1、 IV山东省工业节能减排效率评价模型构建及研究 摘 要 工业是国民经济的基础,在国民经济快速发展的推动下,我国的工业也取得了飞跃的发展。山东省作为中国首屈一指的经济大省,工业在持续快速发展的同时,产业结构不合理、能源消耗量大、资源利用率低、环境污染严重、技术创新能力较弱等问题也日益突出。严重影响了环境、经济和社会的可持续发展,阻碍了经济又好又快发展的步伐。因此,大力推进节能减排、提高资源利用率、减少污染排放、实现工业产业结构调整是山东省工业发展进程中刻不容缓的战略之一。 对工业的节能减排效率进行评价是促进山东省工业企业加快环境保护与经济友好发展的基础性工作。 本研究首先对节能减排效率评价的相关
2、理论和研究方法进行了综述, 然后在此基础上,综合采用描述性统计、模型构建和实证分析的方法,通过对山东省17 市的节能减排现状进行分析,建立了山东省工业节能减排独特的效率评价指标体系和基于非期望产出的节能减排效率评价模型。 通过节能减排效率评价模型对山东省 17 市的节能减排趋势进行研究,根据评价结果分析了各市节能减排的潜力和工作重点,在此基础上,寻找提高山东省工业节能减排效率的对策。 本研究在模型构建过程中以 DEA 的有效性理论为指导,以基于投入具有非阿基米德无穷小量 的 CCR 模型为框架,引入非期望产出指标处理方法,构建了基于非期望产出的 CCR 模型。 通过研究,获得了以下研究成果和研
3、究结论。 首先,建立了山东省独特的节能减排效率评价指标体系,通过对 DEA 的基本模型进行比较,选择适合本研究的 CCR 模型作为节能减排效率评价模型的构建基础。 结合节能减排的投入产出过程, 对非期望产出的四种处理方法进行比较,选择污染物作投入法,建立基于非期望产出的山东省工业节能减排效率评价模型。 其次,通过对山东省 17 市的节能减排效率和发展潜力进行分析,总结出制约山东省工业节能减排效率的主要原因是技术效率较低和产业结构不合理。 指出各市节能减排的工作重点,并从政府监督机制确立、政策制度完善、技术创新、和产业结构调整四个方面研究促进山东省各市节能减排的措施与对策。 V本研究的创新在于,
4、 首先将非期望产出理论引入到节能减排效率评价模型的构建过程中,将节能减排与经济效益相结合,对原有的效率评价模型进行优化,构建适合度量山东省工业节能减排的效率评价模型;其次,运用 SPSS 根据节能减排的综合效率对山东省各市进行聚类, 分类研究山东省工业节能减排的工作重点,对于其他地区进行节能减排工作有一定的指导意义。再次,本研究从博弈的角度出发,构建了政府引导企业实施节能减排的动态博弈模型,确定了有效的政府监督惩罚机制。最后,本研究脱离传统的政策研究线路,不是直接给出解决问题的政策,而是从政策工具的角度来研究如何促进现有节能减排政策的有效实施,为节能减排政策制度的贯彻提供了技术支持。 关键词:

At the same time, there are a lot of problems, such as irrational industrial structure, energy consumption, low resources utilization and environmental pollution, technology innovation ability
7、are relatively weak, which have serious impact on the environment, economic and social sustainable development, hinders economic fast pace. Therefore, vigorously promote energy conservation and emission reduction, raise resource utilization rate, reduce pollution emission, adjust industrial structur
8、e is the urgent strategy in the process of industrial development of Shandong province. The evaluation to efficiency of energy conservation and emissions reduction of industry is to promote industrial enterprises in Shandong province in quickening the development of environmental protection and econ
9、omic friendly of the infrastructure work. This research firstly summarizes efficiency evaluation of energy saving and emission reduction related theories and research methods, and on this basis, takes the way of comprehensive descriptive statistics, model building and empirical analysis method, anal
10、ysis the present situation of energy saving and emission reduction in Shandong province, establishes the efficiency of industrial energy conservation and emission reduction unique based on the evaluation index system and energy saving and emission reduction efficiency evaluation model based on unexp
11、ected generate. Through the efficiency of energy saving and emission reduction evaluation model, the thesis researches energy saving and emission reduction trend in Shandong province, according to the evaluation results analysis the potential of energy conservation and VIIemissions reduction segment
12、, and on this basis, looking for countermeasures to improve the efficiency of the energy conservation and emissions reduction in Shandong province. This study in the process of building model is leaded by the effectiveness theory of DEA, with the Archimedes infinitely small into the CCR framework se
13、arch-evade antagonistic, introducing the unexpected output indicators processing method based on the expectation, constructing the CCR model output. Through study, the thesis gets following research results and conclusions. Firstly, establish unique energy conservation and emission reduction efficie

Secondly, through analysis to energy saving and emission reduction efficiency and dev
16、elopment potential of the city in Shandong province, this thesis summarizes the main reason that restrict the efficiency of energy saving and emission reduction in Shandong province is low technology efficiency and unreasonable industrial structure. Then the author points out the key work segment of
17、 energy saving and emission reduction, and gives countermeasures about promote Shandong provinces energy saving and emission reduction measures from the technical innovation, the industrial structure adjustment and policy system consummation aspects.
