市总工会民主管理部20XX年上半年工作总结民管部工作在工会党组的正确领导下,经过完善载体,丰富内容,取得了较好的成效。截至目前,全市国有企事业单位 465 家(含科级单位),职代会建制率为98%,厂务公开建制率为96%;规模以上非公企业职代会、厂务公开建制率分别为 82%和 80%。下面,按照市总要求,从几个方面汇报如下:一、加强制度建设,规范运行模式,职工代表大会制度全面落实我们始终把职代会作为基础工作,常抓不懈,重点抓好以下几方面工作:一是抓好职工代表选定工作。强调覆盖面和代表性,适当扩大一线职工比例,优化代表结构,指导各单位按照规定比例选好职工代表。二是规范职工代表产生程序。指导各单位采用无记名投票方式进行选举,并推行差额选举办法。三是提升职工代表参政素质。加大职工代表的培训力度,提高职工代表的整体素质,增强代表的参政议政能力,坚持职代会民主评议企事业单位领导干部制度,确保职代会各项职能切实履行到位。四是推行行业性职代会制度。根据省总工会下发的关于推行行业性职工代表大会意见,我们选择木制品行业、汽车行业、采石行业作为试点,分别召开了行业性职工代表大会。五是狠抓职代会的规范运行。在市总工会的推动下,我市国有企事业单位职代会均按时组织召开,做到“四个规范”,即时间、组织、内容、程序规范,会前有请示,会后有档案。充分发挥了职工民主决策、民主管理、民主监督、民主参与作用。如 X 煤 XX 分公司在各厂矿、处相继召开了职工代表大会,通过职代会解决职工提出的焦点和难点问题,征集职工代表提案336 条。二、健全内容,活化形式,厂务公开工作成效明显完善制度,加强监督考核,推动全市厂务公开民主管理工作再上新台阶。一是健全公开内容。以示范点为标杆,全面推进厂务公开工作。完善公开内容,从职工群众关心的热点、难点问题入手,抓住主要矛盾,解决重点问题。如新强、新兴、桃山煤矿、水暖电讯公司等单位突出收入公开重点,全面推行矿、区、队三级公开制度,统一制定了操作规范,公开环节紧密。市选煤厂、XXXX ZJ8Y7D8Y4V9示制度,严格按照干部选拔任用的有关规定,所有副科级以上干部任职前一律进行公示,主动接受职工群众监督。二是丰富公开形式。各单位在突出公开重点的同时,不断扩展公开渠道,除充分利用职代会、公开栏、互联网等常用公开载体进行公开外,增加了文件、座谈会、情况通报会等公开形式。公开形式的多样化,确保了公开的时效性和公开内容的丰富性,凡是涉及企业重大决策和职工利益的事项全部公开。三是推进非公企业厂务公开。把非公企业厂务公开民主管理作为重点,以职业化工会主席为依托,推行非公企业职代会制度。按规定选举职工代表、落实职代会的各项职能。在重点非公企业推行“四公开”,即公开职工养老、医疗保险缴纳情况;公开劳动安全卫生保护情况;公开集体合同及工资集体协议的签订情况;公开涉及职工切身利益的其他事项等。组织工作基础较好的非公企业到先进单位学习取经,借鉴成形的经验和做法,有力推动了非公企业厂务公开的规范运行。四是加强监督检查。充分借助机关转作风下基层的有利契机,对重点领域厂务公开民主管理工作进行了检查,先后到 分子公司、大唐发电公司等单位为先进单位。针对非公企业工作基础差异较大的特点,重点选树了厂务公开工作启动较早,各项制度比较健全,工作效果比较明显的勃农兴达等企业作为示范单位。共评选出厂务公开民主管理先进单位 20 家、先进个人30 名,在市总工会20XX 年会议上进行了表彰。通过评先选优活动,逐渐拓宽了创建先进单位领域,扩大了工作辐射面。六是加大先优争取力度。通过市总的举荐和省总的大力支持,XX
