3、课程 改革，本 次新课程改革针对我国基础教育领域存在的诸多问题，进行了全面系统 的变革，然而，课 程改革最终要归结到课堂教学的改革中，教师是保证改革能否 顺利进行的关键因素。随着 教师地位与作用的深刻变革，教师发展几乎成为所有 学校改善方案和教育改革建议的关键 要素。新一轮基础教育新课程改革推行至 今，已然 13 年，这其中的教师发展也取得了长 足的进步。本文以新课程改革中 的教师发展作为研宄对象，通过搜集与分析有关教师发展 的相关资料，基于笔者 的访谈和教育见习，着力探寻新课程改革实施以来我国教师发展的 现状及影响教 师 发展的因素，并在此基础上，反思教师发展在政策和实践上尚存的问题与 不足

4、， 为今后教师在新课改中的健康发展，提出建议和参考，促进教师发展在政策和实 践 上的不断完善，也为新课程改革的顺利实施提供支持与保障。 本研宄主要运用了历史研究法、文献研究法和访谈法，采用多角度、多学科 的研宄 视角，对新课程改革实施以来我国教师发展的现状，进行整体把握和细致 分析。本研究主 要由五部分组成： 第一部分为引言，介绍了本文的选题缘由和研宄价值，并对一些核心概念进 行了重 新界定，总结分析了国内关于教师发展己有的研宄成果以及本文所用到的 一些研宄方法。 第二部分依据新课程改革实施的历史进程， g 卩：准备与过渡阶段（ 2000-2001 年）、 实验区的启动与推进阶段（ 2001-

5、2003 年）、大面积推广、调试并常态化 阶段（ 2004 年以 来），将教师发展划分为三个阶段，并对每一阶段教师发展的 核心内容进行概括与总结。 第三部分主要从教师专业发展、教师个人发展和教师社会发展三个方面入 手，分析 了新课程改革实施背景下当前我国教师发展的基本现状。 第四部分基于第三部分对教师发展现 状的分析，综合讨论了影响教师发展的 主要因 素，即制度因素、学校因素、学生因素和教师因素。 第五部分根据对当前新课程改革实施中教师发展的现状和影响因素分析，提 出促进 教师发展的对策与建议。 关键词 ： 新课程改革；课程实施；教师发展 Abstract Since 2001, offici

7、mately comes down to the classroom teaching, the teacher is the key factor, can guarantee the reform smoothly. With the deep reform of the teachers status and role, teachers development become almost all school improvement scheme and key elements of the education reform proposal. The new round of ne

8、w curriculum reform for basic education has been 13 years, of which also has been a rapid growth of teachers development. Based on the new curriculum reform of teacher development as the research object, through collecting and analyzing relevant materials about teachers development, based on the aut

9、hors interviews and education practice, strive to explore new curriculum reform since the implementation of the teacher development of our countrys present situation and the factors affecting the development of teachers, and on this basis, the reflection on the policy and practice of teacher develop

10、ment problems and deficiencies, for the future healthy development of the teachers in the new curriculum reform, put forward Suggestions and reference, promote the development of teachers in the continuous improvement of the policy and practice, for the smooth implementation of the new curriculum re

11、form and healthy development, provide support and protection. This research mainly use the historical method, literature research and interview method, and use the multiple perspectives, multidisciplinary research angle of view, since the implement of new curriculum reform in our country the status

12、quo of teacher development, overall understanding and detailed analysis. This research formed by five parts: The first part introduces the reason of my choice and research value, and to redefine some core concepts, domestic about teacher development were analyzed and summarized in this paper the exi

13、sting research results, and some research methods used in this paper. Second part on the basis of the historical process of new curriculum reform implementation, namely: the preparation and transition stage (2000-2001), the experimental area of start up and advancing stage (2001-2003), large extensi

14、on, debug and normal phase (since 2004), could be divided into three stages, teacher development and teacher development each stage the core content of summary and summarized. The third part mainly from the teachers professional development, teachers personal development and social development of th

15、ree aspects, analyzes the implementation of new curriculum reform under the background of the current basic situation of teachers development in our country. The fourth part, based on the third part of analyzing the current situation of teacher development, comprehensively discussed the main factors

16、 affecting the development of teachers, namely, institutional factors, school factors, students and teachers. The fifth part, according to the current in the implementation of new curriculum reform of teacher development present situation and influence factors analysis, put forward the countermeasur

22、2 3. 转变评价内容 由部分到全面 . 63 4. 转变评价标准 -由统一化到差异化 . 63 结语 . 65 参考文献 . 67 P# . 77 东北师范大学硕士学位论文 引 (一）研究缘起 2001 年 6 月，教育部颁布了基础教育课程改革纲要（试行）。纲要 从课程 改革的目标、结构、课程标准、教学过程、教材开发与管理、课程评价、 课程管理、教师 的培养和培训，以及课程改革的组织和实施等九个方面，对新一 轮基础教育课程改革工作 进行了全面部署。与此同时，教育部制订了义务教 育课程设置实验方案，以及义务教 育阶段 24 个科目的课程标准。 2001 年 9 月，教育部在全国确定了 38 个实验区，开始 进行新课程的第一轮实验。纲 要、实施方案、课程标准的制订，以及国家实 验区的确定，标志着新 中国历史上的第八次基础教育课程改革正式展开。 与以往的七次课程改革不同，本次课程改革对幼儿园教育、义务教育和普通 高中教 育等三个学段的课程进行了完整的、统一的设计，同时把课程改革的范围， 从传统的 学 科改革 扩大到课程功能、课程结构、课程内容、课程实施、课程 评价和课程管理等诸多 领域，试图对整个基础教育的发展产生全面影响。课程改 革不但在基础教育系统内部产生 了深刻影响，还得到了全社会的广泛关注。因此， 每一个进入基础教育的新教师
