阶段的有关规定要求而引起的工程变更，导致造价增加或减少；3、设计单位在初步设计时未能充分考虑原地面的路网规划和地方政府及相关部门（如环境保护、供 电、供气、水利、通讯、航道等）的要求而引起的工程变更,主要表现结构形式和尺寸的改变等方面，使造价增加；4、设计人员的错误或疏漏引起工程变更。由于“二校三审”制度落实不够导致变更使造价增加；5、设计单位设计人员之间配合不协调，或公路的附属设施同主体工程的设计不同步，引起工作变更,使造价增 加；6、分期交付的设计图纸不能及时提供，工期延误,造成施工方停工引起索赔，使造价增加。三、承包人原因引起变更及其对造价的影响 1、承包人无法履行或不能完全履行合同,承包人提出采取补救措施的变更，这类变更不能增加工程造价,由承包人负担损失费用；2、承包人变更投 标时已被批准的施工方案，这类变更对造价几乎不会产生影响,但可能为承包人节省施工费用;3、承包人为了施工方便，或为缩短工期,或为减少投入等原因，提 出对施工有利，且更加经济、合理、优化的设计方案，这类变更如果业主认可，可减少施工成本,也可降低造价,对业主和承包人双方都有利；4、承包人无法按合 同工期完成合同内容，工程可能延期，业主根据合同条款，终止全部或部分施工合同内容，改由其他承包人完成,这类变更一般不会使业主造价增加,但会使承包人承受损失；5、由于承包人技术或管理方面的失误引起工程变更，这类变更业主可以向承包人索赔,一般不增加造价;6、承包人改变合同规定由业主采购的材料，使用其它种类型号品牌的材料,因此造成的损失由承包人承担，除非业主重新认可，一般不增加造价。四、监理方原因引起变更及其对造价的影响监理受业主委托，由其引起的变更费用增减直接影响业主的造价。1、监理工程师为了协调相邻标段承包人的运作，或者为了协调本工程承包人与地方 相关部门或单位的生产关系引起工程变更,容易引起造价增加.2、监理工程师针对现场的实际情况以合同和技术规范为依据,对原设计进行完善或局部修改并经设 计单位认可，这类变更可能引起造价增加。3、监理工程师工作失误和协调能力欠缺造成返工损失引起工作变更,使工程造价增加.4、监理工程师提出优化设计或 优化工期，经设计认可或承包方同意引起工程变更,可降低工程造价。五、环境因素引起变更及其对造价的影响
