年时间,发展成为具有较强国际竞争力的跨国能源化工公司”战略目标,针对公司发展面临的新形势新环境、新情况新问题,审时度势做出了“塑造中国石化特色管理模式”的重大决策。现就塑造中国石化特色管理模式提出如下指导意见:一、塑造中国石化特色管理模式的指导原则、总体目标和思路(一)指导原则。1充分体现中国石化“特色”。中国石化是一家在社会主义市场经济条件下运行的中国特大型国有企业,承担着具有中国特色和国有企业特点的政治责任、经济责任和社会责任。中国石化管理模式要体现中国社会主义市场经济的特色,体现石油石化行业的特色,体现中国国有特大型企业的特色,体现中国石化集团公司的特色。在管理理念、管理体制机制和管理方式方法上既要与国际接轨,又不能照搬国外公司的模式,要以中国石化特有的、特别适用和特别有效的、在实践中被证明为先进的管理经验为基础,充分吸收国内外先进的管理理念和管理方式方法,走自己的管理创新之路,形成中国石化的特色管理模式。2坚持继承和创新相结合。中国石化在长期实践中积累了很多好的管理经验,有一定的管理基础,形成了坚持“三基”工作、坚持精细管理等许多好的传统和做法,成为企业不断发展的宝贵财富。另一方面,改革开放以来特别是改制上市以来,为适应提高竞争实力和开展国际化经营的要求中中国石化也学习引进了一系列国际国内先进的管理体系、管控方法。塑造中国石化特色管理模式,就是要把继承优良管理传统与创新管理、吸收现代化管理有机结合,形成符合中国石化实际和特点的管理模式。3积极稳健、求真务实推进。按照塑造特色管理模式的方向和目标,坚定不移、持之以恒地推进优化流程、健全制度、强化执行,全面提高管理效率,提升中国石化的国际竞争力。同时,总体规划、协同配套、稳步操作,边实践边总结,与时俱进,不断完善,讲求实效,文档编码:CC7H10S2M6K7 ZZ10X1H3H4P9于中国石化,服务于战略目标,按照目标模式六个方面内容,坚持体现中国石化特色、继承与创新相结合、积极稳健求真务实推进的原则,在总结梳理管理现状的基础上,分两个阶段推进塑造中国石化特色管理模式。第一阶段,研究制定并全面实施“塑造中国石化特色管理模式”指导意见。以重大事项集中统一和生产经营专业化管理为重点,进一步完善一体化管理体制,合理界定总部和企业职能,充分调动两个积极性;以持续改善和提升经营管理水平、促进降本增效为重点,细化完善经营管理运行机制;紧紧抓住制度、流程和信息化等三个要素,形成中国石化既相对统一、又体现各业务板块特点的管理标准化、信息化体系。企业管理达到国内先进水平。第二阶段,按照“建设具有较强国际竞争力的跨国能源化工公司”的目标要求,进一步学习借鉴国内外先进企业的管理理念,不断总结提炼实践经验、吸取教训,不断完善管理体制、运行机制和监督控制方式,全面提升管理信息化水平,培育以人为本、凝心聚力的企业文化,逐步形成中国石化特色的管理模式,企业管理达到国际先进水平。二、各主要业务板块运行模式根据塑造中国石化特色管理模式的目标要求,各业务板块结合自身特点,进一步总结完善现有的管理体系和方式方法,形成各具特色的运行模式。(一)油田勘探开发板块:在企业层面实行“分公司采油厂采油矿采油队”和“分公司采油(气)厂采油队(油藏经营管理区)”两种不同管理层级的基础上,进一步优化从事业部到基层单位的层级文档编码:CC7H10S2M6K7
