市场开办者要承担食品质量安全监督责任,与食品经营者共同承担食品安全第一责任的职责,严防食品安全事故的发生。第三条食品经营者要建立健全内部质量管理制度,落实领导、部门负责人和工作人员的食品质量查验责任,设立食品质量监督员。严格查验食品质量的真实性,严防有毒有害、污染、变质、不合格食品、冒牌食品进入经场所,严防食品安全事故发生。第四条食品经营者购进食品时,要实行三级查验制度。采购食品样品为一级查验,要索取和查验供货单位和生产单位的营业执照、卫生许可证、生产许可证、检验检疫报告、QS 等质量认证标志、商标注册证等证明文件,看其主体资格是否合法、食品质量是否合格。批量采购食品为二级查验。采购人员、食品质量查验人员要按所进食品批次索取质量检验检疫报告、QS 等质量认证文件夹、质量合格证等文件,查验其是否真实 有效,要开箱检查和抽查食品质量,查验是否霉变、生产日期是否真实,要查验食品包装标识是否符合法律法规的规定,是否有中文标注的食品名称、规格、厂名、厂址、生产日期、保质日期。入库和出库为三级查验。仓库管理人员或者验收人员要对照“食品进货单”或者“食品进货合同”,再查验食品质量、质量检验检疫报告、质量认证文件、质量合格证等文件和包装标识的真实性和有效性。供货单位和生产单位提供的营业执照、卫生许可证、生产许可证、质量检验检疫报告、QS
