EHS委员员会中的化化学品管理理组负责化化学品管理理制度的制制定，更新新 L00002化学品品清单，各相关部门负责按本文件要求实施。4.2 化学品采购购4.2.1 化学品采购购由使用部门门根据化学学品使用情情况决定相相应的采购购计划，填填写采购申申请单。如如果是合同同采购，由由申请人确确认数量后通知知采购部将将合同转换换成订单。采购申请时，采购申请人需在E-PR中采购类型栏选择“EHS”。已有危险化学品需注明现有库存量。4.2.2 采购部根据据采购申请请单按G90224采购程序执执行采购，并并负责将化化学品的相相关要求(包括提供MSDSS、化学品品标签、产产品合格证证明、运输输要求等)传递给供供应商。危险化学学品的采购购，必需向具有危险险化学品经经营资质供供应商购买买。4.3 化学品管理理4.3.1 MSDS4.3.1.1 采购部在购购买新化学学品时，需需及时从供供应商处获获取危险化化学品的MSDS，负责将其其传递给EHS委员会化化学品小组组，由其判判定其性质质，并加入入L00002化学品品清单。之后，根据化学品的不同性质按下列要求进行MSDS的发布。1) 危险化学品：所有作业现场使用的危险化学品，需具有中文版MSDS。如供应商仅能提供英文版MSDS，需由使用该化学品相关责任人负责翻译，车间内生产工艺所使用的危险化学品由工艺工程师翻译为中文，并提交eDCR审核发布，车间内因设备维护而使用的危险化学品，则由使用该化学品的设备工程师，翻译并提交eDCR；其它部门使用的危险化学品由各部门相关工程师或技术员负责翻译,再提交eDCR。特别情况时(如需紧急使用、试用化学品)，可先行发布英文版MSDS。但所有在生产现场使用的，需在两周内翻译为中文并提交eDCR审核发布。2) 直接材料中的化学品及生产过程中批量使用的一般化学品：其MSDS发布/使用管理按以上危险化学品MSDS要求执行。3) 其它一般化学品：除上述以外的一般化学品的MSDS可采用中文或英文版。车间内因工艺使用的一般化学品，由使用该化学品的工艺工程师提交eDCR审核发布，设备维护时使用的一般化学品，由使用该化学品的设备工程师负责提交eDCR；其它部门由相关工程师或技术员负责提交。4.3.1.2 所有MSDDS需发布至相关的存存储和使用用区域。MSDS文件使用用粉红色纸纸张，以便便于查找。4.3.1.3 储存/使用用危险化学学品的人员员需接受相相关的MSDS的培训4.3.1.4 MSDS更更新要求：1) 采购部如如收到供应应商提供的的对现有化化学品更新新的MSDS，需及时时按3.1.1.1要求重新新发布该MSDS。2) 化学品的MSDS每五年需需评审一次次EHS委员会化化学品管理理小组每季季度评审L00002化学品清清单，如发现有有即将到期期的MSDDS (根根据MSDDS中的生生效日期) ，通知采购部部门相关负负责人及提提交该化学学品MSDDS的责任工程师师或技术员员。采购部部要求供应应商重新提提交有效的的MSDS，并将更更新的MSSDS传递递给该化学学品的责任任工程师，然然后由其提提交eDCR审核核发布。4.3.1.5 采购部在化化学品实施施采购前，必必须检查相相关MSDS是否已经经正式发布布或者是否否有效；否否则必须及及时通知使使用该化学学品的责任任工程师或技术员员申请递交或或及时更新新，以确保保在化学品品到货前准准备好相关关的MSDS。4.3.2 化学品的接接收4.3.2.1 仓储部按G90331收货流程程程序接接收化学品品，并负责责检查以下下内容：符符合要求的的MSDS、危险化化学品安全全标签、危危险化学品品合格证明明、危险化化学品运输输人员资质质等。4.3.2.2 安全标签要要求采购部部需确保供应应商提供的的危险化学学品包装上上具有符合合要求的危危险化学品品安全标签签，至少包包括以下内内容：1) 危险化学品品名称2) 警示词3) 危险性概概述4) 安全措施施5) 灭火6) 批号7) 生产单位及及联系电话话4.3.2.3 危险化学品品合格证明明采购部确保保供应商每次次供货的危险化学品品需具有合格格证明，集团内提供给我们们的可以免免除COC要求。危险险化学品的的合格证明明由仓储部保存，保存存期限按G90005文件执执行。4.3.3 危险化学品品运输在国国内采购化化学品由供供应商负责责运输，危危险化学品品的运输供供应商应通通过资质认认证和按国国家相关规规定安全运运输。4.3.3.1 在国外采购购的危险化学品品，应选用用有运输资资质的公司司承运4.3.3.2 公司内部的的化学品搬搬运由部门门指定培训训合格的员员工进行操操作。4.3.3.3 进行化学品品的搬运转转移，必须须使用防止止二次污染染的转移箱箱。4.3.4 化学品储存存与使用4.3.4.1 危险化学品品应储存在在单独的存存储区域或或存储柜，MSDS应放在容容易获取的的地方。4.3.4.2 化学品容器器外需确保保张贴有安安全标签或或分装标签签，以防误误用。标签签需包含以以下内容。1) 表示危险性的象形图2) 警示语3) 危险性说明4) 注意事项5) 产品名称4.3.4.3 贮存容器必必须完好，不不能泄漏、生生锈或损坏坏。4.3.4.4 易燃物或溶溶媒应储存存在指定的的防火柜/区中。4.3.4.5 碱性化学品品应储存在在指定的碱碱性存储区区/柜中。4.3.4.6 酸性化学品品应储存在在指定的酸酸性存储区区/柜中。4.3.4.7 化学品的贮贮存量按L00002化学品清清单执行行。4.3.4.8 化学品储存存条件应根根据MSDS中所述要要求执行。4.3.4.9 保证防护用用品和其它它安全装置置的完好性性，确保应应急装备处处于完好、可可使用状态态。4.3.4.10 操作使用化化学品的人人员应经培培训考核合合格，按照照MSDS中的指导导进行操作。4.4 化学品泄漏漏事故处理如发生生化学品泄泄漏事故，泄露现场人员应立即通知化学品泄漏处理员，由其根据MSDS中的指导进行处理。泄露现场责任人用隔离带将受影响的区域隔离，并疏散现场无关人员，一旦发生人员中毒应参照MSDS由急救员或专业医护人员进行急救处理。4.4.1 处理时，化化学品泄露露员应根据据需要确保保穿戴好个个人防护装装备(防毒面具具，防护服服，手套和和安全鞋)。进入化化学品泄露露现场，按按照围堤堵堵截、中和和稀释、覆覆盖、吸收收等步骤进进行处理。4.4.2 泄漏事故处处理中产生生的废弃物物需按G90556废弃物物的处理程程序的要要求进行处处理。4.4.3 事后需根据据泄漏的程程度，填写“安全事件件报告 FACC-01-XX”，如有人人员受伤或或中毒，应应填写职业业安全事故故调查表FAC-54-XXX 。由EHS委员会相相关人员负负责组织进进行事故分分析并采取取纠正/预防措施施。4.5 化学品泄漏漏演习4.5.1 每年必须进进行化学品品泄露演习习一次。4.5.2 化学品泄露露演习准备备工作：4.5.2.1 演习计划由由EHS委员员会化学品品管理组负负责制定，应应在演习前前半个月完成成，并准备备好演习所所需的工具具和用品。4.5.2.2 化学品泄漏漏演习参加加人员在演演习前前一一周确定，并并发布化学学品泄漏演演习通知。4.5.3 化学品泄露露演习过程程控制化学学品演习按按照工作区区域实际存存储和使用用的化学品品泄漏为背背景，按照本程程序3.66 的流程程执行。4.5.4 化学品泄漏漏演习结束束总结4.5.4.1 根据演习情情况，制定定消防演习习报告，并并报EHS委员会主主席审核，并并在宣传栏栏公布。4.5.4.2 根据演习中中出现的问问题，改进进演习计划划，如有必必要，修改改相关文件件。4.5.4.3 化学品泄漏漏演习的相相关记录，保保存于化学学品管理组组。4.6 化学品相关关培训4.6.1 所有新进员员工按T90006 新员工危危险化学品品培训接受相关的的化学品培培训。4.6.2 所有MSDDS发布后后，相关人人员需接受受相应的文文件培训。4.6.3 泄漏处理员员须经过公公司培训合合格的人员员担任，每每年必须参参加化学品品泄露演习习，掌握化化学品泄漏漏的处理要要求。4.6.4 危险化学品品相关从业业人员，应应参加安监监部门统一一组织的培培训，取得得危险化学学品从业资资格证。4.7
