15、贸易洽谈会、产品发布会产等，以发邀请函为宜。而会议通知则用于具有纵向关系(即主办方与参会者存在隶属关系或工作上的管理关系)性质的会议，或者与会者本身具有参会的法定权利和义务的会议，如人民代表大会、董事会议等。对于这些会议的对象来说，参与会议是一种责任，因此只能发会议通知，不能用邀请函。学术性团体实行年会或专题研讨会时，要区分成员与非成员。对于团体成员应当发会议通知，而邀请非团体成员参与则应当用邀请函。(二)会议邀请函的基本内容会议邀请函的基本内容与会议通知一样，包括会议的背景、目的和名称;主办单位和组织机构;会议内容和形式;参与对象;会议的时间和地点、联络方式以及其他须要说明的事项。(三)会议

16、邀请函的结构与写法1.标题。由会议名称和“邀请函(书)”组成，一般可不写主办机关名称和“关于举办”的字样，如：亚太城市信息化高级论坛邀请函。“邀请函”三字是完整的文种名称，与公文中的“函”是两种不同的文种，因此不宜拆开写成“关于邀请出席会议的函”2.称呼。邀请函的发送对象有三类状况：(1)发送到单位的邀请函，应当写单位名称。由于邀请函是一种礼仪性文书，称呼中要用单称的写法，不宜用泛称(统称)，以示礼貌和敬重。(2)邀请函干脆发给个人的，应当写个人姓名，前冠“敬重的”敬语词，后缀“先生”、“女士”、“同志”等。(3)网上或报刊上公开发布的邀请函，由于对象不确定，可省略称呼，或以“敬启者”统称。3
