22、治理，系统配套”的方针。因地制宜，推广应用轨道运输新技术、 新装备、 新工艺， 逐步改善落后的运输方式和装备， 向运输机械化、控制自动化、管理科学化、本质安全化方向发展。第 2 条建立和完善运输管理体系,形成纵向到底,横向到边的管理网络。1.各矿由机电副矿长全面分管运输工作，设一名副总工程师主抓运输工作。2.各矿根据实际情况配足专业管理人员，负责管理矿井提升运输工作。3.各单位安全监察处要明确一名副处长分管运输安全工作，每班不少于两名运输安监员负责主要运输线路运输安全的监督检查工作。进一步明确各地点安监员的运输安全管理责任：一是抓好运输各项制度和规定在现场的落实，并突出抓好人的行为；二是抓好安

23、全隐患的排查和治理，消除安全隐患。4.运输专业管理人员重点负责现场的工程质量和全面技术管理工作；掘进专业负责人负责掘进运输工程质量和现场管理工作， 是掘进运输安全的第一责任者； 其它专业领导负责本专业运输工作的现场管理；安监员是现场安全生产的第一责任者,实现运输管理的齐抓共管。5.建立运输管理网络图，明确各单位运输管理人员，其岗位责任制中应对运输方面有明确的要求。6.分管矿长每月至少主持召开一次运输专业会议，运输副总工程师每周召开一次运输专业会议，总结部署运输工作。第 3 条运输工区要配备技术人员， 负责抓好本工区的运输技术管理工作。 各掘进工区必须明确一名区队管理人员分管提升运输工作。第4条

24、各矿要每月对主巷,每旬对采区运输质量标准化和人车斜巷进行一次检查验收，每月一次综合评定，考核结果必须与区队经济挂钩。第 5 条完善管理制度文件1.完善运输二十八项管理办法：安全活动办法、事故分析规定、交接班规定、质量标准化定期检查考核办法、职工学习培训考核办法、封闭巷道管理办法、行车不行人管理办法、乘人管理办法、设备检查检修管理办法、 设备设施（出厂、入库、安装）验收和报废管理办法、停送电管理规定、信集闭管理办法、小绞车（包括梭车、回柱机）使用管理办法、卡轨车使用管理办法、单轨吊使用管理办法、 小电瓶车使用管理办法、小上下山管理办法、牵引网路检查维修管理办法、轨道线路检查维修管理办法、 人车定

25、期检查和试验管理办法、 安全设施检查和试验管理办法、机车(包括电机车、柴油轨道机车)年审管理办法、电机车检查维修试验管理办法、 连接装置检查试验管理办法、 零星工程施工管理办法、 特殊物料运送管理规定、综采设备支架运输和封装管理办法、设备准用证管理办法。2.开展机电事故向零进军活动制定完善设备点检制文件， 包括 设备点检制实施办法 、 设备点检周期及责任表 、 设备检修日历表 、 设备日检查表 、 设备点检方法及标准 、 设备点检记录表 、 设备检测及大修申请单等管理表格及文件，并汇编成册。严格按照设备点检制实施办法的要求对各类设施进行管理和维修，全面落实设备管理责任，实现设备的预防性检修和生
