项目摘要根据农业部全国农产品质量安全检验检测体系建设规划(20062010年)、XX省“十一五”农业发展规划,经XX省农业厅对XX市现有农业检测的基础设施条件、仪器设备情况、检测人员水平、检测能力和检验室的标准化管理水平进行审核评审,决定将我市农产品质量安全监督检验站列入国家农产品质量安全体系建设单位,并纳入县级质检站重点县建设单位上报,项目筹建计划时间为两年,并要求在计划时间内完成建设并投入使用。项目总投资400万元,其中土建费用60万元,占投资总额的15;仪器设备购置费用300万元,占投资总额的75;其他费用40万元,占投资总额的10。投资来源:总投资400万元,中央投资268万元,地方配套132万元。按照中央和省级要求,XX市农产品质量安全监督检验站的建设主要是在原实验室的基础上进行改建,面积858.41m2,购置仪器设备116台(套)。通过项目建设,本实验室可具备农业环境检测、土壤肥力检测、农作物种子检测、种植业农产品检测、畜禽产品检测、水产品检测等检测能力,为政府进行农业结构战略性调整决策提供科学依据,为农业行政执法监督提供强有力的技术支撑和保障,全面实现我市农业投入品质量标准化、农业产地环境无害化、农产品质量安全化的目标。1.1.1项目名称:XX市农产品质量安全监督检验站1.1.2主管单位:XX省农业厅1.1.3建设单位与法人:XX市农产品产品质量安全监督检验站(含XX市农业行政执法监察大队)1.1.4建设地点马家店民主大道117号(XX市农业技术推广中心院内)1.1.5建设目标与范围检验大楼改建,面积858.41m2,仪器设备116台(套)。1.1.6技术方案 本站实行从生产基地到市场的全程质量控制。包括:1、通过对农产品生产基地环境质量检测评价划定农产品生产区,从生产源头控制农产品质量的安全性。即将农产品基地的灌溉水、土壤等环境质量分别符合GB5084、GB15618国家标准的(清洁区)划为农产品生产区,环境质量不符合国家标准的(污染区)划为工业原料生产区。2、通过对农产品生产区的监测,控制农业生产过程中的农药、化肥、激素等有毒、有害物质污染。3、通过对基地生产和市场销售的农产品安全性进行检测,实施农产品质量安全性市场准入制度,让消费者吃上可放心食用的安全食品。1.1.7主要建设内容1.1.7.1检验大楼改建:面积858.41m2(1)检验检测室:475.72 :XX市人民政府项目建设领导小组、XX市农业局项目实施小组,进行项目建设的统筹管理和全程建设,确保项目通过国家验收。1.1.12 项目运行费用与效益分析XX市农产品质量安全监督检验站项目投入,属国家和地方一次性的固定资产投入,将会长远地产生的效益。项目建成后,将增强本站检测能力,检测项目和参数由现有的199个增加到469个,增加135.68;检测项目范围由现有的种子检验、土壤肥料检验和农药残留速测,增加到覆盖种植业产品、畜产品和水产品质量安全检测,种子、农药和肥料等农业投入品以及农业环境检验三大类别七个方面。该项目对农产品可有效实施从生产基地到餐桌的全程质量安全监督检测,积极推进农业产业化进程和XX精品名牌建设,提高农产品质量安全应急预警效率,以有效减少农产品质量安全事故的发生。其产生的经济效益和社会效益不可估量。具体见主要经济技术指标表: 结论与建议1.2.1 综合评价建立农产品质量安全检验检测体系,加强基层农产品质量安全监督检验站建设,是党中央的英明决策,也是广大人民群众的强烈愿望。XX市人大不断加大对各部门执行中华人民共和国农产品质量安全法的监督检查力度,市委、市政府将农产品质量安全检测纳入重要的议事日程。我市在农产品质量安全监督管理方面和实验室建设方面已经具备了一定的基础,并有一批素质较高的专业技术人员,但检测能力与当前农产品质量安全还有一定差距,在检测设备方面尤显不足,正当我市处于农产品质量安全检测能力滞后的为难之际,恰遇国家农产品质量安全检验检测体系项目建设的实施,国家投入将为我市农产品质量安全监督检验站建设注入强大的活力。我们将在省农业厅的领导和业务指导下,按照农业部所要求的检测产品范围,配置满足检测能力的检验设备,加强项目监管,专款专用,确保检验设备的先进性和可靠性。在检测工作上,以监督本地农业生产环境安全、农产品基地和农产品市场的质量安全检测为目的,开展快速检测,指导农业生产;同时进行定量和定性分析,做到检测结果准确可靠,使监测监督工作立于不败之地。对突发性事件作出快速反应,提高应急能力。项目建设对于确保农产品消费安全、促进农业结构战略性调整、提高农产品市场竞争力和调节农产品进出口贸易等方面具有十分重要的作用。1.2.2 结论意见该项目立项充分体现了源头管理的重要性,直接面对农村和农贸市场进行农产品质量安全检测,有利于把好农产品质量安全的基地生产关和市场准入关。目标明确,方案可行,技术成熟,设备先进,齐全,规模适度。项目承担单位具备技术、人材、基础等优势,有能力有水平承建该项目。1.2.3 问题及建议XX市目前尽管有较强的技术力量和一定的农产品质量安全检测设施设备,但由于缺乏必要的仪器设备,比如气相色谱仪,液相色谱仪,其检测能力无法满足全部农产品质量安全检测项目和检测标准要求,无法出示科学准确的农产品质量安全检测结果。市委、市政府十分重视该项目建设,因此,恳请农业部尽快立项,尽早批准实施。项目建成后,将充分发挥基层检验站的监督检验作用,其产生的社会效益和经济效益不可估量。1.3 项目由来根据农业部全国农产品质量安全检验检测体系建设规划(20062010年)提出该项目。 2.1.2主要依据改革开放以来,全国人大、国务院、省人大、农业部和省政府共颁布了160多部农业法律法规、地方性法规和规章,在农业和农村经济的主要领域已基本形成较完备的农业法律体系。其中涉及农业检测方面的法律法规主要有中华人民共和国种子法、中华人民共和国农产品质量安全法、中华人民共和国渔业法、中华人民共和国畜牧法、农药管理条例等,对农业检测和农产品质量安全作出了明确的规定,要求从事农产品质量安全的机构,必须具备相应的检测条件和检测能力,并要求由省级以上农业行政主管部门考核合格和依法通过计量认证。农业部全国农产品质量安
