11、ting, the way we take surveys solicited a views, combed, related to team building客运中心甲型H1N1流感防控应 急 预 案为了有效预防、及时控制和消除突发公共卫生事件的危害，防止甲型H1N1流感通过车辆及其乘运人员的传播流行，保障旅客身体健康与生命安全，维护正常的社会秩序，根据省、市关于加强道路、水路交通应对甲型H1N1流感防控措施的通知文件精神要求，制订本预案。一、指导思想预防和控制甲型H1N1流感是我中心当前一项重要工作，中心各部门及所有工作人员要站在讲政治、讲大局，维护我市和谐稳定，对全市人民负责的高度，把

12、此项工作当作现阶段的首要工作来抓，把保护人民群众身体健康和生命安全放在第一位。全面落实科学发展观和贯彻省、市交通行管部门有关防控会议精神及工作部署，把切断甲型H1N1流感传染源作为防控工作的中心环节，坚持“外堵输入，内防扩散”的原则，控制甲型H1N1流感疫情通过客运班车蔓延和扩散，保证旅客运输安全。二、组织指挥体系为加强对甲型H1N1流感防控工作的领导，中心成立甲型H1N1流感防控工作领导小组，对甲型H1N1流感防控工作实行集中领导和统一指挥。组 长：梁春生副组长：贾慧军 宋建民 李安江 李保誉 姬建华 苏宏智 王玉霞 冯晓兵（派出所）成 员：值班站长及各部门负责人领导组下设办公室，主任由李保

13、誉副经理担任。负责指挥中心甲型H1N1流感防控工作。防控小组成员要密切加强联系，互相沟通，发现疫情要做到及时隔离、迅速汇报，不得拖延、瞒报、谎报，否则将追究当事人的责任。三、职责划分根据我中心实际情况，对我中心各区域实行领导分片负责：梁春生经理对中心的甲型H1N1流感防控工作全面负责；车辆进、出站口和车场由李保誉副经理负责；候车大厅由宋建民书记、王玉霞书记负责；车辆检测线由李安江副经理负责；宣传培训、测温检查、消毒工作由宋建民书记、王玉霞书记负责。领导小组其他成员分别负责各自部门的甲型H1N1流感防控工作。应急预案启动后，防控领导小组实行全天24小时值班制度，值班人员要严格交接班制度，做好记录

14、，不得擅自脱岗，中心设立应急处置联络电话，安排专人接听，电话号码：（白天）、（夜间），保证24小时通讯畅通。四、应急保障1、后勤处要提前做好测温、消毒、防护用品购置等工作；2、要对相关人员进行培训。五、处置程序为保证旅客乘车安全，确保甲型H1N1流感疫情不通过长途班车蔓延和扩散，根据我中心站务工作流程，对所有旅客及班车从进站到出站实行全过程防控监控，其防控流程安排如下：1、对疫区过来的客车，从在检车前要进行严格清洁消毒检查，报班上站前，再次进行消毒检查，要求客车上必须配备口罩、体温表等必要防控用品。此项工作由安检线、微机调度室共同负责2、公共场所要做好定期或随时保洁、消毒和通风工作，并做好相应

15、的记录。此项工作由各部门各自负责。3、在旅客进站口设立体温检测点进行体温测量，填写健康申明卡，对体温高于37.5或发现有急生呼吸道疾病症状的，要及时与市防疫部门取得联系，并采取相应的隔离措施。对体温正常的，填写健康申明卡后，进行行包安检，旅客持申明卡购票，凭车票和申明卡检票乘车，由客车乘务人员填写汇总表，出站时交稽查留存一份，另一份交对方客运站备查。此项工作按站务流程归口相应的部门。4、利用广播、电子屏、版报、宣传栏及分发宣传资料等形式对所有员工及过往旅客进行广泛深入的宣传发动，普及防控甲型H1N1流感的科学常识，组织发动全体员工及司乘人员共同投入到这次防控甲型H1N1流感战役中。此项工作由综

16、合办牵头实施。5、在一线进行甲型H1N1流感检查的工作人员要牢固树立自我安全防范意识，按规定配带防护用具。对在检查中发现的甲型H1N1流感患者及疑似病人要采取果断措施，立即进行强制隔离，并迅速向上级报告；6、各部门及工作人员都要充分认识到此项工作的重要性，认识到自己所承担的重大责任，严格按照规定进行操作。为保证防控效果，在实施中各分管领导及部门负责人，要切实履行好自己的工作职责，既要明确责任、各司其职，又要密切配合、协同作战，实现防控工作环环相扣、不留空隙，构筑全方位、全过程立体防控体系。做到早发现，早报告、早隔离、早治疗，消除隐患，确保万无一失。六、预案启动接到政府或相关上级部门指令后，启动
