Analysis北湖新区位于济宁城区南部，南接微山湖，北靠老城区，京杭大运河、洸府河双河环抱，古运河穿境而过，地势开阔，交通便利，生态资源得天独厚，是建设生态新城的理想选址。北湖新区于2008年2月批准设立，规划总面积约97.4平方公里，行政辖区面积约57.4平方公里，其中北湖景区面积约20.3平方公里，湖面8.9平方公里。新区整体发展定位是“行政商务中心、科教文化基地、休闲度假胜地、生态宜居新城”。2009年5月，济宁市城市规划（2008-2030）获得省政府批复，北湖新区正式确定为城市发展的主中心。2009年8月，北湖新区总体规划（2008-2030）获市政府批复。济宁北湖新区的开发建设，是打造区域发展高地、建设鲁西南中心城市的战略举措，是推进经济战略转型、实现城市跨越发展的战略支撑，是优化城市产业结构、构建现代产业体系的客观需要，是统筹城乡协调发展、推进和谐社会建设的现实需要，具有重要的战略意义。北湖新区中央商务区更是承担了北湖新区的政府行政办公、金融商务办公、文化旅游发展的核心功能，是北湖生态新城发展的关键和引擎。Beihu District is located in the south of city Jining,the south of which is Weishan Lake and the north is the old town.The land is fl at and open with convenient transportation and unique ecological resources.Beihu District was established in February 2008.A planned total area is about 97.4 square kilometers.The administrative area is about 57.4 square kilometers.Beihu scenic area is about 20.3 square kilometers while the lake area is 8.9 square kilometers.New overall development orientation of the district is“an executive business center,science and education base,leisure resorts and eco-livable city.”In May 2009,Jining City Planning(2008-2030)obtained the approval from the government.Beihu District formally became the main center of urban development.In August 2009,“Beihu District Master Plan(2008-2030)”was approved by the municipal government.To promote regional development and build Southwest Center City,promote the transformation of economic strategy,achieve strategic support of urban leapfrog development,optimize urban industrial structure,build a modern industrial system,coordinate urban and rural development,promote the practical needs of building a harmonious society.Beihu CBD takes the core features of government administrative offi ce,business offi ce and culture and tourism development of this District.It is also the key and the engine of the Design济宁，位于中国山东省南部，地处苏鲁豫皖四省结合部，是连接华东与华北、中原与沿海的重要交通枢纽。地处长三角和环渤海两大经济圈的交点，紧邻济南城市圈与徐州城市圈。作为鲁南经济带发展增长极的中心城市，济宁这座历史悠久的古城再一次迸发活力，在新时期开始了新的跨越。Jining is located in south Shandong Province.It is situated in the junction of four provinces(Jiangsu,Shandong,Henan and Anhui),connecting the East and North,Central and Coastal part.It is also located in the intersections of the Yangtze River Delta and the Bohai economic circle,near the Jinan city circle and Xuzhou city circle.As the central city of the Southern Shandong economic development,the historic city of Jining once again bursts vitality in the new District Urban Design1.3.1 济宁城市结构济宁中心城区包括济北新区、滨河新区、北湖新区、老城区、高新区以及接庄新区六个城区，并形成一个市级中心和两个市级副中心。作为未来济宁城市发展的主中心，北湖新区主要承担金融、商务办公、旅游服务、文化产业功能。本次规划的市级中心商务区位于北湖新区紧邻北湖湾的核心位置。1.3.1 City StructureJining includes six urban districts:Jibei District,Riverfront District,Beihu District,Old Town,Hi-tech Zone and Jiezhuang District.They form a municipal center and two municipal sub-centers.As the main center of Jining City in future,Beihu District is mainly responsible for fi nance,business,tourist services and cultural industries functions.The planning of the municipal central business district is located 城市景观架构济宁景观系统呈“绿环环城、带状延伸，双城多片，三轴串联”的架构。小光河-府河-越河组成内环绿带，环城湿地公园和北湖构成外环绿带，郊野自然景观与城市景观相互交融；京杭大运河、古运河和洸府河沿岸三条景观主轴串联东西双城和多个片区，形成城市内部景观系统骨架，并且呈带状向城外延伸。本次规划用地位于京杭大运河、洸府河与北湖交汇处，处于济宁生态景观架构中的核心区域，生态景观条件优越。1.3.2 Urban Landscape Structure“green ring around the city,extending strip,twin cities and multi-pieces,three axes“.Xiao Guang River,Fu River and Yue River compose the inner river.The Wetland Park and Beihu Lake constitute the outer green belt.Countryside landscape and urban landscape mingle;the Beijing-Hangzhou Grand Canal,the Old Canal and the Guang Fu River become 3 axes that connect three landscape belts,twin cities and multi-pieces together.This forms the landscape skeleton of the inner city and extends to the outer city.The planning area is located in the interchange of the Beijing-Hangzhou 济宁都市区道路系统形成快速路、主干路、次干路与支路四级路网体系，其中快速路实现都市区城区间联系以及中心城区南北向对外联系，是都市区骨架道路重要组成部分。本次规划区北部的北湖大道目前定位为城市快速路，作为济宁南外环，主要承担都市区东西快速联系。考虑到避免都市区联系交通直接穿越主中心，并提高南部主中心对都市区的快速服务，根据济宁市城市综合交通体系规划（20112030），济宁南外环向北调整至礼贤路，北湖大道重新定位为城市主干道。1.3.3 Road systemJining transportation system includes expressways,trunk roads,sub trunk roads and branches.The planned Beihu Boulevard is currently positioned as urban expressway.As Jining outer ring,it is mainly responsible for quick link through the metropolitan area.Taking into account to avoid traffi c jam and promote the fast service of the south main center,the south outer ring would be adjusted 根据济宁市城市综合交通体系规划（20112030），济宁都市区内规划3条轨道交通线路，其中1号线贯通济宁-兖州-曲阜-高铁站，主要功能为支撑城市南拓东进，串联北湖新区主中心、老城副中心与东城副中心，并连接了济宁火车站枢纽，其在规划区内部设有一处站点。1.3.4 Mass Transit SystemAccording to“Jining City Comprehensive Transportation System Plan(2011 to 2030)”,Jining city plans to build three rail lines.Line 1 would go through Jining-Yanzhou-Qufu-High Speed Rail Station.The main function is to support the city Design1.4.1济宁市城市总体规划（20082030）城市性质：以发展先进制造业和现代服务业为主的鲁南地区中心城市之一，以运河文化为特色的历史文化名城。规划结构：中心城区形成“双城六片、三心三轴”构成的“H型”城市空间结构。“双城”即以老城片区为核心，以济北新区、滨河新区、滨湖新区为主体的西城和以高新区、接庄新区为主体的东城；“六片”即老城片区、滨河新区、滨湖新区、济北新区、高新区和接庄新区；“三心”包括滨湖新区一个市级中心和老城与东城两个副中心；“三轴”包括东西城市发展主轴和两条南北城市发展次轴。结论：明确滨湖新区中心为济宁市级主中心的地位，主要承担金融、商务办公、旅游服务和文化产业等功能。1.4.1 Structure:Planning structure is to form a“Twin cities,six pieces,three hearts and three axes”and an“H-type”urban spatial structure.“Twin cities”are west district and east district.“Six pieces”are Old Town,Riverfront district,Lake district,Jibei District,Hi-tech Zone and Jiezhuang district.“Three hearts”are a municipal center and two municipal sub-centers.“Three axes”are the east-west spindle and 济宁北湖生态新城总体规划（2008-2030）规划定位：济宁城市主中心，济宁市级行政商务中心、科教文化基地、休闲度假胜地、生态宜居新城。规划结构：规划的总体功能结构为：一轴一带系两区、四心绕一湾。一条城市发展主轴，沿北湖路由老城中心往北湖延伸的城市发展轴，一条京杭古运河文化发展带，济宁运河文化遗产和旅游产业的重要发展空间，链接北部的城市建设区与南部的北湖度假旅游区。行政中心、商业中心、文体教育中心、旅游度假服务中心四个城市中心围绕北湖湾布置，共同构筑济宁滨湖城市中心区。结论：在济宁城市主中心的基础上，确立了规划区的核心地位，打造北方生态新城。1.4.2
