2、egenerosityandcooperationhehasshownthroughoutthistransition.Forty-fourAmericanshavenowtakenthepresidentialoath.Thewordshavebeenspokenduringrisingtidesofprosperityandthestillwatersofpeace.Yet,everysooftentheoathistakenamidstgatheringcloudsandragingstorms.Atthesemoments,Americahascarriedonnotsimplybec

3、auseoftheskillorvisionofthoseinhighoffice,butbecauseWethePeoplehaveremainedfaithfultotheidealsofourforbearers,andtruetoourfoundingdocuments.Soithasbeen.SoitmustbewiththisgenerationofAmericans.Thatweareinthemidstofcrisisisnowwellunderstood.Ournationisatwar,againstafar-reachingnetworkofviolenceandhatr

4、ed.Oureconomyisbadlyweakened,aconsequenceofgreedandirresponsibilityonthepartofsome,butalsoourcollectivefailuretomakehardchoicesandpreparethenationforanewage.Homeshavebeenlost;jobsshed;businessesshuttered.Ourhealthcareistoocostly;ourschoolsfailtoomany;andeachdaybringsfurtherevidencethatthewaysweuseen

5、ergystrengthenouradversariesandthreatenourplanet.Thesearetheindicatorsofcrisis,subjecttodataandstatistics.LessmeasurablebutnolessprofoundisasappingofconfidenceacrossourlandanaggingfearthatAmericasdeclineisinevitable,andthatthenextgenerationmustloweritssights.TodayIsaytoyouthatthechallengeswefacearer

6、eal.Theyareseriousandtheyaremany.Theywillnotbemeteasilyorinashortspanoftime.Butknowthis,Americatheywillbemet.Onthisday,wegatherbecausewehavechosenhopeoverfear,unityofpurposeoverconflictanddiscord.Onthisday,wecometoproclaimanendtothepettygrievancesandfalsepromises,therecriminationsandwornoutdogmas,th

7、atforfartoolonghavestrangledourpolitics.Weremainayoungnation,butinthewordsofScripture,thetimehascometosetasidechildishthings.Thetimehascometoreaffirmourenduringspirit;tochooseourbetterhistory;tocarryforwardthatpreciousgift,thatnobleidea,passedonfromgenerationtogeneration:theGod-givenpromisethatallar

8、eequal,allarefree,andalldeserveachancetopursuetheirfullmeasureofhappiness.Inreaffirmingthegreatnessofournation,weunderstandthatgreatnessisneveragiven.Itmustbeearned.Ourjourneyhasneverbeenoneofshort-cutsorsettlingforless.Ithasnotbeenthepathforthefaint-heartedforthosewhopreferleisureoverwork,orseekonl

9、ythepleasuresofrichesandfame.Rather,ithasbeentherisk-takers,thedoers,themakersofthingssomecelebratedbutmoreoftenmenandwomenobscureintheirlabor,whohavecarriedusupthelong,ruggedpathtowardsprosperityandfreedom.Forus,theypackeduptheirfewworldlypossessionsandtraveledacrossoceansinsearchofanewlife.Forus,t

10、heytoiledinsweatshopsandsettledtheWest;enduredthelashofthewhipandplowedthehardearth.Forus,theyfoughtanddied,inplaceslikeConcordandGettysburg;NormandyandKheSanh.Timeandagainthesemenandwomenstruggledandsacrificedandworkedtilltheirhandswererawsothatwemightliveabetterlife.TheysawAmericaasbiggerthanthesu

11、mofourindividualambitions;greaterthanallthedifferencesofbirthorwealthorfaction.Thisisthejourneywecontinuetoday.Weremainthemostprosperous,powerfulnationonEarth.Ourworkersarenolessproductivethanwhenthiscrisisbegan.Ourmindsarenolessinventive,ourgoodsandservicesnolessneededthantheywerelastweekorlastmont

12、horlastyear.Ourcapacityremainsundiminished.Butourtimeofstandingpat,ofprotectingnarrowinterestsandputtingoffunpleasantdecisionsthattimehassurelypassed.Startingtoday,wemustpickourselvesup,dustourselvesoff,andbeginagaintheworkofremakingAmerica.Foreverywherewelook,thereisworktobedone.Thestateoftheeconom

13、ycallsforaction,boldandswift,andwewillactnotonlytocreatenewjobs,buttolayanewfoundationforgrowth.Wewillbuildtheroadsandbridges,theelectricgridsanddigitallinesthatfeedourcommerceandbindustogether.Wewillrestoresciencetoitsrightfulplace,andwieldtechnologyswonderstoraisehealthcaresqualityandloweritscost.

14、Wewillharnessthesunandthewindsandthesoiltofuelourcarsandrunourfactories.Andwewilltransformourschoolsandcollegesanduniversitiestomeetthedemandsofanewage.Allthiswecando.Andallthiswewilldo.Now,therearesomewhoquestionthescaleofourambitionswhosuggestthatoursystemcannottoleratetoomanybigplans.Theirmemorie

15、sareshort.Fortheyhaveforgottenwhatthiscountryhasalreadydone;whatfreemenandwomencanachievewhenimaginationisjoinedtocommonpurpose,andnecessitytocourage.Whatthecynicsfailtounderstandisthatthegroundhasshiftedbeneaththemthatthestalepoliticalargumentsthathaveconsumedusforsolongnolongerapply.Thequestionwea

16、sktodayisnotwhetherourgovernmentistoobigortoosmall,butwhetheritworkswhetherithelpsfamiliesfindjobsatadecentwage,caretheycanafford,aretirementthatisdignified.Wheretheanswerisyes,weintendtomoveforward.Wheretheanswerisno,programswillend.Andthoseofuswhomanagethepublicsdollarswillbeheldtoaccounttospendwi

17、sely,reformbadhabits,anddoourbusinessinthelightofdaybecauseonlythencanwerestorethevitaltrustbetweenapeopleandtheirgovernment.Noristhequestionbeforeuswhetherthemarketisaforceforgoodorill.Itspowertogeneratewealthandexpandfreedomisunmatched,butthiscrisishasremindedusthatwithoutawatchfuleye,themarketcan

18、spinoutofcontrolandthatanationcannotprosperlongwhenitfavorsonlytheprosperous.ThesuccessofoureconomyhasalwaysdependednotjustonthesizeofourGrossDomesticProduct,butonthereachofourprosperity;onourabilitytoextendopportunitytoeverywillingheartnotoutofcharity,butbecauseitisthesurestroutetoourcommongood.Asf

19、orourcommondefense,werejectasfalsethechoicebetweenoursafetyandourideals.OurFoundingFathers,facedwithperilswecanscarcelyimagine,draftedachartertoassuretheruleoflawandtherightsofman,acharterexpandedbythebloodofgenerations.Thoseidealsstilllighttheworld,andwewillnotgivethemupforexpediencessake.Andsotoal

20、lotherpeoplesandgovernmentswhoarewatchingtoday,fromthegrandestcapitalstothesmallvillagewheremyfatherwasborn:knowthatAmericaisafriendofeachnationandeveryman,woman,andchildwhoseeksafutureofpeaceanddignity,andthatwearereadytoleadoncemore.Recallthatearliergenerationsfaceddownfascismandcommunismnotjustwi

21、thmissilesandtanks,butwithsturdyalliancesandenduringconvictions.Theyunderstoodthatourpoweralonecannotprotectus,nordoesitentitleustodoasweplease.Instead,theyknewthatourpowergrowsthroughitsprudentuse;oursecurityemanatesfromthejustnessofourcause,theforceofourexample,thetemperingqualitiesofhumilityandre

22、straint.Wearethekeepersofthislegacy.Guidedbytheseprinciplesoncemore,wecanmeetthosenewthreatsthatdemandevengreatereffortevengreatercooperationandunderstandingbetweennations.WewillbegintoresponsiblyleaveIraqtoitspeople,andforgeahard-earnedpeaceinAfghanistan.Witholdfriendsandformerfoes,wewillworktirele

23、sslytolessenthenuclearthreat,androllbackthespecterofawarmingplanet.Wewillnotapologizeforourwayoflife,norwillwewaverinitsdefense,andforthosewhoseektoadvancetheiraimsbyinducingterrorandslaughteringinnocents,wesaytoyounowthatourspiritisstrongerandcannotbebroken;youcannotoutlastus,andwewilldefeatyou.For

24、weknowthatourpatchworkheritageisastrength,notaweakness.WeareanationofChristiansandMuslims,JewsandHindusandnon-believers.Weareshapedbyeverylanguageandculture,drawnfromeveryendofthisEarth;andbecausewehavetastedthebitterswillofcivilwarandsegregation,andemergedfromthatdarkchapterstrongerandmoreunited,we

25、cannothelpbutbelievethattheoldhatredsshallsomedaypass;thatthelinesoftribeshallsoondissolve;thatastheworldgrowssmaller,ourcommonhumanityshallrevealitself;andthatAmericamustplayitsroleinusheringinaneweraofpeace.TotheMuslimworld,weseekanewwayforward,basedonmutualinterestandmutualrespect.Tothoseleadersa

26、roundtheglobewhoseektosowconflict,orblametheirsocietysillsontheWestknowthatyourpeoplewilljudgeyouonwhatyoucanbuild,notwhatyoudestroy.Tothosewhoclingtopowerthroughcorruptionanddeceitandthesilencingofdissent,knowthatyouareonthewrongsideofhistory;butthatwewillextendahandifyouarewillingtounclenchyourfis

27、t.Tothepeopleofpoornations,wepledgetoworkalongsideyoutomakeyourfarmsflourishandletcleanwatersflow;tonourishstarvedbodiesandfeedhungryminds.Andtothosenationslikeoursthatenjoyrelativeplenty,wesaywecannolongeraffordindifferencetosufferingoutsideourborders;norcanweconsumetheworldsresourceswithoutregardt

28、oeffect.Fortheworldhaschanged,andwemustchangewithit.Asweconsidertheroadthatunfoldsbeforeus,werememberwithhumblegratitudethosebraveAmericanswho,atthisveryhour,patrolfar-offdesertsanddistantmountains.Theyhavesomethingtotellustoday,justasthefallenheroeswholieinArlingtonwhisperthroughtheages.Wehonorthem

29、notonlybecausetheyareguardiansofourliberty,butbecausetheyembodythespiritofservice;awillingnesstofindmeaninginsomethinggreaterthanthemselves.Andyet,atthismomentamomentthatwilldefineagenerationitispreciselythisspiritthatmustinhabitusall.Forasmuchasgovernmentcandoandmustdo,itisultimatelythefaithanddete

30、rminationoftheAmericanpeopleuponwhichthisnationrelies.Itisthekindnesstotakeinastrangerwhentheleveesbreak,theselflessnessofworkerswhowouldrathercuttheirhoursthanseeafriendlosetheirjobwhichseesusthroughourdarkesthours.Itisthefirefighterscouragetostormastairwayfilledwithsmoke,butalsoaparentswillingness

31、tonurtureachild,thatfinallydecidesourfate.Ourchallengesmaybenew.Theinstrumentswithwhichwemeetthemmaybenew.Butthosevaluesuponwhichoursuccessdependshardworkandhonesty,courageandfairplay,toleranceandcuriosity,loyaltyandpatriotismthesethingsareold.Thesethingsaretrue.Theyhavebeenthequietforceofprogressth

32、roughoutourhistory.Whatisdemandedthenisareturntothesetruths.Whatisrequiredofusnowisaneweraofresponsibilityarecognition,onthepartofeveryAmerican,thatwehavedutiestoourselves,ournation,andtheworld,dutiesthatwedonotgrudginglyacceptbutratherseizegladly,firmintheknowledgethatthereisnothingsosatisfyingtoth

33、espirit,sodefiningofourcharacter,thangivingouralltoadifficulttask.Thisisthepriceandthepromiseofcitizenship.ThisisthesourceofourconfidencetheknowledgethatGodcallsonustoshapeanuncertaindestiny.Thisisthemeaningofourlibertyandourcreedwhymenandwomenandchildrenofeveryraceandeveryfaithcanjoinincelebrationa

34、crossthismagnificentmall,andwhyamanwhosefatherlessthansixtyyearsagomightnothavebeenservedatalocalrestaurantcannowstandbeforeyoutotakeamostsacredoath.Soletusmarkthisdaywithremembrance,ofwhoweareandhowfarwehavetraveled.IntheyearofAmericasbirth,inthecoldestofmonths,asmallbandofpatriotshuddledbydyingcam

35、pfiresontheshoresofanicyriver.Thecapitalwasabandoned.Theenemywasadvancing.Thesnowwasstainedwithblood.Atamomentwhentheoutcomeofourrevolutionwasmostindoubt,thefatherofournationorderedthesewordsbereadtothepeople:Letitbetoldtothefutureworldthatinthedepthofwinter,whennothingbuthopeandvirtuecouldsurviveth

36、atthecityandthecountry,alarmedatonecommondanger,cameforthtomeetit.America.Inthefaceofourcommondangers,inthiswinterofourhardship,letusrememberthesetimelesswords.Withhopeandvirtue,letusbraveoncemoretheicycurrents,andendurewhatstormsmaycome.Letitbesaidbyourchildrenschildrenthatwhenweweretestedwerefused
