公共伦理学课程简介课程英文名Public Ethics课程代码Q1204Y13学分2总学时32理论学时32实验/实践学时0先修课程公共行政学适用专业公共事业管理内容简介 （中文）公共伦理学的研究内容直接涉及政府组织和非政府组织，也间接涉及政府组 织与企业之间、社会组织之间的关系以及处理这些关系应该遵循的伦理准则及活动 要求。力求道德理论的逻辑与管理实践的逻辑相统一。课程安排主要包括以下内容： 探讨公共伦理主体与客体之间的关系，分析政府组织在社会管理及治理过程中应当 遵循的价值准则以及政府组织制度安排中的公共伦理问题；就公共权力实施中的法 治和德治关系的历史、现状进行分析和比较，阐述行政权力的价值属性和伦理意义； 对公共管理主体承担的公共事务、为公共利益服务的行为，肩负的公共责任及其责 任评价进行伦理分析，提出公共管理者的素质特别是道德素质以及公共伦理建设的 基本构想，初步形成公共伦理学的理论框架。内容简介 （英文）The research content of public ethics directly involves governmental organizations and non-governmental organizations.
