2、l on board, equivalent to that required by theInternational Convention for the Safety of Life at Sea, 1974, as amended, and the InternationalConvention on Load Lines, 1966, as amended, for conventional ships engaged on internationalvoyages.1 本规则的制定，是为了给新建海上移动式钻井平台提供一个国际标准，从而使这一规则的实施，将会便利这种平台在国际间的迁移和

4、of mobile offshore drilling units is not only a complex technology but is rapidlyevolving and that the Code should not remain static but be re-evaluated and revised as necessary. Tothis end the Organization will periodically review the Code, taking into account both experience andfuture development.

Many existing mobile offshore drillingunits have operated successfully and safely for ext

Any such unit should,however, comply with safety requirements which in the opinion of the coastal State are adequate forthe intended operation and ensure the overall safety of the

11、ty measures for mobile offshore drilling units so as to minimize the risk to such units, tothe personnel on board and to the environment.海上移动式钻井平台建造和设备规则，以下简称规则，其目的在于为海上移动式钻井平台的设计衡准、建造标准及其他安全措施提出建议，以使对这种平台、平台上人员和环境的风险减至最低程度。1.2 Application1.2 适用范围1.2.1 The Code applies to mobile offshore drilling un

19、66年载重线公约”是指1966年国际船舶载重线公约。1.3.11 Mode of operation means a condition or manner in which a unit may operate or function whileon location or in transit. The modes of operation of a unit include the following:1.3.11 “工况”是指平台在井位上或者转移中可以工作或运行的状况或方式。平台的工况包括以下几种：.1 Operating conditions conditions wherein a

20、 unit is on location for the purpose of conductingdrilling operations, and combined environmental and operational loadings are within theappropriate design limits established for such operations. 23、 the distance measured vertically downwards amidships from the upper edge of thedeck line to the upper edge of the related load line.1.3.12 “干舷”是在船中处从甲板线上缘向下量至有关载重线上缘的垂直距离。1.3.13 Length (L) means 96% of the total length on a waterline at 85% of the least molded depth (D)measured from the top of the

In the case of column-stabilized units a centralized ballast control stationis a “control station”. However, for purposes of the application of chapter 9, the space where theemergency source o
