devoted to the implementation of large-scale international project-the construction of the road Western Europe-Western China.Overall length of the road is 8500km.This highway starts in China from the port Lyangun and goes to the territory of the Russian Federation.This road covers 2700 km on the territory of the Republic of Kazakhstan.Considered by the project the construction site is placed in Tulkubas and Sairam districts.Highway Khorgos-Almaty-Shymkent the border of the Republic of Uzbekistan runs through the territory of South Kazakhstan oblast.Road section km632-km674 is new and located in Tulkubas district.2.In order to implement the project Sinohydro Corporation Limited was chosen as the Contractor for the execution of road construction works on section 632-674km.The new road will provide road transport links of Asian countries of CIS and northern regions of Kazakhstan with the northern regions of Kazakhstan and Russia.This road is one of the sections of the international transit corridor“Western Europe-Western China”as well as intra-regional linkages,which confirms the exceptional economic importance of the performed works.The length of the section is-42 km 1.2.Environmental Management Plan 3.WBs security strategy principles(FSR,2009)asserts that the Environmental Management Plan(EMP),which aims to develop measures to mitigate and manage possible consequences that need to be carried out during the project in order to:avoid,minimize,mitigate or compensate for adverse impact on the environment(in descending order of priority).4.In this regard,measures have been taken to prevent and reduce the negative environmental impacts that have been taken into account in project design and additional recommendations to prevent in future or reduce the effects,given in AEI,as reflected in the proposed EMP.5.In FSR it is said that with regard to mitigation and compensation in the EMP it should consider“the following key components:mitigation,monitoring,application and performance indicators”.2.Guiding principles of EMP 2.1 Methodology 5.The Plan of Monitoring and Environmental Impact Reduction is prepared for all types of revealed environmental impacts before construction,operation and monitoring activities.Reconstruction of the Road A-2 Khorgos-Almaty-Shymken-Border of the Republic of Uzbekistan/593km-806km(section 632-km-674km)Contract SWRP-632-674-ICB(W)002/2013 _ 6 62 Methodology consists of the following steps:defining measures of mitigation and environment protection for each type of project activities and environmental component;ways to reduction,compensation and improvement measures for each of the reveled impacts and risks;development of a monitoring mechanism for the proposed mitigation measures;assessment of budgetary requirements for mitigation of consequences of project implementation and for monitoring measures;defining the responsibilities of different agencies involved in the project implementation and monitoring of measures to mitigate the effects of construction.6.The Plan of Monitoring and Environmental Impact Reduction has been prepared in accordance with the above criteria and presented in Appendix 1 and Appendix 2,each of the components is reviewed in the following sections.The Plan of Monitoring and Environmental Impact Reduction is included in all bidding documents for the project and will be a part of the contract for civil works.Strict implementation of the Plan and following adequate practices and building standards by the project management will significantly reduce the negative impact of the project.3.Mitigation Measures 7.This section covers the principles,procedures and mitigation measures that are necessary to ensure the most appropriate environmental mitigation and improvement of plans that are applicable at different stages of the project.In order to avoid and minimize consequences resulting from the project,measures/management plans are based on the appropriate technology design,improvement or adjustment.This plan has been recommended for the determination of actions to prevent and minimize/control the consequences arising from the various phases of the project,i.e.prior to construction,during construction and operation,for each of the expected impact,as described in the EIA report.Mitigation measures have been developed to avoid or mitigate potential negative impacts.4.Monitoring mechanisms 8.Monitoring of the components of the environment and mitigation measures during the construction and operational phases is a key component of environmental monitoring plan(EPM)to ensure the protection of the environment.The purpose of monitoring is to:(1)monitor changes in the environment at different stages of the project cycle,comparing with the reference conditions,and(2)management of environmental issues arising from the construction works through high-quality and reliable monitoring of compliance with environmental standards.Monitoring mechanism is designed for each specific type of impact and it includes:Location of monitoring(places located near to the project activity,sensory receptors,or in zone of influence of the project);Monitoring tools,i.e.monitoring parameters and control methods(visual inspection,consultations,interviews,surveys,field 7 62 Frequency of monitoring(weekly,monthly,seasonally,annually or in the performance of certain activities).9.Monitoring program will also include regular monitoring of construction activities for compliance with environmental requirements,in accordance with the relevant standards,specifications and environmental monitoring plan.The purpose of this monitoring is to assess the effectiveness of the mitigation measures and the immediate formation of additional mitigation measures and/or modification of existing ones to meet the environmental requirements as necessary during construction(Appendix 2).10.In addition,in accordance with the requirements of the Republic of Kazakhstan and WB,the Contractor is developing the Environmental Management Plan(see General and Special Conditions of the Contract,art.106,p.100,pp.4.18).Thus,the EMP developed for compliance with safety regulations set by the WB to prevent,minimize,mitigate or compensate for any adverse effects;as well as to inform the potentially affected people and to consult with relevant organizations in the preparation and implementation of the project.This policy applies to all projects funded by the WB,including in relation to the private sector,and for all aspects of the project.Internal procedure requirements are described in detail and included in the Technical Manual as follows:(I)selection and review of the key issues from the very beginning of this project and further throughout the project cycle;(II)assessment of the possible impacts,preparation and compilation of mitigation measures and monitoring programs and institutional mechanisms,and creation of conditions for integration of safeguards in the design and implementation of the project;(III)in the course of the project consultations are prepared and conducted and information is distributed for potentially affected people in the available form,manner and language,(IV)plans are communicated to general public,with information on the various stages of the project cycle are updated.Accordingly,this sequence is used in development of PMEIM,as well as in the process of updating and preparation of PMEIM(see:general and special conditions of the contract,Art.106,paragraph 100,paragraph 4.18 of the contracts terms and specifications).PMEIM is designed to ensure compliance with WBs safeguard policies.11.Environmental parameters,which can qualitatively and quantitatively measure and compare selected as indicators and recommended for monitoring during project implementation and O&M phases.These monitoring indicators will be continuously monitored to ensure compliance with national standards or WB and compared with preconditions established at the design stage.The list of indicators and standards to be applied to ensure compliance are as follows:Air Quality(Saint Pierre and Miquelon),S02,N02,and CO)GOST of Kazakhstan Noise level GOST of Kazakhstan Quality of surface documents of the Contractor,in particular,to ensure that all necessary environmental requirements are available,and(II)inspection,which refers to the contract documents for the environmental mitigation measures,which have been included as part of requirements for appointment of the contractor,making sure that any progress of work is done on time.Environmental monitoring of construction performs the functions of supervision,the primary purpose of which is to ensure compliance with the EMP.Monitoring is a process that ensures that deviation from the EMP is not observed or can be corrected as soon as possible,and that any unintended consequences will be found and fixed quickly.Special items of EMP that should be checked are included in the monitoring plan.During environmental monitoring of construction,we shall provide protection of roadside sections from the potential soil erosion,restoration of quarries and quarry operations,posting jobs and material storage,protection of concrete and asphalt plants especially those located near the natural resources,preservation of archaeological sites and cultural heritage,including cemeteries,public relations and security.13.Monitoring assessment is conducted to evaluate the possible impact during the first 3 years after the completion of the project.Regular monitoring of the condition of the road surface,bridges,culverts,drainage structures and slope protection structures is important from the environmental point of view,but it is developed in the framework of regular road maintenance.In addition to these activities,it is required to perform information activities regarding places,types and consequences of emergencies or accidents in cooperation with the traffic police.Recommended monitoring of air,noise,water quality,planting of greenery and landscaping and feedback is also included in the monitoring plan.Monitoring plan and details of the monitoring sites and the performance of the project during construction and operation,subject to environmental controls,are presented in Appendix 2 4.1 Schedule of Monitoring and Efficiency Indicators 14.Monitoring-schedule was developed on the basis of the possible occurrence of adverse effects and the need for appropriate mitigation measures.However,this schedule can be changed depending on the analysis results.Indicators and protocol for changing the monitoring schedule are listed below.Planting trees 15.75%of the re-planting of trees should be monitored in the first year,during operational phase.If the survival rate is below 75%,the necessary measures will be taken to increase the survival rate,and control must be carried out again in the third year of operation.This cycle must be continued until the performance
