2、filed.68.406Service.(a)The Commission will serve a copyof any complaint or amended com-plaint filed with it,together with a no-tice of the filing of the complaint.Such notice shall call upon the defend-ant to satisfy or answer the complaintin writing within the time specified insaid notice of compla
3、int.(b)All subsequent pleadings andbriefs shall be served by the filingparty on all other parties to the pro-ceeding in accordance with the require-ments of 1.47.Proof of such serviceshall also be made in accordance withthe requirements of said section.68.408Answers to complaints andamended complain
4、ts.Any party upon whom a copy of acomplaint or amended complaint isserved under this subpart shall servean answer within the time specified bythe Commission in its notice of com-plaint.The answer shall advise the par-ties and the Commission fully and com-pletely of the nature of the defense,and shal
5、l respond specifically to allmaterial allegations of the complaint.In cases involving allegations of harm,the answer shall indicate what actionhas been taken or is proposed to betaken to stop the occurrence of suchharm,both in terms of future produc-tion and with reference to articles inthe possessi
6、on of distributors,sellers,and users.Collateral or immaterialissues shall be avoided in answers andevery effort should be made to narrowthe issues.Matters alleged as affirma-tive defenses shall be separately statedand numbered.Any defendant failingto file and serve an answer within thetime and in th
7、e manner prescribed maybe deemed in default.68.410Replies to answers or amend-ed answers.Within 10 days after service of an an-swer or an amended answer,a com-plainant may serve a reply which shallbe responsive to matters contained insuch answer or amended answer andshall not contain new matters.Fai
8、lureto reply will not be deemed an admis-sion of any allegation contained insuch answer or amended answer.68.412Defective pleadings.Any pleading filed in a complaintproceeding not in substantial con-formity with the requirements of theapplicable rules in this part may bedismissed.68.414Hearing aid-c
9、ompatibility:En-forcement.Enforcement of 68.4 and 68.112 ishereby delegated to those states whichadopt those sections and provide fortheir enforcement.The procedures fol-lowed by a state to enforce those sec-tions shall provide a 30-day period aftera complaint is filed,during which timestate personn
10、el shall attempt to re-solve a dispute on an informal basis.Ifa state has not adopted or incorporated68.4 and 68.112,or failed to act within6 months from the filing of a complaintwith the state public utility commis-sion,the Commission will accept suchcompliants.A written notification tothe complain

15、 to anumber of decimal places that will re-sult in the calculated SI force valuebeing within less than one percent ofthe original US customary force unitvalue located adjacent in parenthesis(the original design value).The ration-ale for this is that this ill bring theforce conversions to within the
16、degreeof accuracy of the force-measuring de-vice and avoid the carrying of an unre-alistic number of decimal places whichwould otherwise result from an exactconversion.The plugs and jacks de-scribed in this section represent thestandard connections to be used forconnections to the telephone network.
17、The plug and jack designs shown arerepresentative of generic types,andshould not be interpreted as the onlydesigns that may be used.Design inno-vation and improvement is expected;but for interchangeability to be main-tained,alternative designs(the orequivalent permitted in 68.104)mustbe compatible w
18、ith the plugs and jacksshown.The interface dimensions be-tween mating plugs and jacks must bemaintained.Hardware used to mount,protect,and enclose standard jacks isnot described.The only requirement onconnecting blocks,housings,dust cov-ers,outdoor boxes,and the like thatcontain standard network jac
19、ks is thatthey accept standard plugs with cord-age.For special purpose applications,plugs may be made longer than shownor adapted for direct use on equipmentor apparatus without cordage.The slid-ing modular plug used on the back ofmany modular wall telephone sets is anexample of such a special purpo
20、se ap-plication.It is the responsibility of thedesigners and manufacturers of com-munication equipment who use suchplugs to assure that they are compat-ible with the hardware used to mountstandard jacks with which they plan tointerface.For the purposes of this sec-tion,hard gold and contact perform-
