20XX年最新某卫生局信访工作迎检汇报材料尊敬的各位领导:大家上午好!各位领导在百忙之中抽出宝贵的时间来我局检查指导信访工作开展,在此,我谨代表全县卫生系统广大干部职工对各位领导的到来表示最热烈的欢迎,对各位领导长期以来对卫生事业的关心、支持和帮助表示最衷心地感谢!下面,我代表卫生局班子就全县卫生基本情况和信访工作开展情况作如下简要汇报。一、全县医疗机构基本情况及面临的挑战(一)全县医疗机构基本情况。目前,全县共有各级各类医疗卫生机构221 个,其中县级医疗卫生机构5 个(县医院、中医院、保健院、疾控中心和卫生监督所),乡镇卫生院23 个,社区卫生服务中心1个,社会及个体办医28 个,村卫生室164 个。医疗机构人员编制情况:目前全县医疗卫生机构有正式编制649 个,现有在岗职工889 人,其中正式职工550 人,临时聘用人员339人,占 38%。全县卫生专业技术人员750 人,占总人数的89%。专业技术人员学历情况:本科学历的46 人(占 6.13%,其中全日制本科只有6 人);专科学历的248 人(占 33.06%);中专学历的378 人(占 50.4%),高中及其以下学历的78 人(占 10.4%)。专业技术人员职称情况:具有高级职称的21人;中级职称的112 人(占 14.93%);初级职称的236 人(占31.47%);未取得职称的占49.2%,很多时候选派进修学习都因为不具备专业技术职称资格而派不出人。全县每千人口执业(助理)医师数和注册护士数仅为1.23 和 0.86,平均每千人口拥有卫生技术人员为2.61,与平均每千人口拥有卫生技术人员3.75 的要求还有较大差距。从以上基本情况看,不论是人力资源的总量还是质量,都难以满足人民群众日益增长的医疗服务需求,难以达到社会各界对医疗服务的期望。(二)XX卫生事业发展面临的挑战。1.卫生事业基础力量薄弱。我县卫生专业技术队伍“四低一少一难一弱”的现状短时间突破存在较大困难,“四低”即学历低、职称低、执业医师比例低、服务能力低。一少 年多时间,但投入总量严重不足,卫生事业发展历史欠账太多,投入总量同教育相比、同世界其他国家相比特别严重不足,20XX年-20XX 年中央资金共投入3483 万元(包括支持中医院、卫生监督所、急救中心、妇幼保健院、乡镇卫生院和村卫生室建设)。从全国来看,20XX年我国卫生总费用占国内生产总值的比重为5%,明显低于世界8.5%左右和发达国家10%以上的平均水平,个人卫生支出在卫生总费用中的比重仍在 ZZ4X4H6A5P3卫生工作涉及千家万户,医疗卫生服务又是最大的民生。因此,卫生部门面临着较大的信访压力,认真做好卫生系统的信访工作就是保稳定,就是抓发展。二、信访工作开展情况近年来,我局信访工作在县委、县政府的正确领导下,在县信访局的业务帮助和指导下,在县司法局、县法院等相关部门的密切配合下,紧紧围绕维护全县社会政治稳定的目标,依据国务院信访工作条例和XX市信访工作条例,认真落实信访工作制度,积极排查和消除不安定因素,努力解决医疗卫生行业中存在的各种问题和矛盾,为促进我县的社会政治稳定和经济繁荣发展作出了应有贡献。(一)加强学习教育,提高思想认识。局领导班子本着“信访非小事,小事不上访”的工作警示和“抓学习,促提高”的信访工作要求,通过每月的信访工作例会,组织机关全体职工及医疗卫生单位主要负责人和单位信访工作负责人对信访工作条例 ZZ4X4H6A5P3的高度认识信访工作的重要性,通过认识的提高,我局信访工作从“被动抓”到“主动抓”,从“应付抓”到“认真抓”,切实做好了信访工作。(二)细化工作措施,推动工作开展。1.抓队伍建设。卫生局落实了信访工作“一把手”负责制,坚持“一把手”亲自抓,分管领导具体指导,主管人员具体抓的工作机制,形成了人人重视信访工作的良好氛围。成立了由局长任组长,其余班子成员任副组长,局机关各科室负责人及各医疗卫生机构主要负责人为成员的卫生局信访工作领导小组。领导小组下设办公室,由监察室主任任办公室主任并负责信访工作日常事务。同时明确了各医疗卫生单位主要负责人是单位信访工作第一责任人,要亲自抓,要落实专人具体抓。2.抓制度建设。一是坚持信访工作例会、不安定因排查消除会汇报制度,积极排查和消除不安定因素。通过定期召开会议研究信访工作,听取各科室及各医疗卫生单位的信访工作汇报,分析当时信访工作形势,解决信访工作中存在的突出问题。二是 强化制度保障。狠抓各项制度落实,坚持用制度管人管事,不断提高卫生系统信访干部队伍管理的科学化、制度化和规范化水平。(三)强化制度监管,落实责任追究。卫生局落实了“一把手”负责制,各分管领导负责分管领域信访工作的监督指导和来访群众的接待,机关各科室分别落实了信访工作职责。局机关与各医疗卫生单位签定了目标管理责任书,建立健全了信访工作制度,制定了信访工作目标和具体的惩奖办法,凡是由于信访工作不力,造成越级文档编码:CX3R6J7F2B2
