00:15.62Today we celebrate the mystery of American renewal.00:19.16今天,我们庆祝美国复兴的奇迹。00:20.80This ceremony is held in the depth of winter. But, by the words we speak and the faces we00:27.36show the world, we force the spring. A spring reborn in the world's oldest democracy, that brings00:36.37forth the vision and courage to reinvent America.00:41.02这个仪式虽在隆冬举行,然而,我们通过自己的言语和向世界展示的面容、却促使春回大地-00:41.52回到了世界上这个最古老的民主国家,并带来了重新创造美国的远见和勇气。00:42.83When our founders boldly declared America's independence to the world and our purposes to00:48.97the Almighty, they knew that America, to endure, would have to change. Not change for change's00:55.59sake, but change to preserve America's ideals; life, liberty, the pursuit of happiness. Though we01:08.62march to the music of our time, our mission is timeless. Each generation of Americans must define01:20.01what it means to be an American.01:22.6401:24.23On behalf of our nation, I salute my predecessor, President Bush, for his half-century of01:32.30service to America.01:35.4801:38.48当我国的缔造者勇敢地向世界宣布美国独立,并向上帝表明自 己的目的时,他们知道,01:43.48美国若要永存,就必须变革。 02:00.4802:01.37 And I thank the millions of men and women whose steadfastness and sacrifice02:06.85triumphed over Depression, fascism and Communism.02:10.21我还要向千百万男女表示谢忱,他们坚定不移,勇于牺牲,先后战胜了大萧条,法西斯主义和共产主义。02:11.2102:11.79Today, a generation raised in the shadows of the Cold War assumes new responsibilities in a02:20.52world warmed by the sunshine of freedom but threatened still by ancient hatreds and new plagues.02:27.5202:28.91今天,在冷战阴影下成长起来的一代人,在世界上负起了新的责 任。 02:29.5002:30.09Raised in unrivaled prosperity, we inherit an economy that is still the world's strongest, but is02:37.06weakened by business failures, stagnant wages, increasing inequality, and deep divisions among02:43.81our people.02:46.14我们在无与伦比的繁荣中长大,继承了仍然是世界上最强大的经济。 02:47.5402:47.82When George Washington first took the oath I have just sworn to uphold, news traveled02:53.65slowly across the land by horseback and across the ocean by boat. Now, the sights and sounds of03:01.11this ceremony are broadcast instantaneously to billions around the world.03:07.35当乔治 华盛顿第一次宣读我刚才宜读的誓言时,人们骑马把 那个信息缓慢地传遍大03:07.88地,继而又来船把它传过海洋。 03:08.38Communications and commerce are global; investment is mobile; technology is almost03:14.71magical; and ambition for a better life is now universal. We earn our livelihood in peaceful03:23.41competition with people all across the earth.03:28.11通信和商务具有全球性,投资具有流动性;技术几 乎具有魔力;改善生活的理想现在具有普遍性。 03:29.34Profound and powerful forces are shaking and remaking our world, and the urgent question03:36.06of our time is whether we can make change our friend and not our enemy.03:42.46各种深远而强大的力量正在震撼和改造我们的世界,当今时代的当务之急是我们能否使变革成为我们的朋03:43.26友,而不是成为我们的敌人。03:43.80This new world has already enriched the lives of millions of Americans who are able to03:48.88compete and win in it. But when most people are working harder for less; when others cannot03:56.96work at all; when the cost of health care devastates families and threatens to bankrupt many of our04:04.40enterprises, great and small; when fear of crime robs law-abiding citizens of their freedom; and04:10.88when millions of poor children cannot even imagine the lives we are calling them to lead, we have04:18.52not made change our friend.04:21.34这个新世界已经使几百万能够参与竞争并且取胜的美国人过上 了富裕的生活。 04:23.37We know we have to face hard truths and take strong steps. But we have not done so. Instead,we have04:30.37 drifted, and that drifting has eroded our resources, fractured our economy, and shaken our confidence.04:38.65我们知道,我们必须面对严酷的事实真相,并采取强有力的步骤。 04:40.11Though our challenges are fearsome, so are our strengths. And Americans have ever been a restless, questing,04:48.12 hopeful people. We must bring to our task today the vision and will of those who came before us.04:54.50我们面临惊人的挑战,但我们同样具有惊人的力量,美国人历来是不安现状、不断追求04:55.10和充满希望的民族,今天,我们必须把前人的远见卓识和坚强意志带到我们的任务中去。04:56.36From our revolution, the Civil War, to the Great Depression to the civil rights movement, our05:03.01people have always mustered the determination to construct from these crises the pillars of our history.05:09.83从革命,内战,大萧条,直到民权运动,我国人民总是下定决心,从历次危机中构筑我国历史的支柱。05:10.54Thomas Jefferson believed that to preserve the very foundations of our nation, we would05:15.57need dramatic change from time to time. Well, my fellow citizens, this is our time. Let us embrace it.05:24.95托马斯 杰斐逊认为,为了维护我国的根基,我们需要时常进行激动人心的变革。美国同胞们,05:27.25我们的时代就是变革的时代,让我们拥抱这个时代吧!05:29.2505:32.31Our democracy must be not only the envy of the world but the engine of our own renewal.05:40.18There is nothing wrong with America that cannot be cured by what is right with America.05:48.50我们的民主制度不仅要成为举世称羡的目标,而且要成为举国复兴的动力。 05:52.56And so today, we pledge an end to the era of deadlock and drift; a new season of American renewal has begun.06:03.56因此,我们今天立下誓言,要结束这个僵持停顿、放任自流的时代,一个复兴美国的新时代已经开始。06:06.1806:08.93To renew America, we must be bold. We must do what no generation has had to do before.06:16.09我们要复兴美国,就必须鼓足勇气。 06:16.69 We must invest more in our own people, in their jobs, in their future, and at the same time cut our06:24.04 massive debt. And we must do so in a world in which we must compete for every opportunity.06:32.05 It will not be easy; it will require sacrifice. But it can be done, and done fairly, not choosing sacrifice06:41.50for its own sake, but for our own sake. We must provide for our nation the way a family provides for its children.06:50.77我们必须更多地投资于人民,投资于他们的工作和未来,与此同时,我们必须减少巨额债务。 06:52.58Our Founders saw themselves in the light of posterity. We can do no less. Anyone who has ever watched07:01.93a child's eyes wander into sleep knows what posterity is. Posterity is the world to come;07:10.74the world for whom we hold our ideals, from whom we have borrowed our planet, and to whom07:19.03we bear sacred responsibility. We must do what America does best: offer more opportunity to all07:26.73and demand responsibility from all.07:30.29我国的缔造者是用子孙后代的眼光来审视自己的。 07:37.69It is time to break the bad habit of expecting something for nothing, from our government or07:45.43from each other. Let us all take more responsibility, not only for ourselves and our families but for07:54.18our communities and our country. To renew America, we must revitalize our democracy.08:02.14现在是破除只求向政府和别人免费索取的恶习的时候了。 08:03.31 08:03.71This beautiful capital, like every capital since the dawn of civilization, is often a place of08:11.37intrigue and calculation. Powerful people maneuver for position and worry endlessly about who is08:20.07in and who is out, who is up and who is down, forgetting those people whose toil and sweat sends08:27.87us here and pays our way.08:29.57这个美丽的首都,就像文明的曙光出现以来的每一个首都一样,常常是尔虞我诈、明争暗斗之地。 08:35.83Americans deserve better, and in this city today, there are people who want to do better. And08:43.70so I say to all of us here, let us resolve to reform our politics, so that power and privilege no longer08:51.89shout down the voice of the people. Let us put aside personal advantage so that we can feel the08:58.96pain and see the promise of America. Let us resolve to make our government a place for what09:06.93Franklin Roosevelt called "bold, persistent experimentation," a government for our tomorrows, not09:14.41our yesterdays. Let us give this capital back to the people to whom it belongs.09:20.62国人理应得到更好的回报。 09:29.52To renew America, we must meet challenges abroad as well at home. There is no longer09:35.43division between what is foreign and what is domestic; the world economy, the world environment,09:41.19the world AIDS crisis, the world arms race; they affect us all.09:46.13我们要复兴美国,就必须迎接国内外的种种挑战。 09:47.50Today, as an old order passes, the new world is more free but less stable. Communism's09:54.00collapse has called forth old animosities and new dangers.09:58.04 Clearly America must continue to lead the world we did so much to make.10:03.90今天,由于旧秩序已经过去,这个世界更加自由,但同时也更不安定,共产主义的崩溃唤起了原有的仇恨,10:04.20造成了新的威胁。 10:04.51 10:04.71While America rebuilds at home, we will not shrink from the challenges, nor fail to seize the opportunities,10:11.05of this new world. Together with our friends and allies, we will work to shape change, lest it engulf us.10:18.79我们在国内进行重建的同时,面对这个新世界的挑战不会退缩不前,也下会坐失良机。 10:19.68When our vital interests are challenged, or the will and conscience of the international10:24.19community is defied, we will act; with peaceful diplomacy when ever possible, with force when10:31.79necessary. The brave Americans serving our nation today in the Persian Gulf, in Somalia, and10:38.40wherever else they stand are testament to our resolve.10:41.65当我们的重要利益受到挑战,或者,当国际社会的意志和良知受到蔑视,10:41.95我们将采取行动-可能时就采用和平外交手段,必要时就使用武力。 10:42.87But our greatest strength is the power of our ideas, which are still new in many lands. Across10:50.81the world, we see them embraced, and we rejoice. Our hopes, our hearts, our hands, are with those10:57.94on every continent who are building democracy and freedom. Their cause is America's cause.11:05.25但是,我们最伟大的力量是我们思想的威力。 11:06.43The American people have summoned the change we celebrate today. You have raised your11:13.08voices in an unmistakable chorus. You have cast your votes in historic numbers. And you have11:20.05changed the face of Congress, the presidency and the political process itself. Yes, you, my fellow11:28.19Americans have forced the spring.11:30.88美国人民唤来了我们今天所庆祝的变革。 11:32.88Now, we must do the work the season demands.11:35.95To that work I now turn, with all the authority of my office. I ask the Congress to join with me.11:44.33But no president, no Congress, no government, can undertake this mission alone. My fellow11:51.98Americans, you, too, must play your part in our renewal. I challenge a new generation of young Americans11:59.05to a season of service; to act on your idealism by helping troubled children, keeping12:07.27company with those in need, reconnecting our torn communities. There is so much to be done;12:14.34enough indeed for millions of others who are still young in spirit to give of themselves in service,too.12:20.86现在,我们必须做这个季节需要做的工作。 12:22.80In serving, we recognize a simple but powerful truth, we need each other. And we must care12:28.89for one another. Today, we do more than celebrate America; we rededicate ourselves to the very12:40.06idea of America.12:42.94An idea born in revolution and renewed through two centuries of challenge. An idea12:49.94tempered by the knowledge that, but for fate we, the fortunate and the unfortunate, might have12:57.04been each other. An idea ennobled by the faith that our nation can summon from its myriad13:05.61diversity the deepest measure of unity. An idea infused with the conviction that America's long13:14.45heroic journey must go forever upward.13:19.83And so, my fellow Americans, at the edge of the 21st century, let us begin anew, with energy and13:30.36hope, with faith and discipline, and let us work until our work is done. The scripture says, "And let13:40.98us not be weary in well-doing, for in due season, we shall reap, if we faint not."13:48.38在奉献过程中,我们认识到相互需要这一简单而又强大的真 理。 13:49.99From this joyful mountaintop of celebration, we hear a call to service in the valley. We have13:58.96heard the trumpets. We have changed the guard. And now, each in our way, and with God's help,14:07.57we must answer the call.14:10.37Thank you. and God bless you all.14:13.37在这个欢乐的山巅,我们听见山谷里传来了要我们作出奉献的召唤。 14:17.63
