XX 学校党的群众路线教育实践活动整改落实、建章立制环节实施办法范文整改落实、建章立制,是教育实践活动取得实效的关键所在。对于深入贯彻落实中央八项规定、江苏省十项规定精神,解决“四风”方面的突出问题,形成践行党的群众路线的长效机制,确保教育实践活动善始善终、取得实效至关重要。领导班子和党员领导干部要紧密结合学习贯彻党的十八届三中全会精神,坚持以改革精神抓好整改落实、建章立制工作;要紧密结合贯彻执行党政机关厉行节约反对浪费条例,进一步弘扬艰苦奋斗、勤俭节约的优良作风。为切实做好这一环节的工作,让广大师生员工真真切切看到教育实践活动的实效和长效,根据XX省第一批党的群众路线教育实践活动整改落实、建章立制环节实施办法,结合XX大学深入开展党的群众路线教育实践活动实施方案,现就我校做好教育实践活动整改落实、建章立制环节工作,制定如下具体实施办法。一、及时组织“回头看”要认真贯彻落实习近平总书记关于“回头看”的重要指示精神,认真对照中央和省委的部署要求,对照学校教育实践活动的目标要求,对照师生员工的热切期盼,对前段工作逐项进行“回头看”。一看学习教育是否扎实。主要看是否认真完成了学习计划,反对“四风”的思想自觉和行动自觉是否增强,是否做到了学用结合、知行合一。二看查摆问题是否聚焦。主要看征求意见是否深入,“两室一厅一舍”是否走到,是否紧密联系实际,真正把自己摆进去,找准了问题。三看自我剖析是否深刻。主要看对照检查材料写得深不深,“四风”问题查得准不准、是否有具体表现和典型案例,原因分析透不透、是否从思想根源挖掘,努力方向明不明,整改措施实不实。是否对“车轮上的铺张”、“人情消费”、职务消费、“三公”经费开支、办公用房等问题行了深入查摆。四看谈心交心是否充分。在谈话形式上,主要看校级领导班子是否做到“四个必谈”、处级领导班子是否做到“三个必谈”;在谈话内容上,是否做到“三谈三不谈”;在谈话效果上,是否做到谈开谈深谈透和交心。特别是平时有隔阂、有误解的同志之间,是否进行了谈心交心。五看开展批评是否认真。主要看领导班子专题民主生活会的质量高不高,是否以整风精神开展批评和自我批评,自我批评是否揭短亮丑,相互批评是否动真碰硬,对待批评意见是否态度诚恳、虚心接受,是否回应了群众反映的文档编码:CZ4G1R6C2Y10 ZV1N9J9R10W4问题,是否切实做到触动思想、触及灵魂、解决问题、增进团结。六看边查边改是否见效。主要看领导班子和党员领导干部对存在的问题是否提出了实质性的整改举措,做到了边学边改、边查边改、真转真改。是否抓紧建章立制,是否有规必依、令行禁止。各党委、党工委要认真组织好“回头看”,存在的问题要真正看出来,留有差距的要真正找出来,不足的要“补课”,不够的要“加把火”,凡是走过场的要坚决返工重来。二、认真抓好整改落实紧密结合实际,从牢牢把握学校特点、把握关乎学校改革发展的重大问题和把握师生诉求入手,抓住校、处两级领导班子、党员领导干部“四风”方面存在的突出问题,对准焦距、找准穴位,责任到人,下大气力抓好整改。1、聚焦“四风”抓整改。对查摆剖析出来的“四风”问题,特别是专题民主生活会查找出来的问题,领导干部通过走“两室一厅一舍”查摆出的问题,进行再梳理、再归类,进一步聚焦“四风”问题,区分班子和个人,思想、工作和制度,当前和长远,逐项列出问题清单,提出有针对性的整改措施。对于前段时间边学边改、边查边改中已经初步解决的问题,要抓好巩固提高,防止反弹;尚未解决的问题要纳入整改方案,加大跟踪力度,抓好整改落实;新发现的问题要及时列入整改事项,迅速跟进解决,确文档编码:CZ4G1R6C2Y10 ZV1N9J9R10W4保即知即改。要把整改“四风”方面普遍存在的突出问题与单位、部门存在的突出问题结合起来,学校重点整改推动内涵式发展、促进提高质量措施不力,学风教风浮躁,联系和服务基层师生不够,勤俭办学不到位等问题。各单位要结合自身实际和职能职责,确定各自整改重点,分类施策抓好整改,分别回应群众关切。把解决实际问题与解决思想问题结合起来,进一步深挖形成“四风”问题的思想根源,解决好世界观、人生观、价值观这个“总开关”问题。把解决“四风”突出问题与提高群众工作能力结合起来,在密切党群干群关系、全心全意为人民服务上取得实效。2、集中力量开展专项整治。要把专项整治作为整改落实的重要举措,不折不扣地落实专项整治任务,一项一项整治,一个一个攻坚,以重点突破推动作风整体好转。要抓住那些师生最反感、反映最强烈的“四风”问题和损害师生利益的不治之风,加大整治力度,狠刹歪风邪气。一是坚决整治文山会海、检查评比过多。从严控制会议数量、会期和参加人员规模,严禁以培训名义召开会议;简化会议程序,减少出席会议领导人数;严格会议经费管理,严禁套取会议资金。从严控制各类文件简报和内部刊物,从严清理和规范评比达标表彰活动。二是坚决整治“门难进、脸难看、事难办”。坚决纠正党政管理人员特别是党员干部对待师生态度生硬、推诿扯皮现象;坚决杜绝利用工作职责谋取不正当利益现象;坚决整治文档编码:CZ4G1R6C2Y10
