1、国有土地使用权拍卖竞买须知第一条中华人民共和国境内外的公司、企业、其它组织和个人均可参与竞拍,可以独立竞买,也可以联合竞买。分宗拍卖,共 40 宗,地块位于经开区板桥村27 社,总面积为合 7.457 亩,分宗面积为至不等。用途为商业、住宅用地,出让年限为商业 40 年,住宅 70 年。土地规划要求以规划主管部门对每宗地的具体规划为准。本宗拍卖土地起拍价为人民币1000 元/平方米。第二条 本宗土地以现状拍卖。第三条 本宗地拍卖文件包括:1、拍卖公告2、竞买须知3、规划设计条件4、竞买申请书5、成交确认书6、国有土地使用权出让合同7、宗地图8、土地位置图第四条 有关拍卖文件可于2005 年 1
2、1 月 23 日起到市土地矿产市场新益大厦南三楼索取或在绵阳市土地矿产交易网上查询mytd.gov 。有意竞买人如决定竞买,应于2005 年 11月 23 日至 2005 年 12 月 22 日到市国土资源局办理报名手续,填2写竞买国有土地使用权报名表和国有土地竞买申请书,并提交有关资料,经审查符合竞买资格的,向市国土资源局指定帐户交付竞买保证金人民币2 万元到帐,由市国土资源局发给统一制作编号的竞价标志牌,方可参与竞价。竞买人应对竞买申请书的承诺承担责任并全面履行。竞买的费用由竞买人自行承担。未竞得者的保证金在竞买截止之日后五个工作日内给予退回不计利息,竞得者的竞买保证金抵作成交价款。开户单

19、用权出让的底价,竞投者最后应价低于底价时,主持人有权终止拍卖,宣布此次拍卖无效。7、竞买人最后一次举牌应价时,经主持人宣布最后应价数目“第一次”、“笫二次”而没有人再举牌应价,主持人一槌敲下,该幅土地使用权由最后应价者取得。8、主持人宣布拍卖地块的竞得人。9、签订国有土地使用权成交确认书。10、签订国有土地使用权出让合同。11、按国有土地使用权出让合同约定付清后,申请国有土地登记,并领取国有土地使用证。第八条竞买人应按国有土地使用权成交确认书规定的时间、地点与绵阳市国土资源局签订国有土地使用权出让合同,并不得对国有土地使用权出让合同条款提出异议。第九条竞得人逾期未与绵阳市国土资源局签订国有土地
