11、lt,labor income jump more and mor施工现场消防、保卫安全管理协议书总包单位（以下简称甲方）：歌山建设任丘市蕾莎城市印象项目部分包单位（以下简称乙方）：工程名称：任丘市蕾莎城市印象（商贸中心）承包形式：为加强和规范施工现场消防安全管理，落实逐级消防安全责任制，依据中华人名共和国消防法、机关、团体、企业、事业单位消防安全管理规定（公安部 61 号令）、建设工程安全管理条例以及任丘市当地消防安全等法律法规，本着“谁主管，谁负责”的原则，签订本协议书，双方应严格遵守和执行本协议书规定的权力，责任和义务，确保施工现场的消防安全。一、甲方的权力、责任和义务1、贯彻落实国家和
12、任丘市有关施工现场消防安全法规和总包的消防安全管理制度，总包单位负责对分包单位区域的施工现场、生活区的消防安全进行全面管理、监督、检查和指导。2、运用多种形式开展经常性的消防安全宣传教育，对现场所有人员每年至少进行一次消防安全培训，并有培训记录和登记，对采用新工艺、新技术、新材料或者使用新设备有火灾危险的，要对从业人员进行专门的消防安全教育和培训，对不接受培训、教育、考核或考核不合格以及经审查有其他不符合规定要求的人员，有权拒绝其进入施工现场或清出现场。3、建立健全各项消防安全管理制度和操作规程，并督促落实。明确逐级岗位消防安全职责，确定现场分包单位区域的消防保卫安全责任人，建立健全施工现场各
13、级消防安全组织机构和义务消防队成员，对重点工种人员（如电气焊、防水作业）等进行登记，建立档案。4、严格落实有关使用明火的管理制度。施工现场动用明火，应当按照规定事先办理审批用火手续，用火操作前，须对乙方电气焊工作业人员以分包为单位进行用火操作交底，填写用火申请审批表，由甲方项目部主管负责人签字。5、负责对乙方在施工现场、生活区的用火、用电、使用易燃、易爆化学危险品、防水作业及材料存储进行审查、批准和监督、检查。对违章指挥、违章操作等违章、违纪行为进行制止、纠正、并按有关规定进行处理。alleviation crucial further development to accelerate th

24、备相应的消防设施和灭火器材，设置消防应急疏散通道及安全指示标志，制定整体的灭火和应急疏散预案。7、定期召开施工现场消防安全会议，组织防火检查，督促落实火灾隐患整改，有针对性地部署并做好防水施工和聚苯保温材料使用等各阶段的防火工作，协调和处理本施工现场的有关消防安全问题。8、要求乙方提供施工现场和生活住宿方面的消防应急预案。9、发生火灾，应及时报警、迅速组织扑救和人员疏通，紧急情况下甲方有权调用乙方的相关人员及物资，且乙方不得以任何理由拒绝甲方使用。10、施工现场的治安安全管理由甲方全面监督负责，甲方指定保卫措施方案。二、乙方的权利、责任和义务1、贯彻落实各级政府及相应部门有关施工现场消防安全的
25、法规和甲方的消防安全管理制度，对所属施工区域、生活区宿舍的消防安全管理负全面责任。2、负责建立健全本区域的防火组织及义务消防队组织，明确消防安全责任人、消防安全管理人、专兼职消防管理人。按照甲方的要求提供施工人员花名册及特殊工种的原件复印件及有关资料。在本施工区域内，尤其是重点部位按规定配备相应的灭火器材，并保证灵敏有效。3、电气焊等特殊工种作业人员必须持证上岗。用火操作前，必须到甲方安全部办理动火证，不得由他人代理（必须是安全员到总包项目部安全保卫部办理）。在操作中应确保作业周围产生的焊接火花、焊渣有接挡和封堵措施，要清除周围可燃物，配备灭火器材或灭火用水，设专人看火监护，禁止非焊工进行电气
