Many people have learned English for many years, they can understand English articles, but they cannot express their ideas in English and cannot communicate with others in English either. It is really a pity .Nowadays, with the improvement of our English teaching, English speeches which have been held frequently are valued highly. This paper analysed the deficiency of students oral English based on the English speech and put forward an idea for solving the problem and think that we would better bring English speech into class, so as to improve students oral English and their innovative ability. Key Words: English speech, oral English, communication, innovation capability, English classIntroductionSpeech is an expressive form which has a long history. And it is a communicative activity that the speaker comes out with their ideas in front of a certain groups of people. Speech is an art, speaker use both sound language and posture to create an atmosphere and then affect the audiences. Speech is a social practical activity and is an action that the speaker take in the course of communication with the audiences .This is a high-level language communicative activity, as well as an essential part of human activity. 1. College students spoken English level 1.1.Low level of oral English ,lack of self-confidence and motivation. Some students with a weak basic never give their opinions in class and their eyes always look dull , they are indifferent to the warm atmosphere surround them, In addition, there are some emotional students who are always ignore the topic which they are not interested in, and often act as a bystander for the teachers question. A lot of students who do well in English study only pay attention to writing and look down on their spoken English. they always keep silent in the activity of spoken English. Because they will get a stammer when speak ,in other words ,they are really become a "dumb English" .Especially in the oral test , we can see a scene that the question is not about what they have recited and the answer is not for the question ,and students who is reciting oral composition can be found everywhere . Those all because the oral English teaching only focus on the form of language drills over the past years ,and the context-based teaching is into superficial .Teachers only provide context, such as give a speech on a topic, but they never give them a strict and systematic guidance during the process of students thinking , but pay attention to the linguistic forms , many students are practicing language for practicing language, and dont know how to reason effectively, how to use arguments, how to organize the points to enhance the persuasion, and never know how to communicate with audiences, how to use non-linguistic factors to gather appeal. Therefore, English teaching need the basic knowledge and basic skill as well as the practical application of language ability. But today in the college English class, students spoken English training is just stay in the shallow scenes dialogue, they do not yet have enough ability to control the ever-changing situations and increasingly complex social environment. This is related to the foreign language teaching in our colleges is far away from the social environment , students learn the language forms, but dont know its social content, the culture within the language is disappeared. They do not realize that each country has its own language, and each language also has its own culture, not to say the varieties of each trade. Thus teachers should consciously ask the students to observe and understand the social context of languages and observe which style should be used in an occasion and find out the identity of the speaker, the depth of friendship between the speaker and the relationship of their body language. 1.2. Narrow knowledge. The complex innovation talent is needed in the 21st century, but most of them only concentrate on their major and completely ignored the social, political, history, philosophy and so on, and they even do not have the habit of reading newspapers and magazines in daily life. Not to say to learn from English news. Although each student has potential innovation ability, only in the right environment, innovation could be released. We can say that students completely enclosed themselves in a small area of expertise. In that case, how can we make innovation, how to meet the market demand?1.3. Rigidly adhere to linguistic formsStudents have to recite words and grammatical rules everyday to pass the examination, which make their thinking and speaking skills are not trained for a long time. Therefore, when they begin to speak ,they cant find a word to support them ,To make things fun, teachers attached so much importance in grammar vocabulary teaching , while half of the students still feel that they have little vocabulary when practice oral English and that is seriously affected their expression. The disadvantages of Exam-oriented education enable the students struggling to cope with a variety of English test, doing their utmost to seek the standards of the understanding and the uniqueness of the answer, all of those impede them to learn how to transfer more flexible and widespread in a situation, as a result students are lack of the ability of independent thinking and judgment, thereby binding the student's divergent thinking and Reverse thinking.2The impacts of speeches and debates on students oral English and innovation capabilityRecently, various kinds of English speech contest such as “Star of Outlook English Talent Competition”“ 21st Century Cup National English Speaking Competition”and“CCTV Cup National English Speaking Competition”these all reveal that English speech contest conducted by the Chinese students is doing well, nevertheless there are only several teachers bring the speech and debate into the classroom. In fact, it is helpful to foster students critical-thinking, analysis and innovation ability. 2.1. Developing basic skills in EnglishStudents must have a good oral expression ability to give an English speech. As we all know, voice and tone are the most intuitive factors .It is affect the expression of information directly. Though your script is very good, there are some errors in pronunciation inaccurate accent, deviation of intonation and many strange tunes that will also make a speech fail to reach the purpose. Give a lecture in English teaching can help students to realize the importance of the correct tone and elegant voice and then encourage themselves to practice. 2.2. Expansion of knowledgeSpeech and debate is a synthesis of knowledge. The title is often about the social hot issues, speakers and debaters will make an in-depth analysis on this issue, the areas involved spread widely, sometimes one subject was involved in economics, psychology, political science, history, and management study and so on. 2.3. Developing response capability As the debate requires the debater to have a quick thinking and a subtle observation, the debate also requires the students to find the focus of the problem very quickly, and then find a solution to refute your opponents in a limited period of time. Finally students gain knowledge from this kind of debate as well as enhance their ability 2.4. Exercising students courage and verbal expression skills as well as enhance self-confidence In order to win in the contest, students try to express their point of view in the course of the debate, and temporarily forget the psychological timidity, and overcome the bad habits of keeping their mind on grammar and verbalism; they need to focus their attention on organizing words and thoughts instead. As long as the students start to speak, they will be brave enough to go on.3. The reform measures of oral English teaching A successful speech is the best combination between spoken English and written English. Students can learn from the foreign speakers .they can understand this form effectively, and imitate its methods and styles, convey the information perfectly to make the audience accepted, which will certainly practice their spoken English, at the same time, help students overcome their communication fear that occurred in the colleges and universities frequently. What is more, it can also improve their language appreciation abilities and increase their knowledge of writing. Thus, bring the speech as a means of teaching and training into colleges and universities will enable students to design an excellent script .I will certainly enhance their oral English ability and help them achieve the purpose of the practical application of the ability. 1.1. Creating the opportunity to practiceAs we all know, foreign language teaching is a highly practical course, and the principle of foreign language teaching can be better reflected in oral English teaching. Teachers should create a harmonious atmosphere of teaching, and combined with textbook, current affairs and topics related to the daily life to give students more chances to practice English .the Lecture include two aspects: pre-class keynote speeches and a speech in class. Teacher asks two students give a short speech on a prepared topic which will last about 5 minutes. In the Class, we can divide the classes into several group, each group is guided by a moderator to do presentation. The host must prepare a theme before class and inform the members of each group in order to collect relevant material. Then invite the team members to do a formal improvisational performance in class. In addition, we can hold some activities such as English Corner, English poetry recitation competitions, English songs or Drama exhibition, English debating competitions etc. to enrich the student's extracurricular life, as well as to create a good learning environment and to provide an excellent opportunity of speaking English .1.2. Inputting a lot of language information, developing the capacity of language output.As far as I know language acquisition depends on the input of a large number of comprehensible language, while if learners want to have a large number of comprehensible language in mind, they need to get it widely and thoroughly .they need to recite various kinds of outstanding articles , whats more they should directly communicate with others, so that the language of material obtained will become a comprehensible material through re-integrating and then input it to the information storage library of their brain ,so as to prepare for language output at any time. This process asks everyone to speak English, and only open your mouth can you achieve the output of language. 1.3. Developing their ability of thinking and giving their opinionsWhen students prepare to give a speech, they should firstly understand their purpose and context, and then obtain a large number of material, collect arguments, after that they will have an analysis and judgments on them, they need substantial corroboration to organize these vivid, concrete and wonderful examples into the speech, because that will make their speech profound and appealing. It is required that students can not only study the language, but also try to foster their curiosity and exploratory drive, they should have a passion to study carefully on each question, and they must have interest and desire for study to expand their knowledge structure, disperse their creative thinking and get new knowledge, in order to keep up with the pace of the social development. Therefore, English speech can help students have an independent thinking and analysis of issues and what is more important, they can finally give their own opinions. 1.4. Developing the capacity of language organization, and improving their reasoning ability of oral English.Speech and debates are high-level language communicative activities and important battle events for our society. Nowadays, people pay more attention to win among the diplomatic debate, the court debate, the debate on the decision-making, the debate for job position and so on, and make it a sign to achieve the personal value. English speech contest may be a good idea to improve their oral English ability and to improve their capability of analyzing, synthesizing, rebut and gain their self-confidence as well. 4. Conclusion Speech asks students to regard a flexible use of language skills in the real context and an effective communication as their ultimate goal. It is not only by means of language, but also concentrates on improving their communication skills when they take part in the activity, such as the logical and creative thinking, arguments collection, analysis, self-confidence and so on. In a word, to each student, if they really want to
