13、价报告接龙镇幅员面积为188.15平方公里，下辖17个村、3个社区居委会。辖区总人口5.8万人，其中城镇居民1.75万人，农村居民4.05万人。全镇有企业128家，其中工业企业26家，非煤矿山企业4家，烟花爆竹生产企业3家，规模以上工业企业5家。三级防火重点单位100个，易燃易爆化学物品单位63个， 7所中学校。由于辖区内企业规模小，员工素养参差不齐，设备落后，噪音等污染问题较为突出；同时，在执法中发觉，生产场所（建筑施工工地）发生的轻伤事故居首，其次是带冲剪压设备的工业企业作业场所内发生的员工肢体稍微伤。辖区危急化学品从业单位共7家（包括2家加油站、3家烟花爆竹生产企业），烟花爆竹个体经营户

14、56家。危急化学品的平安与人民的生命财产亲密相关，但通过检查也发觉，一些化学品从业企业对化学品的保管、运输以及防护隔离措施存在不足，部分从业人员的平安防护意识也很淡薄，极易引发责任事故。一、 评估对象：巴南区接龙镇 二、评估目的： 保障社区工作场所平安，削减工作场所损害的发生率、死亡率，为职工供应平安、健康的工作环境。三、划分评价单元依据接龙镇辖区企业工作场所平安的状况，结合平安评价基本原则将全镇划分为两个单元：城镇社区单元 农村社区单元。四、危急辨识由于辖区内主要以工业为主，员工素养参差不齐，设备落后，噪音等污染问题较为突出；同时，在执法中发觉，生产场所（建筑施工工地）发生的轻伤事故居首，其

15、次是带冲剪压设备的工业企业作业场所内发生的员工肢体稍微伤。镇辖区危急化学品从业单位共7家（包括2家加油站，3家烟花爆竹生产企业）。危急化学品的平安与人民的生命财产亲密相关，但通过检查也发觉，一些化学品从业企业对化学品的保管、运输以及防护隔离措施存在不足，部分从业人员的平安防护意识也很淡薄，极易引发责任事故。五、风险程度（一）辖区企业较散，主体责任不强，平安意识淡薄，极易发生较大平安事故。（二）辖区内道路现状渝湘高速路、渝道路、木高路纵横交叉，乡村级大路路况简单，交通事故较多。（三）辖区内建筑现状仍有30%左右为砖木结构，其中有50%的砖木房都属危房。其它建筑大多建于一九五年后，通道狭窄，坎坷不

16、平。新城区建筑均为一九九六年后的砖混结构，楼层大部份在五层以上，建筑密度在30%40%之间，通道畅通，路面状况良好。第七、八社区大多为单体农房，结构简单，道路通达率在80%左右，路面现状不佳。城区房屋建筑面积280万平方米，城市集中区建筑面积约50万平方米，其中，10万平方米建筑防火等级极低，没有防火隔断设施。（四）工贸现状：鱼洞是巴南区的中心镇、工业经济占主导地位，2009年，鱼洞镇地区生产总值将突破60亿大关，达到61.5亿元；工业总产值达和工业企业销售收入将纷纷突破140亿元大关，分别达到140亿元和147亿元；社会消费品零售总额达15亿元，固定资产投资达40亿元，本级财政收入达到600

17、0万元。各项主要经济指标均列全区镇街前列（五）人员密集场所现状：学校幼儿园7所，消遣场所、餐馆酒店、旅馆较多。（六）重大危急源及危化品状况：加油站2个，烟花爆竹经营网点56处。（七）农村现状:全镇辖17个行政村。六、风险承受力量分析目前我镇辖工作场所平安设施是不能承受现有进呈现状的。其主要缘由是生产设施设备严峻落后，主体责任不强，平安意识还不待提高。假如造成人员死亡，一人死亡会给三家人造成生活上的困难，多人死亡会使更多的家庭陷入贫困，直接经济损失和间接经济损失不行估量。 七、掌握措施（一）全面部署平安生产工作制订镇的平安生产工作要点，召开会议，全面部署全年的平安生产工作，签订责任书，并把平安社

18、区创建工作纳入重要内容。（二）开展平安隐患大排查、大执法、大整治活动镇安监办对此项排查整治工作的全面协调和详细组织实施工作，并对各生产经营单位的平安隐患状况进行认定和责令整改。镇综合执法队负责督促有关整改责任的落实，并对相关违法违规行为实施行政惩罚。镇建管科对辖区各类出租屋平安隐患的初步排查。各村居委会负责动员、协调和排查辖区内各类隐患场所，并做好日志记录。召开辖区各相关负责人联席会，为解决共同面对的日常管理问题集思广益，并开展管理自查行动，查找问题，找出对策。加强对事故较多的小作坊、小企业进行监管。开展消防平安学问培训和应急演练。（三）落实企业的主体责任依据平安生产“突破年”的要求，一是仔细

19、贯彻落实渝府发（2010）2号文件，强化“双基”工作，强化基层平安监管力量，深化镇“六位一体”和村居“七位一体”工作机制在营造平安生产良好氛围上求突破；二是仔细贯彻落实渝府发（2010）3号文件要求，制定落实企业主体责任方案（接龙府发（2010）42号），在落实企业平安主体责任上求突破；三是强化隐患排查治理，对排查出的隐患，实行责任、措施、资金、时间、预案“五落实”在预防各种平安生产事故发生求突破；四是在强化平安标准化建设，特殊是高危行业严格推行平安生产的“三大经济政策”（提足平安费用、缴存风险抵押金、强制推行责任保险）督促企业加大平安投入上求突破。；五是强化创建平安文化工作，在构建社会平安保

20、障体系上求突破。全面落实企业为主体，政府监管的责任，确保各项制度，措施落到实处。（四）加强危急化学品德业的平安监管，防范平安生产责任事故发生。全镇有7家危化企业和56家销售烟花爆竹个体户，一是建立台账，做究竟数清；二是加大培训，做到操作正确；三是加大检查，做到隐患消退准时。我们信任，在平安社区创建工作中，在大家的共同努力下，工作场所平安项目的推动将不断得到改进和完善。编制本施工方案时，分析了本工程的工程特点，地质条件和设计要求，结合我公司其它工地施工阅历及教训，本着创一流的质量Electricity lines, equipment inspections, found hidden in t
