2、on.ThismomentousdecreecameasagreatbeaconlightofhopetomillionsofNegroslaveswhohadbeensearedintheflamesofwitheringinjustice.Itcameasajoyousdaybreaktoendthelongnightoftheircaptivity.Butonehundredyearslater,theNegrostillisnotfree.Onehundredyearslater,thelifeoftheNegroisstillsadlycrippledbythemanaclesofs

3、egregationandthechainsofdiscrimination.Onehundredyearslater,theNegrolivesonalonelyislandofpovertyinthemidstofavastoceanofmaterialprosperity.Onehundredyearslater,theNegroisstilllanguishedinthecornersofAmericansocietyandfindshimselfanexileinhisownland.Andsowevecomeheretodaytodramatizeashamefulconditio

4、n.Inasensewevecometoournationscapitaltocashacheck.WhenthearchitectsofourrepublicwrotethemagnificentwordsoftheConstitutionandtheDeclarationofIndependence,theyweresigningapromissorynotetowhicheveryAmericanwastofallheir.Thisnotewasapromisethatallmen,yes,blackmenaswellaswhitemen,wouldbeguaranteedtheunal

5、ienableRightsofLife,LibertyandthepursuitofHappiness.ItisobvioustodaythatAmericahasdefaultedonthispromissorynote,insofarashercitizensofcolorareconcerned.Insteadofhonoringthissacredobligation,AmericahasgiventheNegropeopleabadcheck,acheckwhichhascomebackmarkedinsufficientfunds.Butwerefusetobelievethatt

6、hebankofjusticeisbankrupt.Werefusetobelievethatthereareinsufficientfundsinthegreatvaultsofopportunityofthisnation.Andso,wevecometocashthischeck,acheckthatwillgiveusupondemandtherichesoffreedomandthesecurityofjustice.WehavealsocometothishallowedspottoremindAmericaofthefierceurgencyofNow.Thisisnotimet

7、oengageintheluxuryofcoolingoffortotakethetranquilizingdrugofgradualism.Nowisthetimetomakerealthepromisesofdemocracy.Nowisthetimetorisefromthedarkanddesolatevalleyofsegregationtothesunlitpathofracialjustice.Nowisthetimetoliftournationfromthequicksandsofracialinjusticetothesolidrockofbrotherhood.Nowis

8、thetimetomakejusticearealityforallofGodschildren.Itwouldbefatalforthenationtooverlooktheurgencyofthemoment.ThisswelteringsummeroftheNegroslegitimatediscontentwillnotpassuntilthereisaninvigoratingautumnoffreedomandequality.Nineteensixty-threeisnotanend,butabeginning.AndthosewhohopethattheNegroneededt

9、oblowoffsteamandwillnowbecontentwillhavearudeawakeningifthenationreturnstobusinessasusual.AndtherewillbeneitherrestnortranquilityinAmericauntiltheNegroisgrantedhiscitizenshiprights.Thewhirlwindsofrevoltwillcontinuetoshakethefoundationsofournationuntilthebrightdayofjusticeemerges.Butthereissomethingt

10、hatImustsaytomypeople,whostandonthewarmthresholdwhichleadsintothepalaceofjustice:Intheprocessofgainingourrightfulplace,wemustnotbeguiltyofwrongfuldeeds.Letusnotseektosatisfyourthirstforfreedombydrinkingfromthecupofbitternessandhatred.Wemustforeverconductourstruggleonthehighplaneofdignityanddisciplin

11、e.Wemustnotallowourcreativeprotesttodegenerateintophysicalviolence.Againandagain,wemustrisetothemajesticheightsofmeetingphysicalforcewithsoulforce.ThemarvelousnewmilitancywhichhasengulfedtheNegrocommunitymustnotleadustoadistrustofallwhitepeople,formanyofourwhitebrothers,asevidencedbytheirpresenceher

12、etoday,havecometorealizethattheirdestinyistiedupwithourdestiny.Andtheyhavecometorealizethattheirfreedomisinextricablyboundtoourfreedom.Wecannotwalkalone.Andaswewalk,wemustmakethepledgethatweshallalwaysmarchahead.Wecannotturnback.Therearethosewhoareaskingthedevoteesofcivilrights,Whenwillyoubesatisfie

13、d?WecanneverbesatisfiedaslongastheNegroisthevictimoftheunspeakablehorrorsofpolicebrutality.Wecanneverbesatisfiedaslongasourbodies,heavywiththefatigueoftravel,cannotgainlodginginthemotelsofthehighwaysandthehotelsofthecities.*Wecannotbesatisfiedaslongasthenegrosbasicmobilityisfromasmallerghettotoalarg

14、erone.Wecanneverbesatisfiedaslongasourchildrenarestrippedoftheirself-hoodandrobbedoftheirdignitybyasignstating:ForWhitesOnly.*WecannotbesatisfiedaslongasaNegroinMississippicannotvoteandaNegroinNewYorkbelieveshehasnothingforwhichtovote.No,no,wearenotsatisfied,andwewillnotbesatisfieduntiljusticerollsd

15、ownlikewaters,andrighteousnesslikeamightystream.Iamnotunmindfulthatsomeofyouhavecomehereoutofgreattrialsandtribulations.Someofyouhavecomefreshfromnarrowjailcells.Andsomeofyouhavecomefromareaswhereyourquest-questforfreedomleftyoubatteredbythestormsofpersecutionandstaggeredbythewindsofpolicebrutality.

16、Youhavebeentheveteransofcreativesuffering.Continuetoworkwiththefaiththatunearnedsufferingisredemptive.GobacktoMississippi,gobacktoAlabama,gobacktoSouthCarolina,gobacktoGeorgia,gobacktoLouisiana,gobacktotheslumsandghettosofournortherncities,knowingthatsomehowthissituationcanandwillbechanged.Letusnotw

17、allowinthevalleyofdespair,Isaytoyoutoday,myfriends.Andsoeventhoughwefacethedifficultiesoftodayandtomorrow,Istillhaveadream.ItisadreamdeeplyrootedintheAmericandream.Ihaveadreamthatonedaythisnationwillriseupandliveoutthetruemeaningofitscreed:Weholdthesetruthstobeself-evident,thatallmenarecreatedequal.

18、IhaveadreamthatonedayontheredhillsofGeorgia,thesonsofformerslavesandthesonsofformerslaveownerswillbeabletositdowntogetheratthetableofbrotherhood.IhaveadreamthatonedayeventhestateofMississippi,astateswelteringwiththeheatofinjustice,swelteringwiththeheatofoppression,willbetransformedintoanoasisoffreed

19、omandjustice.Ihaveadreamthatmyfourlittlechildrenwillonedayliveinanationwheretheywillnotbejudgedbythecoloroftheirskinbutbythecontentoftheircharacter.Ihaveadreamtoday!Ihaveadreamthatoneday,downinAlabama,withitsviciousracists,withitsgovernorhavinghislipsdrippingwiththewordsofinterpositionandnullificati

20、on-onedayrightthereinAlabamalittleblackboysandblackgirlswillbeabletojoinhandswithlittlewhiteboysandwhitegirlsassistersandbrothers.Ihaveadreamtoday!Ihaveadreamthatonedayeveryvalleyshallbeexalted,andeveryhillandmountainshallbemadelow,theroughplaceswillbemadeplain,andthecrookedplaceswillbemadestraight;

28、uearoundtheglobe-thebeliefthattherightsofmancomenotfromthegenerosityofthestate,butfromthehandofGod.Wedarenotforgettodaythatwearetheheirsofthatfirstrevolution.Letthewordgoforthfromthistimeandplace,tofriendandfoealike,thatthetorchhasbeenpassedtoanewgenerationofAmericans-borninthiscentury,temperedbywar

29、,disciplinedbyahardandbitterpeace,proudofourancientheritage,andunwillingtowitnessorpermittheslowundoingofthosehumanrightstowhichthisnationhasalwaysbeencommitted,andtowhichwearecommittedtodayathomeandaroundtheworld.Leteverynationknow,whetheritwishesuswellorill,thatweshallpayanyprice,bearanyburden,mee

30、tanyhardship,supportanyfriend,opposeanyfoe,toassurethesurvivalandthesuccessofliberty.Thismuchwepledge-andmore.Tothoseoldallieswhoseculturalandspiritualoriginsweshare,wepledgetheloyaltyoffaithfulfriends.Unitedthereislittlewecannotdoinahostofcooperativeventures.Dividedthereislittlewecando-forwedarenot

31、meetapowerfulchallengeatoddsandsplitasunder.Tothosenewstateswhomwewelcometotheranksofthefree,wepledgeourwordthatoneformofcolonialcontrolshallnothavepassedawaymerelytobereplacedbyafarmoreirontyranny.Weshallnotalwaysexpecttofindthemsupportingourview.Butweshallalwayshopetofindthemstronglysupportingthei

32、rownfreedom-andtorememberthat,inthepast,thosewhofoolishlysoughtpowerbyridingthebackofthetigerendedupinside.Tothosepeopleinthehutsandvillagesofhalftheglobestrugglingtobreakthebondsofmassmisery,wepledgeourbesteffortstohelpthemhelpthemselves,forwhateverperiodisrequired-notbecausetheCommunistsmaybedoing

33、it,notbecauseweseektheirvotes,butbecauseitisright.Ifafreesocietycannothelpthemanywhoarepoor,itcannotsavethefewwhoarerich.Tooursisterrepublicssouthofourborder,weofferaspecialpledge:toconvertourgoodwordsintogooddeeds,inanewallianceforprogress,toassistfreemenandfreegovernmentsincastingoffthechainsofpov

34、erty.Butthispeacefulrevolutionofhopecannotbecomethepreyofhostilepowers.LetallourneighborsknowthatweshalljoinwiththemtoopposeaggressionorsubversionanywhereintheAmericas.Andleteveryotherpowerknowthatthishemisphereintendstoremainthemasterofitsownhouse.Tothatworldassemblyofsovereignstates,theUnitedNatio

35、ns,ourlastbesthopeinanagewheretheinstrumentsofwarhavefaroutpacedtheinstrumentsofpeace,werenewourpledgeofsupport-topreventitfrombecomingmerelyaforumforinvective,tostrengthenitsshieldofthenewandtheweak,andtoenlargetheareainwhichitswritmayrun.Finally,tothosenationswhowouldmakethemselvesouradversary,weo

36、ffernotapledgebutarequest:thatbothsidesbeginanewthequestforpeace,beforethedarkpowersofdestructionunleashedbyscienceengulfallhumanityinplannedoraccidentalself-destruction.Wedarenottemptthemwithweakness.Foronlywhenourarmsaresufficientbeyonddoubtcanwebecertainbeyonddoubtthattheywillneverbeemployed.Butn

37、eithercantwogreatandpowerfulgroupsofnationstakecomfortfromourpresentcourse-bothsidesoverburdenedbythecostofmodernweapons,bothrightlyalarmedbythesteadyspreadofthedeadlyatom,yetbothracingtoalterthatuncertainbalanceofterrorthatstaysthehandofmankindsfinalwar.Soletusbeginanew-rememberingonbothsidesthatci

38、vilityisnotasignofweakness,andsincerityisalwayssubjecttoproof.Letusnevernegotiateoutoffear,butletusneverfeartonegotiate.Letbothsidesexplorewhatproblemsuniteusinsteadofbelaboringthoseproblemswhichdivideus.Letbothsides,forthefirsttime,formulateseriousandpreciseproposalsfortheinspectionandcontrolofarms

39、,andbringtheabsolutepowertodestroyothernationsundertheabsolutecontrolofallnations.Letbothsidesseektoinvokethewondersofscienceinsteadofitsterrors.Togetherletusexplorethestars,conquerthedeserts,eradicatedisease,taptheoceandepths,andencouragetheartsandcommerce.Letbothsidesunitetoheed,inallcornersofthee

40、arth,thecommandofIsaiah-toundotheheavyburdens,andtolettheoppressedgofree.And,ifabeachheadofcooperationmaypushbackthejungleofsuspicion,letbothsidesjoinincreatinganewendeavor-notanewbalanceofpower,butanewworldoflaw-wherethestrongarejust,andtheweaksecure,andthepeacepreserved.Allthiswillnotbefinishedint

41、hefirstonehundreddays.Norwillitbefinishedinthefirstonethousanddays;norinthelifeofthisAdministration;norevenperhapsinourlifetimeonthisplanet.Butletusbegin.Inyourhands,myfellowcitizens,morethanmine,willrestthefinalsuccessorfailureofourcourse.Sincethiscountrywasfounded,eachgenerationofAmericanshasbeens

42、ummonedtogivetestimonytoitsnationalloyalty.ThegravesofyoungAmericanswhoansweredthecalltoservicesurroundtheglobe.Nowthetrumpetsummonsusagain-notasacalltobeararms,thougharmsweneed-notasacalltobattle,thoughembattledweare-butacalltobeartheburdenofalongtwilightstruggle,yearinandyearout,rejoicinginhope;pa

44、eengrantedtheroleofdefendingfreedominitshourofmaximumdanger.Idonotshrinkfromthisresponsibility-Iwelcomeit.Idonotbelievethatanyofuswouldexchangeplaceswithanyotherpeopleoranyothergeneration.Theenergy,thefaith,thedevotionwhichwebringtothisendeavorwilllightourcountryandallwhoserveit.Andtheglowfromthatfi
