28、004年，全国先后共有26个省级电网实施了拉闸限电。面对进入新世纪以来最为严重的电力供需紧张的新情况，党中央、国务院高度重视，加大了宏观调控力度；电力企业加快了电力建设步伐，加大跨区跨省电力交易，积极采取需求侧管理措施，用不到三年的时间就扭转了全国电力供应紧张局面。 2004年，全国城市用户由于缺电原因造成的停电时间平均达到9小时25分钟；2005年下降为6小时55分钟；2006年继续降为18分钟；今年上半年，只有6分钟。这表明全国性供电紧张形势得到了有效缓解。2电力安全稳定运行水平不断提高。五年来，全国电力负荷屡创新高。为保证电力安全生产的持续稳定，各电力企业在加强系统建设和设备管理、完善网

29、厂协调机制、制定安全应急预案和定期演练等方面做了大量扎实的工作，进一步夯实了电力安全生产管理的基础。全国没有发生重大以上电力生产人身伤亡事故，没有发生特大电网事故，没有发生特大设备事故，电力安全生产一般电网事故和设备事故大幅度减少。20042006年，全国电网事故由196起下降为48起，设备事故由551起下降为238起，及时避免了可能出现的大面积、长期停电事故。3电源建设取得跨越式发展十六大以来，电力装机实现了4亿千瓦、5亿千瓦、6亿千瓦三次大的标志性跨越。四年年均装机增长15%，比改革开放以来年均增长率高641个百分点。特别是2002年以来，增加电力装机接近于前52年的总和，这是中国的速度，

30、也是世界的速度。到2006年年底，全国发电装机容量达到624亿千瓦，装机容量和发电量已经连续12年位列世界第二位。到2007年年底，全国电力装机容量将达到7亿千瓦。五年中，水电装机容量平稳快速增长，年均增加1100万1300万千瓦左右。到2006年年底，水电装机容量达到130亿千瓦，居世界首位；火电达到484亿千瓦，对电力供应的保障作用更加明显；风电发展步入高速增长期，截至2006年年底，全国正式并网投运的风电设备容量20725万千瓦，比2002年增长420%，年均增长50%，特别是2006年一年投产风电装机容量相当于以往历史的总和；生物质发电开始起步，截至2006年年底，全国已建成共8万千瓦

31、国家级秸秆发电示范项目机组，填补了我国秸秆发电的空白。4电网不断强化和完善电网规模不断扩大，区域、省电网主网架得到较大发展。五年来，我国电网220千伏及以上线路长度增加10万多千米，相当于新中国成立以来前45年的总和。到2006年年底，220千伏及以上输电线路长度增长到2864万千米，年均增长1099%；变电容量增长到96405万千伏安，年均增长1629%。全国大部分地区已经形成了500（330）千伏为主的电网主网架，西北地区官厅至兰州东的750千伏输变电工程投产，标志着我国输变电最高电压等级提高到了新的水平。全国联网格局初步形成，对促进资源优化配置起到了重要作用。西电东送规模不断扩大，截至2

32、006年年底，西电东送三大通道累计形成3400万千瓦的输送能力。各电网最高用电负荷屡创新高。继华东电网已经成为全国第一个、世界第二个用电负荷突破1亿千瓦的区域电网后，华北电网用电负荷也已经突破1亿千瓦。广东、江苏、山东三省统调最高用电负荷突破3000万千瓦；上海成为第一个统调最高用电负荷突破2000万千瓦的直辖市；北京的统调最高用电负荷也已经超过1200万千瓦；苏州和深圳成为统调用电负荷超过1000万千瓦的地级城市。发展展望 与国民经济发展相适应，适度超前发展； 把握机遇进行结构调整，实现可持续发展； 协调有序共赢，实现和谐发展。 1供需仍将继续保持旺盛态势，电力需要适度超前发展十一五期间，我

33、国国民经济继续持续较快发展，电力需求仍将继续保持稳定增长的态势，电力工业将迎来更为广阔的发展空间。预计到今年年底，我国全社会用电量将达到32000亿千瓦时，比2002年全社会用电量翻了一番；2007年的电力消费总量，相当于新中国成立以来前30多年的总和。20072010年，全社会用电量的年均增速在10%左右。到2010年，发电装机容量预计将达到9亿千瓦左右，电力供应能力将进一步增强，全国电力供需形势基本平衡；到2020年，全社会用电量超过6万亿千瓦时，在目前基础上翻一番。目前，我国人均用电水平仍然较低，适度超前发展依然是首要任务。2006年，我国人均用电量约2149千瓦时，大致相当于美国的17

34、，日本的14，韩国的13；人均生活用电量仅为246千瓦时，大致相当于美国的120，日本的110。电力工业经过五年不懈努力取得的相对缓和的平衡仍然是低水平的、脆弱的和暂时的，还应考虑到电力结构、备用容量和电力建设周期等特征，在供需相对缓和的情况下，发展仍然是我国电力工业的首要任务，每年都要保持一定的规模、速度和投资，避免电力发展的大起大落，使电力适当超前发展，真正发挥好先行官作用。2正确把握良好机遇，大力推进结构调整从2005年年底开始，持续几年的电力供需紧张形势得到有效缓解。电力企业要抓住当前这一难得的历史机遇，优化发展火电，有序开发水电，积极发展核电，加快新能源和可再生能源发电，加快各级输电

37、就是不同，那肯定是对其中某个“常用单词”理解有误，因为某些单词看似很简单，但是在文献中有特殊的意思，这时就可以通过CNKI的“翻译助手”来查询相关单词的意思，由于CNKI的单词意思都是来源与大量的文献，所以它的吻合率很高。 另外，在翻译过程中最好以“段落”或者“长句”作为翻译的基本单位，这样才不会造成“只见树木，不见森林”的误导。四大工具： 1、Google翻译： google，众所周知，谷歌里面的英文文献和资料还算是比较详实的。我利用它是这样的。一方面可以用它查询英文论文，当然这方面的帖子很多，大家可以搜索，在此不赘述。回到我自己说的翻译上来。下面给大家举个例子来说明如何用吧比如说“电磁感应

38、透明效应”这个词汇你不知道他怎么翻译，首先你可以在CNKI里查中文的，根据它们的关键词中英文对照来做，一般比较准确。 在此主要是说在google里怎么知道这个翻译意思。大家应该都有词典吧，按中国人的办法，把一个一个词分着查出来，敲到google里，你的这种翻译一般不太准，当然你需要验证是否准确了，这下看着吧，把你的那支离破碎的翻译在google里搜索，你能看到许多相关的文献或资料，大家都不是笨蛋，看看，也就能找到最精确的翻译了，纯西式的！我就是这么用的。 2、CNKI翻译： CNKI翻译助手，这个网站不需要介绍太多，可能有些人也知道的。主要说说它的有点，你进去看看就能发现：搜索的肯定是专业词汇

39、，而且它翻译结果下面有文章与之对应（因为它是CNKI检索提供的，它的翻译是从文献里抽出来的），很实用的一个网站。估计别的写文章的人不是傻子吧，它们的东西我们可以直接拿来用，当然省事了。网址告诉大家，有兴趣的进去看看，你们就会发现其乐无穷！还是很值得用的。 3、网路版金山词霸（不到1M）： 4、有道在线翻译：翻译时的速度：这里我谈的是电子版和打印版的翻译速度，按个人翻译速度看，打印版的快些，因为看电子版本一是费眼睛，二是如果我们用电脑，可能还经常时不时玩点游戏，或者整点别的，导致最终SPPEED变慢，再之电脑上一些词典（金山词霸等）在专业翻译方面也不是特别好，所以翻译效果不佳。在此本人建议大家购

40、买清华大学编写的好像是国防工业出版社的那本英汉科学技术词典，基本上挺好用。再加上网站如：google CNKI翻译助手，这样我们的翻译速度会提高不少。具体翻译时的一些技巧（主要是写论文和看论文方面） 大家大概都应预先清楚明白自己专业方向的国内牛人，在这里我强烈建议大家仔细看完这些头上长角的人物的中英文文章，这对你在专业方向的英文和中文互译水平提高有很大帮助。 我们大家最蹩脚的实质上是写英文论文，而非看英文论文，但话说回来我们最终提高还是要从下大工夫看英文论文开始。提到会看，我想它是有窍门的，个人总结如下： 1、把不同方面的论文分夹存放，在看论文时，对论文必须做到看完后完全明白（你重视的论文）；

41、懂得其某部分讲了什么（你需要参考的部分论文），在看明白这些论文的情况下，我们大家还得紧接着做的工作就是把论文中你觉得非常巧妙的表达写下来，或者是你论文或许能用到的表达摘记成本。这个本将是你以后的财富。你写论文时再也不会为了一些表达不符合西方表达模式而烦恼。你的论文也降低了被SCI或大牛刊物退稿的几率。不信，你可以试一试 2、把摘记的内容自己编写成检索，这个过程是我们对文章再回顾，而且是对你摘抄的经典妙笔进行梳理的重要阶段。你有了这个过程。写英文论文时，将会有一种信手拈来的感觉。许多文笔我们不需要自己再翻译了。当然前提是你梳理的非常细，而且中英文对照写的比较详细。 3、最后一点就是我们往大成修炼的阶段了，万事不是说成的，它是做出来的。写英文论文也就像我们小学时开始学写作文一样，你不练笔是肯定写不出好作品来的。所以在此我鼓励大家有时尝试着把自己的论文强迫自己写成英文的，一遍不行，可以再修改。最起码到最后你会很满意。呵呵，我想我是这么觉得的。
