The scope includes two sets of 100% capacity turbine driven boiler feed water pumps and its booster pumps for the two Units, and one set of motor driven start-up feed water pumpset shared by the two Units. The turbine driven feed water pump and its booster pumpsets will be driven by the same turbine. This specification defines the technical requirements for the function design, structure, performance, installation and test of the supplied equipment.1.2 买方在本技术文件中提出了最低限度的技术要求,并未规定所有的技术要求和适用的标准,卖方提供一套满足本技术协议和所列标准要求的高质量产品及其相应服务。The technical requirements specified in this specification shall be interpreted as a minimum requirement; it does not specify all technical requirements and applicable standards. The Seller shall ensure to provide high quality products to satisfy this specification and international or national standards.1.3 卖方在签订合同后3月内,提出合同设备的设计、制造、检验/试验、装配、安装、验收、试验、运行和维护等方面的技术参考资料给买方,并同时提供供货清单,正式资料按工程进度要求提供。Technical documents for reference to Buyer, on design, produce, inspection and approval test, arrangement, installation, acceptance, testing ,operation and maintenance for the equipment, shall be submitted to buyer within 3 month after signed the contract with supply list. The certified documents shall be submitted following the progress of works. 1.4 本工程采用KKS标识系统。卖方提供的技术资料(包括图纸)和设备标识必须有KKS编码。编码规则由设计院提出,在设计联络会上讨论确定。The project adopts KKS coding system. there shall be KKS coding on the submitted document(including drawings) and equipment labels. Coding rule shall be supplied by the institute, certified on the liaison meeting.1.5 专利涉及到全部费用均已包含在合同价中,买方不承担有关设备专利的一切责任。以合同条款为准。All cost on patent has been included in the contract, the buyer shall not take on any responsibility on related equipment patent. Contract clause will be govern.1.6 卖方在设备设计、制造、试验等过程中所涉及的各项规程,规范和标准必须遵循现行最新版本的标准。All related rules,criterion and standards in design,produce and testing shall meet the lastest standards.1.7 本技术协议所引用的标准若与卖方所执行的标准发生矛盾时,按较严格的标准执行。If there is any deviation between the standard listed in this spacification and the standard used by the seller, the higher standands shall be used.1.8 本技术协议经买、卖双方共同确认和签字后作为订货合同的技术附件,与订货合同正文具有同等效力。This technical agreement shall be technical appendix of contract after confirmed and signed by both sides, and it shall has the same effect as the contract.1.9 卖方对锅炉给水泵组供货的成套系统设备(含辅助系统与设备)负有全责,即包括分包(或采购)的产品。买方有权参加分包、外购设备的招标和技术谈判,但技术上由卖方负责归口、协调。The Seller shall be full responsible for the completed system and equipment in his supply scope (including auxiliary system and equipment), that includes subcontracted (or outsourced) products. For the subcontracted and outsourced equipment, the Buyer reserves the right to attend bidding and technical negotiation meeting; however it shall not release the Seller from his responsibility of technical interface and co-ordination.1.10 在技术协议签定后,买方有权因规范、标准、规程发生变化而提出一些补充要求。The Buyer has the right to raise additional requirements due to changes of design specification, standards or regulations after technical agreement.1.11 本工程从基建期就开始全面推行NOSA安健环五星管理,卖方提供的设备必须满足NOSA安健环五星管理的要求。重点如下:The NOSA - Safety, Health and Environment management concept will be implemented from the construction stage for this project, the equipment supplied by the Seller shall complies with the NOSA requirements. The main points are as below:1.11.1电气设备颜色要符合国电集团公司和项目公司安全设施规范手册具体要求;The surface painting color of the electrical equipment shall meet the requirements of Safety Facility Specification Manual of China Guodian Corporation and the project company.1.11.2开关和控制柜的铭牌、编号、内部接线、布局、接线图、漏电保护器、门上的电力符号、锁具等均要按照NOSA安健环五星管理的要求制造安装,由买方在设计联络会上提供;The nameplate, tag number, internal wiring, layout, wiring diagram, voltage leakage protector, door electrical mark, lock for switch and control cabinet shall be manufactured and installed according to NOSA requirements, which will be provided by the Buyer at design liaison meeting.1.11.3设备阀门颜色、转向指示、开关标注、铭牌、护栏、防护罩、阀门配套锁定装置等均要按照NOSA安健环五星管理的要求制造安装,由买方在设计联络会上提供;The surface painting color, rotation indication, switch mark, nameplate, guard and locking device for the Valve shall be manufactured and installed according to NOSA requirements, which will be provided by the Buyer at design liaison meeting.1.11.4管道色标、仪表刻度等均要按照NOSA安健环五星管理的要求制造安装,由买方在设计联络会上提供;The piping color, instrument scaling shall be manufactured and installed according to NOSA requirements, which will be provided by the Buyer at design liaison meeting.1.11.5防护装置的具体要求如下:Requirments on protection device:1.11.5.1为所有的轴端安装防护装置,转动机械的防护罩包括转动机械的全部外露转动部分的防护罩,含转动机械的联轴器、机械密封等所有转动部分。Intalling protection device for every shaft end, the protection device of turning parts shall includes shield of all exposed turning parts, coupling with turning parts, mechnical seal.1.11.5.2为所有正常情况下能够伸手摸到运动部件安装防护装置或封闭,防护装置的设计要保证让维护人员便于拆除和进行更换,转动机械联轴器防护罩全部用钢板制作,防护罩边缘距转机固定部分大于5mm,小于8mm,防护罩底部封闭。The protection device shall be installed at the part easy to touch in the normal operation.The design of protection device must easy backout and change for the site person.The protection shield shall be made by steel plate,the clearance between the edge of shield and the fixation shall be more than 5mm and less than 8mm, with the bottom closed.1.11.5.3防护罩应尽量采用封闭结构,当现场需采用网状结构时,其安全距离和网眼的开口宽度应符合机械设备防护罩安全要求的要求。设备运行中需要检查的转动部分的防护罩应用钢网制作,制作标准可参考联轴器防护罩制作。制作后的防护罩应双面刷涂摩托车猩红漆,于防护罩的顶部中间部位刷涂旋转方向(白色)箭头,箭头大小视防护罩的大小而定,箭头的长度小于0.5倍防护罩长度,箭头的宽度小于0.2倍防护罩宽度。The shield shall be closed configuration. If the net configuration is required, the safe distance and the opening width of each eye shall flowing safty requirement for machine shield. The protection shield on the inpected turing part shall be steel net type, the standard shall flows the coupling shield. The shield shall be painted with blood red on the double side. On the top of shield shall be painted with white arrowhead marking direction, and the size flows the shield size, the legth shall be less than 0.5 times of shield legth, the width shall be 0.2 times of shield width. 2 工程概况Project outline国电建投内蒙古能源有限公司布连电厂一期工程位于内蒙古鄂尔多斯市,电厂规划容量为6×660MW,一期工程安装国产2×660MW超超临界燃煤空冷机组,两台机组分别于2011年12月31日及2012年03月31日完成168小时试运并移交生产。Guodian & Jiantou Inner Mongolia Energy Investment Co., Ltd Bulian Power Plant locates at Ordos, Inner Mongolia. The planned capacity is 6X660MW, 2X660MW extra-supercritical Coal-fired Air-colded Units will be constructed in Phase 1, the Power Plant will start construction in April 2010, the two Units will be put into commercial operation on Dec 31st 2011 and Mar 31st 2012 after 168 hours test run respectively.本工程是国电建投内蒙古能源有限公司内蒙古煤电一体化项目的子项目,煤电一体化项目由伊金霍洛旗煤电一体化和准格尔旗煤电一体化两个煤电一体化项目组成,包括察哈素矿井、布连电厂、刘三圪旦矿井、长滩电厂四个项目。This project is a sub-project of the Coal & Power Integrated Project of Guodian & Jiantou Inner Mongolia Energy Investment Co., Ltd. The Coal & Power Integrated Project consists of Ejin Horo Coal & Power Integrated project and Zhunger Coal & Power Integrated project, including Chahasu Coal Mill, Bulian Power Plant, Changtan Coal Mill and Changtan Power Plant.本工程项目由国电建投内蒙古能源有限公司投资建设运营(该公司由国电电力发展股份有限公司、河北省建设投资公司各50%比例出资组建)。注册资本金占项目总投资的20%,其余80%拟申请银行贷款。This project will be invested and operated by Guodian & Jiantou Inner Mongolia Energy Investment Co., Ltd (50%/50% shared by Guodian Power Development Co., Ltd and Hebei Provincial Construction and Investment Company). The registered capital accounts for 20% of the total investment, the remaining 80% total investment will be financed by bank loan.2.1 厂址所在地Plant Site Location本工程厂址位于内蒙古鄂尔多斯市,伊金霍洛旗(简称伊旗)境内。伊旗位于内蒙古自治区鄂尔多斯东南部,北距工业重镇包头市130km,距东胜市29km,南与陕西煤城大柳塔毗邻。This plant is located at the city of, Yijinhuoluo, Inner Mongolia. It is 130 km to the industry center Baotou city in the north, 29 km to Dongsheng city in the east, and adjacent to Daliuta, the coal city of Shaanxi province in the south.2.2 水文气象条件Hydrographical and Meteorology Conditions2.2.1 厂址气象特征值Site Meteorology伊金霍洛旗属中温带典型大陆性气候,主要特点是冬长夏短,四季分明,寒暑变化剧烈,各地气温差明显,全年平均气温6.7,气温日差大,年平均日温差13.1。气候干燥,降水集中且变率大,年降水量345.8mm,多集中在69月份。年平均日照时数为3006.0小时。风力资源丰富,冬季多为西北风,夏季多为南风,年平均风速3.2m/s。Yijinhuoluo belongs to typical middle temperate zone continental climate, the climate feature is long winter and short summer, featuring distinct seasons, weather in summer and winter is likely to change drastically, temperature differences between various areas is substantial, average yearly temperature is 6.7, daily temperature difference is 13.1. Here the climate is dry, the precipitation is in relatively month usually from June to September, and rainfall variability is varies, the annual rainfall is 345.8mm; annual average sunlight time is 3006.0 hours. The investment amount of the project is 16.3 billion; the daily traffic capacity is 25 couples of train and yearly freight volume is more than a hundred million tons. Baoxi railway is now under construction.2) 包神铁路Baoshen Railway由包头至大柳塔,全长172km,神华集团投资运营。设计输送能力15.0Mt/a。目前运量已趋饱和,2002年运量14.09Mt,2003年运量13.93Mt。包神铁路外运能力,已成为万利矿区发展的制约因素。规划全线按国铁一级标准进行复线改造,运输能力2010年达到20.0M t/a,2020年40.0Mt/a。其中,大柳塔至巴图塔段为配合巴准线和大准线改造先行实施复线电气化改造工程,完成后该段能力达到70.0Mt/a。Baoshen Railway is 172km from Baotou to Daliuta invested and operated by Shenhua Corporation.
