2、规模。典型的，已建立起四级中央到县级统计部门信息系统管理机构；初步搭建起国家统计信息主干网，并通过地方政府的合作配套建设，部分地区已延伸到县级统计部门；全面承担起已日常统计报表和普查数据处理为标志的统计核心业务。The statistical information system of NBS was found in 1986. 3、some extended to county levelMass data processing capability,1、现状与回顾 Status Quo and Review,4,七五期间：微机起步 人机结合,八五期间：从小到大 多用户系统开发,九五期间：建库联网 信息共享,主干网统计信息网站,1、现状与回顾 Status Quo and Review,5,根据2001年的统计，在硬件方面，全国县及县以上统计部门共有小型机、工作站等主机系统130余套，PC服务器1600余台，586以上微机约3.3万台；在软件方面，在全面使用正版系统软件、通用软件的同时，还开发、引进了一批通用、专用的报表

4、处理、统计报表排版、统计分析等应用软件；地市及以上统计局计算中心系统现有工程技术与工作人员约4000人，县级统计局现有专职技术人员或兼职应用骨干人员近5000人。 经过18年的实践，计算中心系统的总体职能已初步定位在：统计信息化基础设施的运行管理；统计应用软件的开发与软件资源管理；统计数据资源的管理；统计信息系统的规划设计与协调管理。Statistical information system of NBS has capability as follows:4 thousands technique staff at upper 3 levelsMini-computer and mainf

6、ation in information system layout.,1、现状与回顾 Status Quo and Review,6,2、国际合作 International Cooperation,随着中国的改革开放和中国统计事业与国际接轨，中国国家统计系统在IT领域的国际合作也在不断加强。早在中国国家统计信息系统建立以前，相关的人口普查项目、工业普查项目就得到过来自国际组织的大力支持；其后的10多年来，联合国人口基金、儿童基金、国际粮农组织、亚洲银行等国际组织通过相关援助项目，中日政府双边的日贷项目，均在不同的时期、不同的重点方面，继续给与中国统计信息系统的基础建设、应用培训等方面很大的

7、支持和帮助。近3年来，国家统计局成功地实施了多项国际合作项目，重点是应用领域。这些项目主要包括：中加数据库合作项目、中美软件开发合作项目和中德IT管理交流。,In the earlier 80s, the equipments of data processing for population and industrial census in China was aided through international organizations. After foundation of information system of NBS, many international aid and

8、cooperation have been come, which from UNDP, UNICEF, FAO, Japanese Loan and so on. In recent 3 years, there are 3 successful international cooperation projects, these are: Sino-Canadian Database program, Sino-American State Statistical software program and Sino-German information management technolo

9、gy exchange program.,7,2、国际合作 International Cooperation,1、中加合作项目。2002年9月，中国国家统计局同加拿大统计局之间启动元数据库和宏观数据库两个国际合作项目。经双方共同努力，到目前为止，已顺利实现了项目文件规定的主要任务。2003年10月，双方项目组验收了宏观数据库项目。2004年2月25日，验收了元数据库项目，加拿大项目负责人对此项目的结果表示赞赏。根据双方总体评估，认为中方的宏观数据库和元数据库系统的开发是成功的。,Sino-Canadian Database program agreement was signed in Se

And these two database ware checked and accepted in October 2003, February 2004, and were thought as successfully and meaningfully.,8,2、国际合作 International Cooperation,2、中美软件开发合作。2002年6月，美国普查局将CSPro软件全部源

11、代码交给中国国家统计局进行CSPro软件汉化和代码移植工作。2003年，中国国家统计局计算中心已完成CSPro汉化工作，并翻译了中文的用户手册；代码移植工作，指将原程序代码由ANSI标准转换为UNICODE标准，此项工作已于2003年完成，相关软件的汉化移植模块(测试版)已交由美国普查局项目组测试，并加载在国家统计局内部信息网上，供系统内用户免费下载试用。,Sino-American State Statistical software program agreement was signed in June 2002, which include converting all CSPro s

12、ource code from ANSI mode to UNICODE mode, and translating all message both in running and screen into Chinese. In autumn, all work has been finished, and converted source code was submitted to CSPro group of software US Bureau of Census and passed their test. Now, staffs in NBS have used CSPro of t

13、his version.,9,2、国际合作 International Cooperation,3、中德IT管理交流。2003年1月，按照中德统计合作协议，中国国家统计局信息技术代表团对德国联邦统计局进行了访问考察，重点在信息技术应用情况，IT资源的规划、配置、使用流转、效绩考核、核算管理，统计政务电子化及电子政务建设，统计项目绩效考核等方面进行了深入了解。,Based on Sino-German statistical cooperation agreement, especially in information management technology exchange progra

14、m, NBS was send a delegation of information technology to Statistics Bundesamt of German in January 2003. In the visiting, the delegation has study a lot of layout, configuration, and effect evaluating and management of information technology resource, and structure of IT infrastructure and applicat

This knowledge is of great benefit to information system management technology in NBS.,10,3、结语 Summary,中国国家统计系统通过开展广泛的国际合作，在数据库建设、数据处理标准和信息化建设管理等方面取得了一定成就，提高了国家统计信息系统的技术能力和管理能力，也提高了中国统计信息系统在国际同行中的地位。中国国家统计系统将进一步深入开展国际合作，将国外的先进技术和管理经验和我国的统计实际结合起来，构建符合中国国情的统计技术体系，同时，也将中国统计系统在信息技术应用和建设经验和国际同行们分享。,
