万吨/年三氯氢硅项目建设单位:唐山三孚硅业股份有限公司企业性质:其他股份有限公司(上市)法定代表人:孙任靖项目性质:新建建设地点:唐山市曹妃甸区南堡经济开发区化工集中区1.1.2 主办单位基本情况唐山三孚硅业股份有限公司成立于 2006 年 10 月 20 日,地处唐山市曹妃甸区南堡经济开发区化工集中区,公司注册资金 19,521.658 万元,占地 300.35 余亩,总资产 15.28 亿元人民币,是一家以生产三氯氢硅、氢氧化钾、硫酸钾、高纯四氯化硅为主的民营股份制企业。公司于 2011 年 8 月正式完成股份制改造,并于 2017 年 6 月份在上海证券交易所成功上市。唐山三孚硅业股份有限公司所在区域基础设施完善配套,交通网络便捷发达。75 公里范围内分布有天津新港、唐山港曹妃甸港区、唐山港京唐港区三大港口和天津、唐山两大机场。唐曹、沿海两条高速公路和丰碱线、唐柏线直达公司所在地。该公司目前年产三氯氢硅 6.5 万吨,氢氧化钾 5.6 万吨,硫酸钾 10 万吨,是国内较大的三氯氢硅生产基地。目前公司产品除满足国内需求外,在日、韩地区均有销售,在质量和服务方面获得客户的一致好评。公司将依托三氯氢硅合成技术优势,积极拓展相关配套业务发展,依靠在品质和服务方面的优势,以客户需求为导向,以服务客户为己任,持续为客户提供满意的产品和服务。1.1.3 项目提出的背景,投资的目的、意义和必要性随着全球信息化时代的到来,半导体硅材料的用量剧增。同时绿色环保的太阳能发电技术越来越成熟、成本越来越低。太阳能发电成为全球新时尚。无论飞速发展的电子行业或太阳能发电都离不开多晶硅。近年来多晶硅市场出现严重的供不应求,价格飞涨。三氯氢硅作为生产多晶硅的必须原料亦日趋紧张。四氯化硅是一种新型的化工基础原材料,广泛应用于多晶硅、光导纤维、气相白碳黑、石英玻璃、半导体器件和集成电路、有机氯硅烷等多种现代工业产品及原料的生产及制备。拥有广泛的用途。2014 年 6 月,公司上高纯四氯化硅提纯一期工程项目,可年产高纯度四氯化硅 1 万吨/年,填补了国内高纯四氯化硅使用大量依靠国外进口的空白。经厂家使用,该公司生产的高纯四氯化硅产品满足下游客户生产需求,且依托于运输及技术优势,价格低于国外进口的同类产品,获得了下游客户的一致好评。1.1.4 可行性研究报告编制的依据、指导思想和原则1.1.4.1 编制依据(1) 唐山三孚硅业股份有限公司与渤化工程有限公司签订的合同书。(2) 唐山三孚硅业股份有限公司提供的相关基础资料和基础数据。1.1.4.2 指导思想和原则(1) 本可行性研究报告编制的内容和深度按照(中石化联产发【2012】115 号文)颁布的化工投资项目可行性研究报告编制办法。(2) 严格执行国家和各部委颁发的现行标准和规范。(3) 本项目按照降低产品能耗、绿色环保、循环经济的设计原则,在稳妥可靠的前提下优化各项成本要素,尽可能节省项目建设投资,最大限度地降低项目的产品成本,提高项目的竞争力。(4) 充分选用国内先进成熟、可靠适宜的工艺技术和设备。最大限度地降低项目的目标成本,节约能源,改善生产条件,提高企业的技术水平和经济效益。(5) 结合企业的实际情况,按照一体化、轻型化、社会化、国产化原则,在采用先进的国外生产工艺技术、设备制造技术和现运行企业在生产和管理中积累的丰富经验的基础上,确定必须引进国外先进工艺技术及关键设备的范围。(6) 认真贯彻执行国家及地方的环境保护、“三废”治理、综合利用、劳动保护、安全卫生、消防方面的法律、法规及其与主体工程建设实施“三同时”的原则。1.1.5 研究范围本项目以氯化氢、硅粉为主要原料,生产三氯氢硅与四氯化硅。本可行性研究报告对合成精馏装置、氯化氢干燥装置、变压吸附等生产装置、配套公用工程、配套服务性工程项目的工艺技术方案、辅助设施、经济效益和市场情况等方面进行研究,进而提出先进合理的工艺技术方案、公用工程方案及环境保护、劳动安全、消防等措施,并做出市场预测和投资估算,对企业的经济效益做出财务评价。主要工程范围如下:(1) 主要生产装置表 研究结论本项目生产工艺技术,能耗低,产品质量高,并通过工程实践,在自动化操作、节能、环境保护方面均先进可靠。本项目主要技术经济指标表明,工程项目建成投产后,利用当地资源优势,产品生产成本低,能尽快满足国内对三氯氢硅与四氯化硅的需求,经济效益较好,企业具有一定的抗风险能力和具有较强的市场竞争力。本项目对于推动地区经济可持续发展,启动三氯氢硅、氯碱产业链的建设,调整地区产业结构,带动当地第三产业发展都具有重要意义。本项目拟建设地点地处河北省唐山市曹妃甸区南堡工业区,资源丰富,硅粉、氯化氢等原辅材料供应可靠,价格低廉,成本优势明显。项目区地理位置优越,交通条件便捷,基础设施较为完善,建厂条件优越。经过技术、经济综合论证,认为:唐山三孚硅业股份有限公司 5 万吨/年三氯氢硅项目,技术方案先进合理,充分利用当地资源优势,实现了资源及能源的综合利用,保护了环境,同时建厂条件优越,项目建成投产后具有良好的经济效益和社会效益,项目合理、可行。项目的主要技术经济指标,见表 1.2-1。1.2.2 存在的主要问题和建议(1) 本项目消防设施、污水处理及事故水池依托老厂,必须确保原有设施能满足本项目的处理容量。(2) 项目全部建成投产后,对解决当地就业问题将起到积极的作用,但此项目对技术人员、操作人员的要求较高,应根据项目实施计划,尽快组建项目筹建机构,及早制定人员招聘计划与培训或委培计划。表 1.2-1 主要技术经济指标序号项目单位数量备注
