1、中国农村养老保险保障制度研究 摘要 近几年来，我国的社会养老保险已经从城市开始延伸到农村，养老保险的覆盖面在逐渐扩大，这就意味着将来会有越来越多的人享受到社会养老保险的待遇。这是以人为本的社会发展观的具体要求，也是社会收入再分配的具体要求，更是党的“十六大”对完善我国“三农问题”的具体要求。农村养老保险政策的实施也缓解了农村的养老压力，改变了农村养老方式，实施成功的话具有很多优点。但是，因为我国本来的城镇与农村的收入结构与支出结构的差别比较大，再加上农村人口对于养老保险的认识问题，一些养老保险的政策以及实践在农村的进度情况并不理想，期间暴露了很多问题。 本文以烟台栖霞农村居民的养老保险为例，从

2、制度与体系的角度对农村养老保险体系进行研究分析，首先概括了栖霞农村养老保险的具体范畴，明确了本文的研究方向。然后将栖霞在实践中的情况与国家规定的相关情况进行对比，明确目前栖霞在实施农村养老保险策略中的基本现状，并分析问题原因，最后总结问题，结合栖霞的经济发展与风俗习惯给出了具体的建议。本文的结构基本上是按照发现问题，分析问题解决问题的步骤进行展开的。 本文的研究角度是对栖霞农村养老保险体制的完善与发展，指明解决问题的重要性，并从政府财政政策的角度，力求找出一个最适宜栖霞农村居民社会养老保险资金的筹措、控制、运营等一系列资金管理的方式与相应的配套措施。本文的创新之处在于结合目前栖霞农村的新状况，

3、对最适宜的养老保险政策提出了自己的看法，并运用多种新角度、新视角切入问题，进行研究。 关键字：养老保险；农村养老保险；养老保险体系；栖霞 Abstract Chinas social endowment insurance has extended to the countryside from the city in recent years; the coverage of endowment insurance is expanding gradually, which means that there will be more and more people enjoying soci

This is the view of social development requirements, but also specific requirements of social incom e redistribution, it is even the specific requirement of our country “three dimensional rural issues in the partys Sixteenth Congress. However, because there are large structure of income differences and expenditure structure differences between the urban and rur

6、al in our country, whats more, the rural population didnt realize the importance of endowment insurance, and some pension insurance policies and some practice in rural progress is not ideal, so many problems occurred during the practice. This article regards the rural endowment insurance of Qixia re

7、sidents as an example, and analyze the rural endowment insurance system from the perspective of policy and system, firstly I will summarize the specific category of endowment insurance in Qixia rural area, it is the clear direction of this study, then I will give an contraction between practice of Q

8、ixia and the state regulations, the aim is to make sure the present rural endowment insurance strategies status of Qixia, and analyze the cause of the problem, finally I would summarize the problems, and then give some specific suggestions combined with the economic development and the customs of Qi

9、xia. The structure of this paper is basically in accordance with the step of finding problem, analyzing problem and solving problem.
