The specific names of national honorary titles shall be determined by the Standing Committee of the National People's Congress when deciding to bestow.第五条全国人民代表大会 常务委员会委员长会议根据各方 面的建议，向全国人民代表大会 常务委员会提出授予国家勋章、 国家荣誉称号的议案。Article 5 The Chairmen's Council of the Standing Committee of the National People's Congress shall, according to the suggestions of all parties, submit bills and proposals on bestowing national medals and national honorary titles to the Standing Committee of the National People's Congress.国务院、中央军事委员会可以向 全国人民代表大会常务委员会提 出授予国家勋章、国家荣誉称号 的议案。The State Council and the Central Military Commission may submit bills and proposals on bestowing national medals and national honorary titles to the Standing Committee of the National People's Congress.第六条 全国人民代表大会 常务委员会决定授予国家勋章和 国家荣誉称号。Article 6 The Standing Committee of the National People's Congress shall decide to bestow national medals and national honorary titles.第七条中华人民共和国主 席根据全国人民代表大会常务委 员会的决定，向国家勋章和国家 荣誉称号获得者授予国家勋章、 国家荣誉称号奖章，签发证书。Article 7 The President of the People's Republic of China shall, in accordance with the decisions of the Standing Committee of the National People's Congress, bestow national medals and decorations of national honorary titles on winners of national medals and national honorary titles, and issue certificates thereto.第八条中华人民共和国主 席进行国事活动，可以直接授予 外国政要、国际友人等人士 “友 谊勋章”。Article 8 In national affairs activities, the President of the People's Republic of China may directly bestow Triendship Medal" on important political figures of foreign countries, international friends, and other people.第九条国家在国庆日或者 其他重大节日、纪念日，举行颁 授国家勋章、国家荣誉称号的仪 式；必要时，也可以在其他时间 举行颁授国家勋章、国家荣誉称 号的仪式。Article 9 The State shall hold ceremonies of bestowing national medals and national honorary titles on National Day, any other major festivals, or anniversaries; and if necessary, may hold ceremonies of bestowing national medals and national honorary titles at other time.第十条国家设立国家功勋 簿，记载国家勋章和国家荣誉称 号获得者及其功绩。Article 10 The State shall keep a record book of national meritorious service to record the winners of national medals and national honorary titles and their deeds.第H 条国家勋章和国家 荣誉称号获得者应当受到国家和 社会的尊重，享有受邀参加国家 庆典和其他重大活动等崇高礼遇 和国家规定的待遇。Article 11 Winners of national medals and national honorary titles shall be respected by the State and the public, and enjoy such lofty and courteous reception as being invited to the celebrations of the State and other important events, and the treatment as prescribed by the State.第十二条 国家和社会通过 多种形式，宣传国家勋章和国家 荣誉称号获得者的卓越功绩和杰 出事迹。Article 12 The State and society shall, through various forms, publicize the outstanding contributions and achievements made by the winners of national medals and national honorarytitles.第十三条国家勋章和国家 荣誉称号为其获得者终身享有， 但依照本法规定被撤销的除外。Article 13 National medals and national honorary titles shall be enjoyed by winners lifelong, except as otherwise revoked under this Law.第十四条国家勋章和国家 荣誉称号获得者应当按照规定佩 带国家勋章、国家荣誉称号奖 章，妥善保管勋章、奖章及证 书。Article 14 Winners of national medals and national honorary titles shall, according to the provisions, wear national medals and decorations of national honorary titles, and appropriately keep their medals, decorations, and certificates.第十五条国家勋章和国家 荣誉称号获得者去世的，其获得 的勋章、奖章及证书由其继承人 或者指定的人保存；没有继承人 或者被指定人的，可以由国家收 存。Article 15 Where winners of national medals and national honorary titles die, their medals, decorations, and certificates shall be kept by their inheritors or the persons designated thereby; and if there are no inheritors or persons designated thereby, may be kept by the State.国家勋章、国家荣誉称号奖章及 证书不得出售、出租或者用于从 事其他营利性活动。Decorations and certificates of national medals and national honorary titles shall not be sold, leased, or used in any other profit-making activities.第十六条生前作出突出贡 献符合本法规定授予国家勋章、 国家荣誉称号条件的人士，本法 施行后去世的，可以向其追授国 家勋章、国家荣誉称号。Article 16 Any person who has made outstanding contributions during his or her lifetime and meets the conditions for bestowing national medals and national honorary titles under this Law may be posthumously awarded a national medal or national honorary title if he or she dies after this Law comes into force.第十七条国家勋章和国家 荣誉称号获得者，应当珍视并保 持国家给予的荣誉，模范地遵守 宪法和法律，努力为人民服务，Article 17 Winners of national medals and national honorary titles shall cherish and maintain the honor granted by the State, play an exemplary role in abiding by the Constitution and law, strive to serve the people, and consciously自觉维护国家勋章和国家荣誉称 号的声誉。protect the reputation of national medals and national honorary titles.第十八条国家勋章和国家 荣誉称号获得者因犯罪被依法判 处刑罚或者有其他严重违法、违 纪等行为，继续享有国家勋章、 国家荣誉称号将会严重损害国家 最高荣誉的声誉的，由全国人民 代表大会常务委员会决定撤销其 国家勋章、国家荣誉称号并予以 公告。Article 18 Where a winner of a national medal or national honorary title is given a penalty for committing a crime or any other serious violation of law or disciplines, and his or her continuous enjoying of the national medal or national honorary title may seriously damage the reputation of the Stated highest honor, the Standing Committee of the National People's Congress shall decide to revoke his or her national medal or national honorary title, and make an announcement.第十九条国家勋章和国家 荣誉称号的有关具体事项，由国 家功勋荣誉表彰有关工作机构办 理。Article 19 Specific matters relevant to national medals and national honorary titles shall be handled by relevant institutions in charge of honoring those who have performed meritorious service to the country and the public.第二十条国务院、中央军 事委员会可以在各自的职权范围 内开展功勋荣誉表彰奖励工作。Article 20 The State Council and the Central Military Commission may, within their respective scope of functions, honor and reward those with meritorious service.第二H 一条本法自2016 年1月1日起施行。Article 21 This Law shall come into force on January 13 2016.
