指标规范依据上述所确定的绩效目标,明确规范各类别人员的绩效考评指标(类别)如下:3.1.1(项目)项目经理的绩效指标规范项目经理的绩效指标总体定位于“项目业绩评价”。项目业绩评价即综合考核各方面的指标以科学、客观地评价项目业绩,其指标包括:项目利润、成本控制、进度、质量与安全等。3.1.2 项目成员的绩效指标规范项目成员的绩效指标总体定位于个人的“项目业绩评价”。项目成员的绩效 以工作量考评为主,工作质量效果考评为辅。项目奖金管理办法(见薪酬管理制度)已明确规定工作量考评办法,本制度不再赘述。工作质量效果考评主要评价项目成员的工作效率(对项目进度的促进作用)、工作效果(项目质量、安全以及对项目各方面的促进作用,如技术提升等)。3.1.3(部门)部门经理的绩效指标规范部门经理的绩效指标总体定位于“管理改善评价”。部门经理的绩效指标,以当下急需改善事项的阶段性指标评价与改善计划执行评价为主,岗位职责履行的综合评价为辅。为创建一个持续改善的企业文化,部门经理的绩效指标,直接规范为3 岗位职责综合评价,权重 20%。注:当第二指标在某月没有考核条件时,第一指标的权重调整为80%。3.1.4 职工/员工的绩效指标规范职工/员工的绩效指标定位于“岗位职责考评”。岗位职责考评,即评价个人考核期内的职责工作量、工作效率与工作效果。3.2 指标制定流程3.2.1(项目)项目经理的绩效指标制定流程第二步 项目动工前,项目经理依据项目成本控制空间、工期紧迫性、技术难度等条件,提出项目动工当月的项目绩效考核计划,填写项目经理月度绩效考评表 (见附件 1);注:某些非常紧急而有短时内结束的项目,可不做考核的计划而直接在项目结束后提报项目的绩效结果。第二步 每月 25 日,项目经理依据项目成本控制空间、工期紧迫性、技术难度等条件,提出下月的项目绩效考核计划,填写项目经理月度绩效考评表 (见附件
