计划生育政策法规With the deepening of reform and the rapid development of China*s economy, the population of China has been increasing year by year. In order to implement ”The Population and Family Planning Law of the People* s Republic of China", to ensure the effective implementation of the national family planning policy, the government of People* s Republic of China formulated and promulgated " Regulations on Population and Family Planning"."Th。Regulation on Population and Family Planning11 was promulgated in 2002 and amended in 2015. It consists of 77 articles, which provide strict legal protection for the implementation of the National Population and Family Planning Program. The main contents include the basic principles of population and family planning, the overall objectives, the implementation of different principles in different regions, the protection of the rights and interests of population and family planning workers, the implementation of legal responsibility, the organization and implementation of corresponding policies and measures.The basic principle of population and family planning is to give priority to technology and contraception. China will rely on technical measures to maintain a low birth rate, encourage late childbearing and child spacing, and prevent non-marital childbirth. The overall objective of population and family planning work is to basically form a moderate, harmony and sustainable population structure by 2020. The Regulations also stipulate that local governments should organize and carry out corresponding policies and measures to develop family planning propaganda, improve family planning services, protect legitimate rights and interests of people having one child and those having two children, and establish and perfect the family planning reward and supervision system.With the promulgation and implementation of the ”The Regulations on Population and Family Planning", the population structure in China has been gradually improved, the birth rate and total fertility rate have been controlled, and the population issue has been effectively solved. In order to promote the coordinated development of the population, economy, resources and environment, the Government will continue to uphold the scientific concept of development, improve the law enforcement system, and promote the healthy and sustainable development of the population.针对改革不断深入及中国经济快速发展的背景，中国的人口数量 也是一年比一年增加。为了贯彻执行中华人民共和国人口与计划生 育法，保证全国计划生育政策的有效实施，中华人民共和国政府制 定并公布人口与计划生育条例。人口与计划生育条例于2002年颁布，2015年修订，共77条， 为贯彻实施全国人口计划生育计划提供了严格的法律保护。其主要内 容包括人口计划生育的基本原则，总体目标，不同地区的实施实行不 同的原则，人口计划生育工作者权益的保护，法律责任的实施，相应 政策措施的组织实施等。人口计划生育的基本原则是以技术和避孕为优先，中国将以技术 措施维持低生育率，鼓励晚育儿、子女间隔及防止非婚生子女，人口 计划生育工作总体目标是到2020年基本形成适度、和谐与可持续的人 口结构；而在不同区域实行可以分为“三梯阶段并行，一稳定均衡” 人口控制，即：以生育率落后、经济社会发展落后的西部地区，以及 中部沿海地区和特殊经济区。在人口与计划生育工作者权益保护方面, 有关规定要求各地政府应根据需要培训和加强人口计划生育人员并给 予适当工资补助和医疗保险；在法律责任方面，对于人口计划生育违规行为进行了加大惩罚， 任何单位机构违反国家法律法规政策，都要严格依法追究责任；而对 于拒绝接受人口计划生育的，也要从经济上惩罚。规定还要求各地政 府应组织开展相应政策措施，开展计划生育宣传，改善计划生育服务, 保护独生子女和二胎子女的合法权益，建立健全计划生育奖惩与监督 制度等。随着人口与计划生育条例的颁布和实施，中国的人口结构得 到了逐步改善，出生率和总生育率都被控制，而人口问题也得到了有 效的解决。为了促进人口、经济、资源和环境的协调发展，政府将继 续坚持科学发展观，完善执法体系，促进人口的健康可持续发展。
