·······························································································88.2定期维护 ·········································································································88.3运维存档 ·········································································································8附录 A(规范性)5G 智慧电台系统区块链平台 ································································ 9附录 B(规范性)区块链加解密技术 ··········································································· 10参考文献·················································································································· 11IIDB43/T 236620225G 智慧电台系统技术要求1  范围本文件规定了 5G 智慧电台系统的系统架构、业务逻辑、技术要求和运行管理要求。本文件适用于 5G 智慧电台系统的建设和应用。2  规范性引用文件下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。其中,注日期的引用文件,仅该日期对应的版本适用于本文件;不注日期的引用文件,其最新版本(包括所有的修改单)适用于本文件。GB/T 164631996广播节目声音质量主观评价方法和技术指标要求GB/T 200932013中文新闻信息分类与代码GB/T 202692006信息安全技术信息系统安全管理要求GB/T 210242007中文语音合成系统通用技术规范GBT 25000.202021系统与软件工程系统与软件质量要求和评价(SQuaRE)GB/T 397862021信息安全技术信息系统密码应用基本要求GY/T 2912015广播中心系统运行维护规程GY/T 3522021广播电视网络安全等级保护基本要求YD/T 37472020区块链技术架构安全要求3  术语和定义下列术语和定义适用于本文件。3.15G 智慧电台系统intelligent radio system by 5G基于 5G 通信技术、互联网、区块链、人工智能、大数据、云计算等技术,实现广播集成化、智能化播出的广播编播系统。3.25G 智慧电台系统云服务平台  cloud service platform of intelligent radio system by 5G为 5G 智慧电台系统提供数据信息采集、语音合成、资源存储与下载等服务的互联网平台。3.3语音合成speech synthesis通过机械的、电子的方法产生人造声音的技术,将计算机自己产生的或外部输入的文字信息转变为听得懂的、流利的口语进行输出的技术。3.4区块链blockchain一种在对等网络环境下,通过透明和可信规则,构建防伪造、防篡改和可追溯的块链式数据结构, 实1DB43/T 23662022现和管理事务处理的模式。来源:YD/T 37472020, 3.1.13.5节目分发program distribute在 5G 智慧电台后台管理系统的管理控制下,按照节目编排规则,把对应广播节目音频文件通过 5G智慧电台云服务平台传输给相应的播出客户端。4  缩略语下列缩略语适用于本文件。4G第四代移动通信(4th Generation Mobile Networks)5G第五代移动通信(5th Generation Mobile Networks)AI人工智能(Artificial Intelligence)ISP因特网服务提供商(Internet Service Provider)FM调频(Frequency Modulation)APP应用程序(Application)OCSP在线证书状态协议(Online Certificate Status Protocol)HTTPS基于安全套接字的超文本传输协议(Hyper Text Transfer Protocol over Secure SocketLayer)TLS传输层安全性(Transport Layer Security)DoH经过 TLS 加密的 HTTP 连接提供 DNS 解析(DNS over HTTPS)DoT经过 TLS 加密的 TCP 连接提供 DNS 解析(DNS over TLS)DNS域名解析系统(Domain Name System)VPN虚拟专用网络(Virtual Private Network)MP3一种音频数据压缩技术(Moving Picture Experts Group Audio Layer III)WAV一种标准数字音频文件(audio/x-wav)5  5G 智慧电台系统架构5.1  5G 智慧电台系统架构图5G 智慧电台系统应采用云服务平台、后台管理、客户播出端、移动端的系统架构,见图 1。2DB43/T 23662022图 15G 智慧电台系统架构图5.2  5G 智慧电台系统云服务平台5.2.1应通过国家相关部门的云计算服务安全评估。5.2.2应提供数据采集、数据分析、语音合成、存证溯源等基础服务。5.2.3存证溯源服务由 5G 智慧电台系统区块链平台提供,详见附录 A。5.3  5G 智慧电台系统后台管理应具备广播节目的编辑、编排与审核等功能。5.4  5G 智慧电台系统客户播出端5.4.1调频广播、村村响广播、应急广播、公共广播、移动设备等播出设备中应安装 5G 智慧电台系统3DB43/T 23662022客户播出端。5.4.25G 智慧电台系统客户播出端应能访问云服务平台,获取广播节目,根据编排规则,完成审核和播出。5.5传输网络5.5.1宜采用 5G/4G 网络、VPN 或 ISP 接入 internet 互联网络。5.5.2宜采用多线接入、自动路由切换,确保传输稳定。6  5G 智慧电台业务逻辑6.1业务逻辑图业务逻辑结构见图 2。图 25G 智慧电台系统业务逻辑图6.2节目生产6.2.1节目来源应符合国家广播电视、信息网络传播等相关法律法规、行业准则和管理规定。6.2.2信息分析系统应具备自动对广播节目的信息进行去重、敏感词过滤、提取关键信息等功能。4DB43/T 236620226.2.3信息分类按照 GB/T 200932013 执行。6.2.4节目编辑、编排及输出6.2.4.1  5G 智慧电台系统应具备语音合成技术,实现文本与音频文件的相互转换,并支持音频文件的剪辑、混缩、音效等功能。6.2.4.2  5G 智慧电台系统应具备广播节目的模板化编排或自定义编排等功能。6.2.4.3经过编排的广播节目应能自动存储为音频文件,并自动或手动进入节目审核流程。6.3节目审核6.3.1节目审核流程节目审核流程见图 3。图 35G 智慧电台系统节目审核流程图6.3.2节目审核应遵循国家广播电视节目制作相关要求,确保节目导向正确、权威、准确。6.3.3智能审核6.3.3.1应能把生产的广播节目音频文件转换为文本内容。6.3.3.2  应能自动对文本中涉恐、涉黄、涉敏感词、多音字等进行审核标注,具备识别负面内容的能力。6.3.3.3应能自动生成审核报告。5DB43/T 236620226.3.4人工审核6.3.4.1初审。由人工主审,系统辅助,应出具初审报告。6.3.4.2二审。由人工主审,系统辅助,应出具二审报告。6.3.4.3三审。由人工主审,系统辅助,应出具三审报告。6.3.5加密转码6.3.5.1通过审核后的广播节目,应上传至 5G 智慧电台系统云服务平台和区块链平台,广播节目信息上链包括节目内容哈希、节目摘要信息。6.3.5.2  5G 智慧电台系统云服务平台存储的节目内容应采用区块链加解密技术,密钥长度宜不低于256 位,各个区块链节点的业务数据应保持一致性。区块链加密技术见附录 B。6.4节目分发6.4.1节目分发流程节目分发流程见图 4。图 45G 智慧电台系统节目分发流程图6.4.2节目下载客户播出端应能访问云端存储,下载所需要的广播节目资源。6.4.3链上查证系统应能对已下载的节目文件与区块链上存储的节目文件信息自动比对。6.4.4确认并编排经过链上查证后的信息应能自动编排至客户播出端。6DB43/T 236620226.4.5解码转换客户播出端应能将加密的节目文件进行解码、转换为可播放的 MP3、WAV 等广播节目通用音频格式。6.5节目播出6.5.1辅助人工播出客户播出端可辅助人工完成广播节目的播出。6.5.2智能播出6.5.2.1  5G 智慧电台系统在无人值守状态下应能实现语音合成并自动播出。6.5.2.2语音合成应符合 GB/T 210242007 要求。6.5.2.3语音的音质质量应符合 GB/T 164631996。7  技术要求7.1系统安全等级5G 智慧电台系统应通过公安部门信息安全“等保三级”备案,并符合 GY/T 3522021 第三级安全要求。7.2信息采集5G 智慧电台信息采集符合以下要求:a) 对支持 HTTPS 网站要求验证证书的有效性,宜采用 OCSP 验证;b) 对不支持 HTTPS 网站,应至少通过两个 ISP 运营商接入进行采集,交叉比对判别;比对出现异常应触发安全告警;c) 针对采集源网站应建立域名与对应 IP 地址可信任库,出现异常应触发告警;d) 针对采集网站,应建立网站特征数据库,采集计算网站特征,若出现异常应触发告警;e) 信息采集模块在 DNS 解析时宜采用 DoT/DoH 技术。7.3数据存证与溯源7.3.1应使用区块链技术对节目摘要信息、文件 hash 值等进行存储、确权存证与溯源管理,宜以广播节目维度在链上进行数据存证。7.3.2节目摘要信息应包含节目的制作人、制作时间、审核人、审核时间等相关信息。7.4安全审计5G 智慧电台的安全审计应符合以下要求:a) 应对系统中的用户操作、节目的摘要数据、网络设备运行状况、网络安全事件等进行日志记录;b) 日志记录应包括事件的日期和时间、用户、事件类型、事件是否成功及其他与审计相关的信息;c) 应能够根据日志记录数据进行分析,并生成审计报表;d) 系统运维操作应通过运维主机进行录像审计;e) 日志记录数据的保存时间不少于六个月。7.5网络防护7.5.1系统网络安全应符合 GY/T 3522021 要求。7DB43/T 236620227.5.2系统应具备监测网络攻击并自动阻断,同时触发告警的功能。7.6运维应建立运维检测机制,检测额定负载下的软件资源(打开文件数、线程数、Socket 数等)、硬件资源(CPU、内存、I/O、硬盘容量等),且具备有触发告警功能。7.7系统架构系统的各功能模块应符合 GB/T 25000.202021 要求。7.8备份7.8.1应具有硬件备份功能,播出主机出现故障或宕机时,系统应具备自动重启或切换备用主机,完成紧急情况下播出的功能。7.8.2应具备对播出节目和数据信息进行自动备份的功能。7.8.3系统发生故障时,应能提供文件紧急上传/下载、本地文件播出、系统备份/恢复等应急手段,完成紧急情况下的播出。7.8.4主备播工作电脑应保留有完整的播出数据。7.8.5系统至少应具有 24h 的节目储备,当系统检测到出现大于 8s 的播出空档时,可自动填充储备节目,完成紧急情况下的播出。8  运行管理8.1定期重启5G 智慧电台系统
