3、的经济交往中逐步形成,并为推动区域协调发展发挥了积极作用。但是,由于“行政区经济”和“政绩合法性”等因素的影响,现有的协调机制已越来越无法适应区域利益帕累托改进的需求。在推进区域合作中,由于投入的成本已高出了潜在的预期收益,在某些领域的合作正在遇到越来越大的阻力。所以,进行制度创新以获得潜在制度利益就成为了长三角协调发展的必然选择。在这种背景下,本文将通过研究和借鉴国内外各种区域合作机制的实践经验,在深入分析长江三角洲城市群现有区域合作机制所发挥的作用和存在的问题的基础上,结合当前合作中所面临的新形势和新机遇,研究提出本区域内以政府行政引导为基础,多种协调力量参与的开放式、创新性的合作机制框架
4、结构,并提出下一步完善区域合作协调机制的有关建议。全文共分五个部分:第一章绪论,阐述本文选题背景和意义,研究思路和方法,并对相关理论进行综述。在这章里首先对西方区域协作理论进行梳理,主要阐述了城市联盟/网络理论、新区域主义理论和区域管治理论等多个主要理论的观点。然后着重收集整理了国内区域公共管理领域实证研究的成果。第二章为长江三角洲城市群经济合作的必要性。首先对长三角地区的地理概念作了界定,即本文研究的长三角地区是以上海为核心城市,包括江苏省的无锡、苏州、扬州、南京、南通、泰州、常州、镇江八个地级市,浙江省的宁波、舟山、杭州、绍兴、湖州、嘉兴、台州七个地级市,总共16个城市。并通过城市间相互作
5、用的模型论证15个城市与区域内核心城市有着很强的经济关联度。通过分析长三角地区的发展现状,发现发展过程中存在的问题,从而引出建立区域协调机制的必要性。第三章长三角区域内现有的协调机制与问题。通过分析长三角区域内现有的这些区域协调机制的运行模式,依次为国家层面、省市层面、城市层面、次都市圈层面和其他机制。总结各自的优点和不足,为构建新型的经济全球化背景下的长江三角洲城市群合作协调机制提供实证基础。第四章是长江三角洲城市群经济合作协调机制的创新。在这章中,重点介绍了超国家层面的协调模式(欧盟)、国家层面的协调模式(英国)、都市圈层面的协调模式(多伦多、纽约和东京都)。然后在借鉴这些协调模式的基础上
6、,设计出符合当前长三角城市群发展需求的协调机制。这一章的创新点在于:1、提出建立包含中央政府地方政府专业机构公众在内的多元化协调机制,为不同层级地方政府间利对话、交流、碰撞、直至走向融合构筑一个协调的平台;2、提出建立多方筹资成立的区域公共发展基金为长三角地区较大投入的公共项目提供资金保障。3、在区域协调的常设机构下设立了专业委员会,使市场的诉求找到一个有效的途径进入政府的决策机制中。第五章是结论和建议。在这章中总结出三点结论:第一,推进区域合作的机制结构必须合理。第二,要有责任明确的区域合作推进常设机构。第三,要使市场力量更多的介入到区域协调机制中来。同时,还提出了保证这套创新性的城市合作制
7、度正常运作的两项建议。一是进一步完善行政契约保障,二是尽快启动立法保障。关 键 词:长三角城市群、协调机制、经济合作、合作框架AbstractABSTRACTWith the Yangtze River Delta regional economic integration trends being deepened, regional cooperation coordination mechanism come of local governments spontaneously is growing in the long-term economic relations graduall

This mechanism is playing an active role in promoting the coordinated development of the region.However, current coordination mechanism has been increasingly unable to meet the need of the region Pareto improvement while being impacted by some factors like Administrative Region of the economy and
9、 political legitimacy. On the way of promoting regional cooperation, cooperation in some fields are encounting more and more resistance, due to the investment cost has been higher than expected earnings potentia. Therefore, carrying through innovation on institution for the potential benefit-system
10、has become an inevitable choice for the coordinated development of the Yangtze River Delta.Under this circumstance, the thesis will study and learn from the experience of a variety of regional cooperation mechanisms domestically and overseas. On the basis of the in-depth analysis of the role played
11、by the current regional cooperation mechanism within the group of cities in the Yangtze River Delta and the existing problems, with the combination of the new situation and opportunities faced in the process of the present cooperation, the study proposes an open and creative framework for cooperatio
12、n mechanism based on the administrative orientation by the government and participation by various coordinative forces, and puts forward some relevant suggestions for further improvement of the regional cooperation and coordination mechanism.Therere five chapters in this thesis: The first chapter is
13、 the introduction of the background and significance of this article, the research ideas and methods, and summarization of related theories. In this first chapter, the West regional collaboration theory is sort out, expatiate a number of major theoretical point of view such as main city on the Union
14、 / network theory, theory of the new regionalism and regional governance theory, etc. And then focus on collecting and coordinating domestic regional empirical research in the field of public administration. The second chapter is the essentiality of economic cooperation in the urban agglomeration of
15、 the Yangtze River Delta. Firstly define the geographic concept of the Yangtze River Delta region, that is researched in this thesis with Shanghai as the core city, including Wuxi, Suzhou, Yangzhou, Nanjing, Nantong, Taizhou, Changzhou, Zhenjiang,eight cities in Jiangsu Province and Ningbo, Zhoushan
16、, Hangzhou, Shaoxing, Huzhou, Jiaxing, Taizhou, seven-level cities Zhejiang Province, a total of 16 cities. To demonstrate the inclusive strong correlation economy in 15 cities in the region and the core of the city through the model of interaction between the cities. By analyzing the status quo of
17、current development in the Yangtze River Delta region, the existing problems were then found out, so as to lead to the need for establishing regional coordination mechanism. Chapter III is the existing coordination mechanism and the problem in the Yangtze River Delta region. Analysis the operation p
18、atterns of the existing coordination mechanisms in the Yangtze River Delta region, followed by the mechanisms in national level, provincial and municipal level, city level, the level of sub-metropolitan and other mechanisms. Sum up their strengths and weaknesses, provide empirical basic elements in
19、order to build a new type of the Yangtze River Delta city group cooperation and coordination mechanism under economic globalization environment. Chapter IV is innovation in cooperation coordination mechanism of a group of cities in the Yangtze River Delta economic. In this chapter, focuses on presen
20、ting the supra-national level, the coordination mode (EU), at the national level coordination mode (Great Britain), metropolitan-level coordination mode (Toronto, New York and Tokyo). And then on the basis of these coordination mode reference, innovatively design coordination mechanism in line with
21、development needs of the coordination mechanism in the current group of cities in the Yangtze River Delta. Herere the innovation points in this chapter: 1, point out building the diversification of co-ordination mechanism including the central government - local government - the professional organiz
22、ation - the public, dialogue with interests, exchange, the collision until the integration to create a coordinated Platform for local governments at different levels; 2, proposed the establishment of regional public fund by multi-financing to protect sufficient funds in public investment projects du
23、ring the development of the Yangtze River Delta region. Chapter V is the conclusions and recommendations.
