黑龙江农村公共文化服务系统构建,公共管理论文【题目】黑龙江农村公共文化服务系统构建 【第一章】 【第二章】 【第三章】 【第四章】 【第五章】 【结论/以下为参考文献】 摘 要 自 2005 年的十六届五中全会初次提出建设公共文化服务体系这一战略目的以来，公共文化服务体系建设一直成为文化建设中的重要问题。而在近年来的 一号文件 中，不断完善农村公共文化服务体系则成为加强和改良 三农 建设的重要问题之一。 农村公共文化服务体系建设是农村文化建设和公共文化体系建设的重要组成部分，也是全面建成小康社会的必然要求。其对社会精神文明建设和人民群众整体素质的提高，对保障农村基本文化权益、推动农村经济社会文化的协调发展具有重要意义。就全国整体而言，农村公共文化服务体系建设总体上处于起步阶段，农村公共文化服务体系建设水平总体投入缺乏、水平不高、发展不平衡、构造不合理等问题普遍存在。黑龙江省作为农业大省和边疆省份，同样存在诸如此类的问题。为此，加强黑龙江省农村公共文化服务体系建设的理论与实践研究具有现实性与紧迫性。 本文共分为六章。 第一章是引言。引言部分重点介绍了论文选题的背景、意义、研究目的及方式方法、国内外研究现在状况等。 第二章是基本概念及理论。详细介绍了公共文化服务体系、农村公共文化服务体系等相关概念。并扼要介绍了公共产品理论和绩效考核理论及其应用。 第三章阐析了黑龙江省农村公共文化服务体系建设的现在状况及存在的一些主要问题。本文以为，黑龙江省农村公共文化服务体系建设总体上表现为：农村公共文化服务基础设施建设有所改善，农村公共文化服务市场初露端倪，农村公共文化服务政策不断完善。但同时也存在城乡差异显着、市场体系尚不健全、政策杠杆运用不充分、人才队伍水平参差不齐等问题。 第四章以现有的理论及政策为根据，结合黑龙江省农村公共文化服务体系建设中存在的问题实际，重点分析影响和制约黑龙江省农村公共文化服务体系建设的原因。详细是缺钱、缺人、缺事、缺想法、缺管理 五个缺少 ,即资金投入有限、人才机制不健全、没有找到切合的抓手、思想认识不到位、缺少绩效考核评估等问题。 第五章是在借鉴国内外和省内外先进经历体验的基础上，提出解决黑龙江省公共文化服务体系建设的对策思路。主要是投钱、投人、做事、提高认识、加强管理 五个投入 ,即更新投资形式以加强基础设施建设、加强人才队伍建设、注重特色文化建设、施行 培训+产业支撑+市场调节 的方式提高农民及管理者认识、加强绩效考核等。 第六章是结论与瞻望。本文以为，黑龙江省农村公共文化服务体系建设已经开场起步，但存在较多问题，亟待展开颇具成效的建设。必须探寻求索建立能长期发挥作用，保障农村公共文化服务体系建设长久进行的长效机制。 本文关键词语： 黑龙江省；农村公共文化服务体系；绩效考核 Abstract Since 2005 Party Plenum first proposed the construction of public culturalservice system since this strategic goal, the construction of public cultural servicesystem has become a cultural construction of important issues. In recent years, thecentral Document , and constantly improve the rural public cultural service systemhas become one of the important issues to strengthen and improve the agriculture,countryside and farmer issues. Rural public cultural service system is an important part of culture in rural areasand the construction of public cultural system, but also an inherent requirement tobuild a new socialist countryside, which improve the socialist spiritual civilization andthe overall quality of the people, to protect the rural basic cultural rights and interests,and promote coordinated economic and social development of rural culturalsignificance. Nationally Overall, rural public cultural service system in the wholeinfancy, rural public cultural service system level insufficient overall investment levelis not high, uneven development, irrational structure and other issues prevalent. As amajor agricultural province of Heilongjiang Province and the border provinces, thereare also such questions. To the end, strengthen the theory and practice of HeilongjiangProvince Rural public cultural service system has a reality and urgency. This paper is divided into six chapters. The first chapter is the introduction. The introduction is the full text of theprogram, discussed the topics of the origin, significance, research objectives andmethods, and other domestic and international research status quo. The second chapter is the basic concepts and theories. Specific introduces theconcept of public cultural service system, public cultural service system in rural areas. We briefly introduced the theory of public goods and performance appraisal and theirapplication. The third chapter is to expound the current situation of rural public culturalservice system in Heilongjiang Province and the construction of the main problems. This paper argues that the rural public cultural service system in HeilongjiangProvince, the construction of the whole performance: rural public cultural serviceinfrastructure improvement, rural public cultural service market on the horizon, ruralpublic cultural service policies continue to improve. But there are also significantdifferences between urban and rural areas, the market system is not perfect,inadequate use policy levers, uneven level of personnel and other issues. The fourth chapter in existing theory and policy as the basis, combined with theconstruction of rural public cultural service system in Heilongjiang Province theproblems in practice, focuses on impact and constraints of rural public cultural servicesystem in Heilongjiang Province, the construction of reasons. Specifically are short ofmoney, lack of people, lack of things, lack of ideas, lack of management fivemissing , that limited funding, personnel mechanism is not perfect and did not findgripper suit, thinking and understanding is not in place, the lack of performanceappraisal assessments and other issues . The fifth chapter is to propose solutions to public cultural service system inHeilongjiang Province Construction Countermeasures. Mainly investment money,invest, work, raise awareness, enhance management into five investment model isupdated in order to strengthen infrastructure construction, strengthen the developmentof qualified personnel, pay attention to the characteristics cultural construction, theimplementation of Training + industry support + market regulation the way toincrease farmers awareness and managers to enhance performance appraisal. The sixth chapter is the conclusion and prospect. This paper argues that the ruralpublic cultural service system in Heilongjiang Province, construction has alreadystarted, but there are more problems to be quite effective to start construction. Toexplore the establishment of long-term role to play to protect the long-termmechanism of public cultural service system in rural areas for a long time carried out.
