北宿煤矿基层单位民主管理制度牌板制度职工之家建设制度一、以科学发展观为指导,坚定不移地贯彻执行党的路线、方针、政策。引导和团结全体职工,不断提高职工群众的思想政治素质和科学文化技术素质,发挥基层车间工会在本单位改革、发展、稳定中的作用。二、落实党的全心全意依靠工人阶级的指导方针,坚持和完善以职工(代表)大会为基本形式的职工民主管理和民主监督制度,全面落实职工代表大会的各项职权,时召开职代会,积极推行区(科、院、厂)务公开,凡是涉及职工群众切身利益的重大问题和事项必须经过职代会和全体职工大会通过,并通过区务公开栏向职工群众公开,不断提高职工民主监督,民主参与和民主决策水平;三、教育和动员职工积极支持矿井改革、拥护改革、参与改革,广泛开展争当“安全生产能手、技术革新能手、节支降耗能手、岗位能手”活动,开展丰富多彩的劳动竞赛和合理化建议活动,做好职工的劳动保护工作;四、动员和组织职工群众学习政治、文化、科学技术和经营管理知识,提高思想政治素质和科学文化素质,广泛开展岗位练兵、技术比武和自学成才活动,努力建设“四有”职工队伍。四、深入贯彻实施劳动合同法,突出维权职能,积极协调劳动关系,依法独立自主地开展工作,建立健全劳动争议调解和工会劳动法律监督协调劳动关系的有效机制。切实关心职工生活,为职工办实事,深入实施送温暖工程,组织职工开展扶贫济困和互助互济活动,敢于为职工说话、办事和排扰解难。六、建立健全基层工会组织,广泛开展“建家升级”活动,认真抓好软、硬件管理,不断完善民主管理制度,工会组织的产生一律经过民主选举,自觉接受职工群众监督;七、大力加强基层宣传教育工作,建立健全各类宣传、教育、学习和文体活动小组,围绕安全生产和精神文明建设,广泛开展职工群众喜闻乐见的宣传教育文体活动,努力倡导良好的工作作风和生活作风,建设三个文明建设同步发展的新型职工之家。文档编码:CM7A9C4H5S9 10 人20 人以下确定;100 人以上不足 300 人的单位,职工代表人数按照 30 人以下确定。二、基层单位职工代表大会每届任期三年至五年,基层单位职工代表大会每半年至少要召开一次,上半年必须在一月份召开,下半年必须在七月份召开,每次大会必须有三分之二以上的代表出席并有矿工会人员参加。三、基层单位职工代表大会由党支部书记主持。四、基层单位职工代表大会闭会期间,遇有重大事项,经单位党支部、行政、车间工会或者三分之一以上职工代表提议,应当召开基层职工代表大会临时会议。五、车间工会组织应当在职工代表大会召开15
