6、 税维修等保税服务，培育特 色产业，强化综合保税区主 导功能，推进服务贸易新业 态开展。支持具备条件、确 有需求的区域申报综合保税 区。Article 18 BJFTZ shall be supported in developing cross-border e-commerce and exploring the new models of cross-border e-commerce; the development of offshore trade shall be promoted and offshore trade business shall be innovated up

7、on; new forms of barter trade shall be explored, and the new forms of international trade and the new models of development shall be promoted; and green trade shall be developed, and the coordinated development of international trade and the ecological environment shall be promoted.Article 19 BJFTZ

8、shall implement a negative list system for cross-border trade in service in accordance with the rules of the state. BJFTZ shall be supported in optimizing the structure of the industry of trade in 贸试验区优化服务贸 易行业service and build an export base for characteristic services; promote the transformation a

9、nd upgrading of service outsourcing, and encourage the development of service outsourcing in the fields of research and development, design, maintenance, and consulting; and improve the degree of marketization and internationalization of the China International Fair forTrade in Services, build the m

10、ain platform of 度， international trade in services, and promote the 台， innovative development of trade in services.展。Article 20 The comprehensive bonded zone in BJFTZ shall innovate upon and develop bonded services such as bonded research and development, bonded exhibition, and bonded maintenance, c

11、ultivate characteristic industries, strengthen the leading function of the comprehensive bonded zones, and promote the development of new forms of trade in service. Areas that meet the conditions and really have needs to apply for comprehensive bonded zones.10Chapter IV Scientific and Technological

12、Innovation 第四章 科技仓ll新Article 21 BJFTZ shall, in face of the frontiers of international scientific and technological innovation, gather international high-end scientific and technological element resources, create an international first-class scientific and technological innovation environment, build

13、 a high-end open scientific and technological innovation platform, and serve the construction of an international scientific and technological innovation center.Article 22 BJFTZ shall be supported in developing makerspaces and business start-up bases, and promoting the professional, market-oriented

14、and international development of high-tech business incubators; encourage leading high-tech enterprises to develop in BJFTZ and set up research and development centers; maximize the policy advantages to attract internationally renowned research and development institutions and scientific and technol

15、ogical service institutions to be settled; and support the construction of national laboratories, national key laboratories, and world-class new research and development institutions to form a gathering effect of scientific and technological innovation resources.第二十一条自贸试验 区应当面向国际科技创新前 沿，聚集国际高端科技要素 资

17、and scientific research institutions in BJFTZ shall be supported in expanding international exchanges and cultivating high-level academic activities withinternational influence; and the connection of major international science projects shall be encouraged and the opening up and sharing of major sci

18、entific and technological infrastructure globally shall be promoted.Article 24 Enterprises, institutions of higher education and scientific research institutions in BJFTZ shall be supported in setting up platforms for the transformation of scientific and technological achievements, providing service

19、s such as research and development, trial production, testing and inspection, pilot plant testing and maturation, industrial development, and interaction between supply and demand, and promoting the transformation of scientific and technological achievements.Article 25 This Municipality shall equall

20、y protect the intellectual property of various market participants in BJFTZ, guide market participants to establish and improve the trade secret protection mechanisms, and explore the intellectual property protection measures for the Internet, big data, artificial intelligence and other fields; supp

21、ort the formation of Intellectual property protection institutions, and establish a protection mechanism for rapid review, rapid confirmation of rights, and rapid rights protection; and establish and improve the mechanisms for overseas intellectual property protection and risk early warning.Article

Under the premise of controllable risks, financial institutions shall be supported increasing th

26、e scale of intellectual property pledge financing, expanding intellectual property insurance business, and promoting securitization of intellectual property.Article 27 The peoples courts shall be supported in strengthening the innovation upon the adjudication mechanism for intellectual property and

31、 management of cross-border data flow in BJFTZ, establish a third-party certification mechanism for market participants1 data protection capabilities, improve security assessment, perfect monitoring and management, and promote the safe and orderly flow of data in a classified and hierarchical manner

32、.Article 30 This Municipality shall promote the development of transaction standards for data rights confirmation, data assets, and data services, as well as service systems such as pricing, settlement, and quality certification for data transaction and circulation in BJFTZ, and regulate the transac

33、tion behaviors. An international big data exchange with high standards shall be established, the data transaction rules, technology implementation paths and business models shall be established and improved, and global-oriented data value discovery and data asset transaction services shall be provid

36、h as blockchain, and developing new business types and scenarios for digital trade.BJFTZ shall build digital trade parks such as demonstration zones of trade digitization, promote the agglomeration of digital trade enterprises, and promote the development of digital trade.Article 32 Under the premis

37、e of controllable risks, BJFTZ shall carry out international cooperation in the digital field, promote mutual benefits and win-win cooperation in fields such as cross-border data transmission, safety testing and certification of digital products, and safe and orderly opening up of the data service m

38、arket, and promote the construction of a digital trade port.Chapter VI Financial ServicesArticle 34 This Municipality shall improve the layout of the financial infrastructure in BJFTZ, and strengthen the construction and operation of financial service platforms; support financial institutions in exp

39、anding business in BJFTZ and innovating upon financial products and services; attract foreign financial institutions to establish or purchase shares in commercial banks, securities, funds, futures, insurance and other institutions in BJFTZ according to the law; and promote the aggregation and develo

42、自贸 试验区金融科技应用场景试 验区建设，促进金融科技项 目落地；支持法定数字货币 试验区建设；鼓励金融机构 和大型科技企业依法设立金 融科技公司，创新金融科技 业务。Article 35 Financial institutions shall be supported in setting up specialized institutions serving scientific and technological innovative enterprises in BJFTZ, and innovating upon the financial products and tools;

43、and insurance funds shall be guided to support the development of scientific and technological innovative enterprises, establish socialized long-term capital funds, and serve the needs f scientific and technological innovative enterprises.Article 36 The development of green finance in BJFTZ shall be

44、 promoted, the construction of transaction institutions of voluntary emission reductions shall be supported, green credit asset securitization, green bonds, green equity investment and financing business shall be carried out, and a green financial service system shall be established; and the develop

45、ment of green financial rating institutions, and participation in the development and application of internationally leading green finance standards shall be supported.Article 37 The construction of a pilot zone for the application scenarios of financial technology in BJFTZ shall be supported, and t

46、he implementation of financial technology projects in BJFTZ shall be promoted; the construction of a legal digital currency pilot zone shall be supported; and financial institutions and large-scale science and technology enterprises shall be encouraged to set up financial technology enterprises and
