘距离不应大于50M,异向换乘距离不应大于100M;对置设站,应在车辆前进方向迎面错开30M;3.3.4;3.3.4.4公共交通车站应与快速轨道交通车站换乘。3.3.5快速轨道交通车站和轮渡站应设自行车存车换乘停车场(库末站应设置在城市道路以外的用地上,每处用地面积可按1000-1400M2 计算。有自行车存车换乘的,应另外附加面积活动频繁的集散地附近,应在道路上设出租汽车停车道。3.4 公共交通场站设施3.4.1公共交通停车场、车辆保养场共交通停车场宜大、中、小相结合,分散布置车辆保养场布局应使高级保养集中,低级保养分散,并与公共交通停每辆车的保养场用地面积100万人1:1-100 1.1-1.2;4.3.2.3在自行车道内混有人力三轮车、板车等,应按本规范附录A.0.4 的规定乘非机流的流量和流向为基本依据。并应因地制宜地采用各种有效措施,满足行人活动的要求,保障行人的交通安全和交通城市游憩集会广场等的步行系统紧密结合,构成一个完整的城市步行系统。5.1.3步行交通设施应符合无障碍交通的,应按其可通行的人行步道实际净宽度计算。5.2.3人行道宽度应按人行带的倍数计算,最小宽度不得小于1.5m。人行宽度(m 0.75 0.90 100m。5.3.5商业步行区附近应有相应规模的机动车和非机动车停车场或多层停车库,其距步行区进出口的距离不展规划和城市总体规划为依据。6.1.2城市货运交通应包括过境货运交通、出入市货运交通与市内货运交通三个部分2 货运方式 6.2.1城市货运方式的选择应符合节约用地、方便用户、保护环境的要求,并应结合城市自然地理和环境运量大于 50万 t/年时,宜采用管道运输方式。6.2.4当城市对外货物运输距离小于200km时,宜采用公路运输方式。置一辆标准货车估算。6.2.7大、中城市货运车辆的车型比例应结合货物特征,经过比选确定。大、中、小车型的比物流通中心应根据其业务性质及服务范围划分为地区性、生产性和生活性三种类型,并应合理确定规模与布局。6.3.、小城市货物流通中心的数量和规模宜根据实际货运需要确定。6.3.5生产性货物流通中心,应与工业区结合,服务半面积不宜大于 5 万 m2,服务半径宜为 2-3km。6.4货运道路 6.4.1货运道路应能满足城市货运交通的要求,以及特殊运3货运专用车道,应满足特大货物运输的要求。6.4.4大、中城市的重要货源点与集散点之间应有便捷的货运道路。的安全与畅通;反映城市风貌,城市历史和文化传统;为地上地下工程管线和其它市政化用设施提供空间,满足城市路用地面积应占城市建设用地面积的
