1、Good is good, but better carries it.精益求精,善益求善。PerformanceManagement绩效管理英文文献-PERFORMANCEMANAGEMENTPOLICYTheGoverningBodyofHomertonChildrensCentreadoptedthisperformancemanagementpolicyon31October2007.APPLICATIONOFTHEPOLICYThepolicyappliestotheheadteacherandtoallteachersemployedbytheschoolexceptteacher
2、soncontractsoflessthanoneterm,thoseundergoinginduction(ieNQTs)andthosewhoarethesubjectofcapabilityprocedures.PURPOSEThispolicysetsouttheframeworkforaclearandconsistentassessmentoftheoverallperformanceofteachersandtheheadteacherandforsupportingtheirdevelopmentneedswithinthecontextoftheschoolsimprovem
3、entplanandtheirownprofessionalneeds.Whereteachersareeligibleforpayprogression,theassessmentofperformancethroughoutthecycleagainsttheperformancecriteriaspecifiedinthestatementwillbethebasisonwhichtherecommendationismadebythereviewer.Thispolicyshouldbereadinconjunctionwiththeschoolspaypolicywhichprovi
4、desdetailsofthearrangementsrelatingtoteacherspayinaccordancewiththeSchoolTeachersPayandConditionsDocument.-LINKSTOSCHOOLIMPROVEMENT,SCHOOLSELFEVALUATIONANDSCHOOLDEVELOPMENTPLANNINGTocomplywiththerequirementtoshowhowthearrangementsforperformancemanagementlinkwiththoseforschoolimprovement,schoolself-e
5、valuationandschooldevelopmentplanningandtominimiseworkloadandbureaucracytheperformancemanagementprocesswillbethemainsourceofinformationasappropriateforschoolself-evaluationandthewiderschoolimprovementprocess.Similarly,theschoolimprovementanddevelopmentplanandtheschoolsselfevaluationformarekeydocumen
6、tsfortheperformancemanagementprocess.Allreviewersareexpectedtoexplorethealignmentofrevieweesobjectiveswiththeschoolsprioritiesandplans.Theobjectivesshouldalsoreflectrevieweesprofessionalaspirations.CONSISTENCYOFTREATMENTANDFAIRNESSTheGoverningBodyiscommittedtoensuringconsistencyoftreatmentandfairnes
7、sintheoperationofperformancemanagement.Toensurethisthefollowingprovisionsaremadeinrelationtomoderation,qualityassuranceandobjectivesetting.QualityassuranceTheheadteacherhasdeterminedthatshewilldelegatethereviewerroleforsomeorallteachersforwhomsheisnotthelinemanager.Inthesecircumstancestheheadteacher
8、willmoderatealltheplanningstatementstocheckthattheplansrecordedinthestatementsofteachersattheschool:areconsistentbetweenthosewhohavesimilarexperienceandsimilarlevelsofresponsibilitycomplywiththeschoolsperformancemanagementpolicy,theregulationsandtherequirementsofequalitylegislationTheGoverningBodywi
9、llreviewthequalityassuranceprocesseswhentheperformancepolicyisreviewed.OBJECTIVESETTINGTheobjectivessetwillberigorous,challenging,achievable,time-bound,fairandequitableinrelationtoteacherswithsimilarroles/responsibilitiesandexperience,andwillhaveregardtowhatcanreasonablybeexpectedofanyteacherinthatp
10、ositiongiventhedesirabilityoftherevieweebeingabletoachieveasatisfactorybalancebetweenthetimerequiredtodischargehisprofessionaldutiesandthetimerequiredtopursuehispersonalinterestsoutsidework,consistentwiththeschoolsstrategyforbringingdownwardpressureonworkinghours.Theyshallalsotakeaccountoftheteacher
11、sprofessionalaspirationsandanyrelevantpayprogressioncriteria.Theyshouldbesuchthat,iftheyareachieved,theywillcontributetoimprovingtheprogressofchildrenattheschool.Thereviewerandrevieweewillseektoagreetheobjectivesbutwhereajointdeterminationcannotbemadethereviewerwillmakethedetermination.Inthisschool:
12、allteachers,includingtheheadteacher,willhavenomorethan3objectivesteachers,includingtheheadteacher,willnotnecessarilyallhavethesamenumberofobjectivesallteachers,includingtheheadteacher,willhaveawholeschoolobjectiveThoughperformancemanagementisanassessmentofoverallperformanceofteachersandtheheadteache
13、r,objectivescannotcoverthefullrangeofateachersroles/responsibilities.Objectiveswill,therefore,focusontheprioritiesforanindividualforthecycle.Atthereviewstageitwillbeassumedthatthoseaspectsofateachersroles/responsibilitiesnotcoveredbytheobjectivesoranyamendmenttothestatementwhichmayhavebeennecessaryi
14、naccordancewiththeprovisionsoftheregulationshavebeencarriedoutsatisfactorily.ReviewingProgressAttheendofthecycleassessmentofperformanceagainstanobjectivewillbeonthebasisoftheperformancecriteriasetatthebeginningofthecycle.Goodprogresstowardstheachievementofachallengingobjective,eveniftheperformancecr
15、iteriahavenotbeenmetinfull,willbeassessedfavourably.Theperformancemanagementcycleisannual,butonoccasionsitmaybeappropriatetosetobjectivesthatwillcoveraperiodovermorethanonecycle.Insuchcases,thebasisonwhichtheprogressbeingmadetowardsmeetingtheperformancecriteriafortheobjectivewillbeassessedattheendof
16、thefirstcycleandwillberecordedintheplanningandreviewstatementatthebeginningofthecycle.APPEALSAtspecifiedpointsintheperformancemanagementprocessteachersandheadteachershavearightofappealagainstanyoftheentriesintheirplanningandreviewstatements.Wherearevieweewishestoappealonthebasisofmorethanoneentrythi
17、swouldconstituteoneappealhearing.Detailsoftheappealsprocessarecoveredintheschoolspaypolicy.CONFIDENTIALITYThewholeperformancemanagementprocessandthestatementsgeneratedunderit,inparticular,willbetreatedwithstrictconfidentialityatalltimes.Onlytherevieweeslinemanageror,whereshehasmorethanone,eachofherl
18、inemanagerswillbeprovidedwithaccesstotherevieweesplanrecordedinherstatement,uponrequest,wherethisisnecessarytoenablethelinemanagertodischargeherlinemanagementresponsibilities.Revieweeswillbetoldwhohasrequestedandhasbeengrantedaccess.TRAININGANDSUPPORTTheschoolsCPDprogrammewillbeinformedbythetraining
19、anddevelopmentneedsidentifiedinthetrainingannexoftherevieweesplanningandreviewstatements.Thegoverningbodywillensureinthebudgetplanningthat,asfaraspossible,appropriateresourcesaremadeavailableintheschoolbudgetforanytrainingandsupportagreedforreviewees.Anaccountofthetraininganddevelopmentneedsofteache
20、rsingeneral,includingtheinstanceswhereitdidnotprovepossibletoprovideanyagreedCPD,willformapartoftheheadteachersannualreporttothegoverningbodyabouttheoperationoftheperformancemanagementintheschool.WithregardtotheprovisionofCPDinthecaseofcompetingdemandsontheschoolbudget,adecisiononrelativeprioritywil
21、lbetakenwithregardtotheextenttowhich:(a)theCPDidentifiedisessentialforarevieweetomeettheirobjectives;and(b)theextenttowhichthetrainingandsupportwillhelptheschooltoachieveitspriorities.Theschoolsprioritieswillhaveprecedence.Teachersshouldnotbeheldaccountableforfailingtomakegoodprogresstowardsmeetingt
22、heirperformancecriteriawherethesupportrecordedintheplanningstatementhasnotbeenprovided.APPOINTMENTOFREVIEWERSFORTHEHEADTEACHERAppointmentofGovernorsTheGoverningBodyisthereviewerfortheheadteacherandtodischargethisresponsibilityonitsbehalfmayappoint2or3governors.Whereaheadteacherisoftheopinionthatanyo
23、fthegovernorsappointedbythegoverningbodyunderthisregulationisunsuitableforprofessionalreasons,s/hemaysubmitawrittenrequesttothegoverningbodyforthatgovernortobereplaced,statingthosereasons.AppointmentofSchoolImprovementPartnerorExternalAdviserThelocalauthorityhasappointedaSchoolImprovementPartnerfort
