3、电厂4台600WM机组的烟气脱硫工程。本规范书包括旁路挡板门本体、辅助设备系统的功能设计、结构、性能、安装和试验等方面的技术要求。This specification is applicable for Hebei Wangtan Power Plant 4X 600MW FGD project. This Specifications covers the technical requirements for the functional design, construction, performance, installation and commissioning of the bypa
4、ss dampers with accessories system. 1.2 本技术规范所提出的是最低限度的技术要求,并未对一切技术细节做出规定,也未充分引述有关标准和规范的条文。供方保证提供符合本技术规范要求和现行中国或国际通用标准的优质产品。The contents of the specification are the minimum requirements, neither providing any technical details, nor referring to provisions of the relevant standards/specifications. 5、he Supplier shall develop and supply qualified products based on the specification and present international codes and standards.1.3 供方保证提供的设备应完全符合本技术规范的要求。The Supplier shall guarantee that the supplied equipment is in full compliance with this the requirements herein.1.4 供方提供的设备应是全新的和先进的,并经过2年以上运行实
6、践已证明是完全成熟可靠的产品。同时必须满足国家的有关安全、环保等强制性法规、标准的要求。All equipments and components shall be advanced, new, complete in technology and process with experience at least two (2) years and reliable products. In addition, the delivery shall be conducted in accordance with the compelling requirements of applicable
7、 safety and environment laws and standards.1.5 凡在供方设计范围之内的外购件或外购设备,供方应至少要推荐2至3家产品供需方确认,且需方具有选择的权利,而且需方有权单独采购,但技术上均由供方负责归口协调。For any equipment and parts to be imported, within the Suppliers scope of design work, the Supplier shall recommend at least 2 3 manufacturers for the confirmation of the Buyer
8、. And the Buyer shall have right to choose the manufacturer and to solely purchase materials. However, the Supplier shall offer interface and coordination technically. 1.6 在签订合同之后,到供方开始制造之日的这段时间内,需方有权提出因规范、标准和规程发生变化而产生的一些补充修改要求,供方应遵守这个要求,具体内容由供需双方共同商定。During the time period from the conclusion of co
9、ntract to the commencement of the Suppliers fabrication, the Buyer is entitled to request modification due to the change of specifications, standards and/or codes. The Supplier shall comply with the request. 1.7 本技术规范所使用的标准,如遇到与供方所执行的标准不一致时,按较高的标准执行,但不应低于最新国家标准。如果本技术规范与现行使用的有关中国标准以及中国部颁标准有明显抵触的条文,供方
10、及时书面通知需方进行解决。对于引进技术的产品,应按照引进技术所在国的相关标准执行。In the event that the standards adopted by this specification are different from those used by the Supplier, the more stringent governs, but not lower than the latest national standards. 1.8 所有文件中的单位均采用国际单位制。设备标识采用KKS系统。The international unit system shall be
11、applied for measurements and KKS used for identification.1.9 如果供方没有以书面方式对本规范书的条文提出异议,均被视为接受和同意。如有差异之处,无论多么微小,均应进行说明和澄清。All contents of this specification shall be considered accepted and agreed if there is no disagreement in writing presented from the Supplier. In case of discrepancy, no matter how
12、minor it is, it shall be explained and clarified.1.10 合同中同一参数出现不一致时,将按照满足工程质量及有利于需方要求的原则修改确定。In the event that the values of a parameter are inconsistent in the contract, its value shall be modified and determined in a way most favorable to quality and the Buyer.2 General Description of Project工程概况2
13、.1 概述general河北大唐王滩发电厂一期工程建设4600MW燃煤汽轮发电机组,留有再建设2400MW的可能。Hebei Datang Wangtan Plant Phase I Project consists of 4600MW coal-fired turbine power units, with a possibility of future construction of another 4600Mw units. 2.2场地条件和自然条件Site and natural conditions2.2.1厂址概述 Plant site description河北大唐王滩发电厂位于
14、唐山市海港开发区境内(乐亭县王滩镇),距海边约1公里,西北距唐山市95公里,东北距秦皇岛港73海里,西南距天津新港84海里。Hebei Datang Wangtan Power Plant is at Tangshan Haigang developing zone (Leting county Wangtan Town), about 1km away from the sea, 95km from Tangshan city (northwest), 73 miles from Qinhuangdao harbor (northeast) and 84 miles from Tianjin
15、 Xingang harbor (southwest). FGD装置布置在烟囱后面、占地面积214568m2的区域内,本期工程共四台机组。FGD is located behind the stack, covering 214568m2 . 29、ding accessories)kg4 Technical Conditions技术条件4.1 General Description总则The design, manufacture, inspection and test of the flue gas damper shall meet the relevant requirements stipulated in the latest international standards and regulations and the complete set shall be the imported products from for
30、eign countries. Quality control plan and quality inspection plan shall be laid out according to the requirements in this specification before doing processing and shall be submitted to the demander for confirmation and approval. 烟气挡板的设计、制造、检验和试验应按照国际最新标准与规范的有关要求执行。成套设备应从国外进口。加工前按照本规范书的要求,编制质量控制计划和质量
31、检查计划报需方认可。To ensure that the onsite erection work can go smoothly, pre-assembly of the structural parts shall be done before they are dispatched from the factory so as to ensure the onsite assembly size. Bidders are required to list in the bidding documents the structural parts that need to be pre-a
32、ssembled before dispatched from the factory.为保证现场安装工作顺利进行,结构件在出厂前应进行预组装工作以保证现场组装尺寸。要求投标方在投标书中列出需要在出厂前进行预组装的结构件清单。Anti-corrosive measured shall be taken for all equipment and parts that may possibly contact the corrosive medium.所有可能与腐蚀介质接触的设备、部件都需要防腐。All lining surface shall meet the requirements of
33、DIN28053 or requirements of other equivalent standards.所有内衬表面须满足DIN28053或其它同等标准要求。Nondestructive testing shall be carried out for 100% factory welding seam of all lining surface.所有内衬表面的工厂焊缝100%进行无损检测。The welding seam surface shall have a smooth transition and the arc radius of fillet weld shall meet
34、 the lining requirements. 焊缝表面平滑过渡,角焊缝的圆弧半径满足内衬要求。4.2 Performance Requirements性能要求The supplier assures that the performance design parameters of the flue gas damper brought forward by the demander can be met and can realize reliable, safe and long operation when in the range of working capacity.卖方保证
35、满足需方提出的烟气挡板性能设计参数,在工作容量范围内,均能长期安全稳定运行。4.2.1 Flue Gas Damper烟气挡板For flue gas damper, louver type, twin blade structure should be adopted. 烟气挡板应采取百叶窗式双挡板结构型式。There shall be 100% air tightness under the design pressure and the design temperature.在设计压力和设计温度下应有100%气密性。The complete set of flue gas damper
36、shall include framework, double layer board, actuator, hand wheel as well as all necessary sealing members and control parts of sealing air system. Additionally, flexible, reliable and convenient operation of all necessary isolation dampers is required. 整套烟气挡板应包括框架、双层板、执行机构、手轮及密封空气系统的所有必需的密封件、控制件等。同
37、时要求全部必需的隔绝挡板的操作应是灵活可靠和方便的。Under the maximum differential pressure, flue gas damper can be operated and closed tightly without curve or lock. When damper is at the full open or full closed location, it can match with the locking system. The design and location of damper shall make the ash deposit or
38、dust deposit on damper piece lessened to least.烟气挡板应能够在最大的压差下操作,关闭严密,不会有弯曲或卡住,而且挡板在全开和全闭位置与锁紧装置要能匹配,挡板设计要使挡板片上的积灰或积尘减至最小。All bearings of the running gears of axis or dampers shall be provided with lubricating oil. The obvious marks identifying the dampers location shall be made at the end of axis an
39、d interlock limit switch shall be provided.轴或挡板工作齿轮的所有轴承应注入油润滑。在轴的末端装有指示挡板位置的显眼的标志。并配有联锁限位开关。The maximum operating force for hand-wheels shall not exceed 140N. Lifting lug or lifting hole shall be set at the appropriate place outside the framework to facilitate transportation and erection. 手轮操作的最大力不
40、得超过140N。框架外部适当位置处应设有吊耳或吊孔, 以方便运输和安装。Each damper part shall be designed to have enough strength to bear all the high temperature drift range of the flue gas without damage, cohere, deformation or leakage. 每个挡板零部件应设计有足够强度, 能承受烟气全部高温偏移范围,没有损伤,粘连,变形或泄漏。Each damper part shall be designed according to the
41、 maximum design positive pressure value and negative pressure value that will possibly happen.每一挡板部件应按可能发生的最大设计正压和负压值来设计。Each damper and drive device shall be designed to bear corrosion of surrounding medium under all operation conditions.每一挡板和驱动装置应设计成承受所有运行条件下周围介质的腐蚀。The internal parts (including t
42、he damper piece) of the damper can be conveniently and quickly moved or replaced from the damper framework, which is installed on the flue gas duct. The external parts of the damper can be moved or replaced when the damper is in working condition.挡板内部部件(包括挡板片) 都应能方便而快速地从安装在烟道上的挡板框架上拆卸或更换。而其外部部件都应能在挡
43、板处于工作状态下拆卸或更换。Bolt and flange connection shall be adopted for framework. The supplier shall provide the flange (including the counter flange of the damper, bolt and nut) mounted on the existing flue gas duct. Special attention should also be given to the welding of stainless steel and common steel s
44、o as to minimize corrosion.框架应是螺栓和法兰连接。卖方应提供现有烟道上的安装法兰(包括挡板门的反法兰及螺栓、螺母)。特别要注意不锈钢与普通钢的焊接,以将腐蚀减小至最低限。The materials of bypass damper vane (clean flue gas side) are the materials whose grade is equivalent to DIN1.4529 or better material. The materials of sealing strip and bolt are the materials equivale
45、nt to DIN2.4605 or alloy steel C276. The outer surface of the damper shall be made of the materials equivalent to carbon steel Q235 or better materials than that. The lining materials are the materials equivalent to DIN1.4529 or better materials than that. The selection of the material cannot release the responsibility of the supplier to select right material.旁路烟道的挡板框架叶片和轴的材料是等级相当于DIN1.4529或更好的材料,挡板密封片和螺栓是相当于DIN2.4605(合金钢C276)材料。挡板外表面用相当于碳钢Q235或更好的材料制作,内衬的材料等级相当于DIN1.4529或更好的材料。这些材料要求并不减轻卖方正确选择材料的责任。The main axis of the damper shall be set as horizontal.
