2、或部分内容，可以将学位论文的全部或部分内容编入有关数据 库并进行检索，可以采用影印、缩印、扫描或其它复制手段保存、汇编学位论文 (保密的 学位论文在解密后遵守此规定 )。 中 文 摘 要 资源枯竭型城市是指历史上因为自然资源、能源矿产资源开采而兴起的、现在处 于自然资源锐减甚至枯竭状态，尚未实现转型的城市。为了解决资源枯竭型城市继续发 展问题，资源枯竭型城市的转型必须提上议事日程。资源枯竭型城市的转型是指资源枯 竭型城市向其 他经济类型转变的一种形式。枯竭型城市转型有利于城市更好向共融性城 市发展，有利于完善就业创业服务保障机制，有利于人民群众的安全感和幸福指数不断 提高。阜新市是 2001

3、年国务院确定的全国首个资源枯竭型城市经济转型的试点城市。 党和政府对资源枯竭型城市的转型非常重视，阜新市第九次、第十次、第十一次党代会 对资源枯竭型城市经济转型进行全面部署。在阜新市经济转型过程中，取得了骄人的成 绩：通过建设高科技农业示范园区，拉长产业链等措施，以畜牧业为突破口，使第一产 业变精；通过优化产业结构，培育支柱产业，使第二产业变强 ；通过发展旅游业使第三 产业变大。从总体来看，转型还存在问题，主要有：经济发展缓慢，产业结构单一，生 态环境问题仍然严重，管理机制不健全，制度运行存在弊端，人才不足与人才流失现象 并存等问题。存在这些问题的原因有思想认识方面的，有地域条件方面的，有资源

4、条件 方面的限制，也有人才、机制等历史遗留问题方面的原因等等。阜新市资源枯竭型城市 实现进一步转型的对策包括：实施 工业强市 战略，提升整体经济实力；抓好百项民 生工程，提高人民幸福指数；加强生态环境建设，打造宜居城市；积极开展国际合作， 学习借鉴国外经验；发 展社会事业，提升社会管理科学化水平。资源枯竭型城市转型是 一个循序渐进的过程，也是一个长期的系统工程，既需要研究城市的实际情况，也需要 研究城市发展的一般规律。只有这样，才能在更深远的历史脉络上思索城市的转型问题。 关键词资源枯竭型城市；转型；问题；对策 I Analysis on the Transformation of the R

In order to solve the problem of resource-exhausted cities continue to develop, the transformation of resource-exhausted cities must be on the agenda. Resource-exhausted city refers to the transformation of resource-exhausted cities to a f

7、orm of other economic type transformation. Resource-exhausted cities transformation is conducive to better to the communion, urban development is helpful to improve the innovation service safeguard mechanism of employment, increasing is good for peoples sense of security and happiness. Fuxin city is

8、 the national first set by the state council in 2001 pilot cities of economic transformation of resource-exhausted city. The party and the government attaches great importance to the transformation of resource-exhausted cities, Fuxin the 9th, 10th, the 11th party congress of the economic transformat

9、ion of resource-exhausted city to conduct a comprehensive deployment. In Fuxin city in the process of economic transformation, has obtained outstanding achievement: by building high-tech agricultural demonstration park, long industrial chain, to animal husbandry as the breakthrough point, make the f

Transformation from the overall, there are problems, mainly include: economic development is slow, single industrial s

The reason of these problems has ideological understanding, geographical conditions, there are restrictions in terms of the
