3、现经济、资源与环境的协调可持续发展。节能减排 是我国建设环境友好型社会的重要途径,该原则是经济发展的重要方针和指南 ,宏观层 面有利于国计,微观层面上有利于民生。“ 生态兴则文明兴,生态衰则文明衰 ” 1。因此, 对我国二氧化碳排放效率水平进行科学评价,分析及预测区域之间的差异、探讨排放效 率的影响因素,改善我国消耗大量资源的粗放型经济增长方式,积极转变发展思路,对 我国积极改变经济发展方式,促进经济一资源一环境的协调和可持续发展非常有意义。 本文的研究内容主要从以下四个方面展开: (1) 我国二氧化碳排放效率评价。最先在大量阅读文献的基础上,本文研究了二氧化 碳排放效率评价的国内外现状及相关
4、理论,建立了超效率 DEA优化模型,对 2006-2013 年我国 30个省域的二氧化碳排放效率进行了评价,同时通过比较 DEA优势效率、劣势 效率及综合效率更加全面地弥补了 DEA方法的缺陷。评价研究结果显示,我国二氧化 碳排放效率呈现 “ 东一中一西 ”递减的分布格局;其次分别从静态与动态两个维度比较 了我国全国层面及东、中、西三大区域的二氧化碳排放效率。 (2) 二氧化碳排放效率影响因素分析。通过 Tobit回归模型分析了城镇化程度、产业 结构、能源结构、节能技术水平及对外开放程度 5个因素对二氧化碳排放效率的影响程 度,并将影响因子也纳入到超效率 DEA模型中进行效率评价。结论显示,产
5、业结构、 节能技术水平、对外开放程度及城镇化程度对二氧化碳排放效率有显著正向影响,而能 源结构则有负向作用。 (3) 二氧化碳排放效率预测分析。将灰色系统思想应用于排放效率的预测分析中, 通过灰色 GM(1, 1)模型对我国及三大区域的二氧化碳排放效率进行了预测分析:我国 2014 2020年的二氧化碳排放效率值进行了预测,并通过预测值分析排放效率未来走 向。结论显示,各区域二氧化碳排放效率将稳步提升,我国及三大区域的二氧化碳排放 效率将随时间推移出现趋同态势。 (4) 提升我国二氧化碳排放效率 的策略研究。分别从政策动向、产业结构、对外开放 程度、节能技术水平、能源结构等方面提出提升我国整体
6、及区域二氧化碳排放效率的策 略。 关键词:二氧化碳排放效率;超效率 DEA优化模型;影响因素; 灰色 GM(1,1)预测 Abstract Abstract With substantial resource consumption caused by an increase in carbon dioxide emissions, global warming has become an important climate issue the world facing today; some time ago, fog and haze weather plagued more than h
7、alf of China, this kind of economic development at the expense of environmental practices has posed a serious threat on Chinas economy sustainable development. So that people have to pay attention to the greenhouse effect the rapid economic development brings, these all alert people the force of eco
8、nomic development should not simply pursuits efficiency of capital and labor, but should pay due attention to resource efficiency and environmental efficiency, in order to achieve economy, resources and environment coordinated and sustainable development. Energy conservation is an important way to b
9、uild environment-friendly society, which is an important policy principle and guide to economic development, and it is conducive to the macro level of national planning, on the micro level in favor of peoples livelihood. The civilization thrives when the ecological thrives, the civilization decays w
10、hen the ecological decays M. Therefore, scientific evaluate Chinas carbon dioxide emissions efficiency levels, analysis of the difference between the forecast area, analysis of the influencing factors of the discharge efficiency, pursuit ways to enhance the discharge efficiency, which is very meanin
11、gful to the positive change of our economic development, promotion of the coordination and sustainable development of Economy - Environment - Resources society. Contents of this paper mainly from the following four aspects: (1) Chinas carbon dioxide emissions efficiency evaluation. In the first, on
12、the basis of reading a lot of literature, this paper studies the current situation and theory related to carbon dioxide emissions efficiency evaluation at home and abroad, then establish the super-efficiency DEA optimization model, evaluate the efficiency of carbon dioxide emissions from2006 to 2013
13、 at provincial level, analyze the DEA efficiency advantages, disadvantages efficiency and overall efficiency from a more comprehensive angle which makes up the defect of DEA method. Evaluation results show that the efficiency of Chinas carbon dioxide emissions presents the distribution pattern of Ea
14、st -Middle - West decreasing; then compared the carbon dioxide emission efficiency of the three regions of China and the East, middle and west regions from the static and dynamic dimensions. (2) The influence factors of carbon dioxide emission efficiency. By Tobit regression model to analyze five fa
15、ctors: the level of urbanization, industrial structure, energy structure, energy technology and the degree of opening to the outside world that impact on the efficiency of carbon dioxide emissions, and the impact factor is also included in the Super Efficiency DEA efficiency models were evaluated. 16、onclusions show that the industrial structure, energy-saving technology, the degree of opening to the outside world and urbanization have significant positive impacts on the efficiency of carbon dioxide emissions, while energy structure has a negative effect. (3) Carbon dioxide emissions efficiency
17、predictive analysis. Applied grey system n Abstract prediction analysis to the discharge efficiency, using grey GM(1,1) model to predict and analysis the carbon dioxide emission efficiencies of the three regions and the whole nation level: predict carbon dioxide emissions efficiency values from 2014
18、-2020, and analyze the future direction of the discharge efficiency through the predict values. Conclusions show that the efficiency of the regional carbon dioxide emissions will increase steadily, carbon dioxide emissions and the efficiency of the three major regions of the passage of a convergence
19、 trend over time. (4) Promotion Strategy Efficiency of carbon dioxide emissions. It proposes policies to improve the overall efficiency of Chinas and different regional carbon dioxide emissions from the policy trends, industrial structure, openness, energy-saving technology, energy structure.
