1、中国石油化工集团公司文件中国石化企 2010135号关于印发 关于塑造中国石化特色管理模式指导意见、中国石化管理标准化、信息化总体方案、中国石化改善经营管理建议管理办法(试行)的通知各企事业单位、股份公司各分(子)公司:关于塑造中国石化特色管理模式指导意见、中国石化管理标准化、信息化总体方案、中国石化改善经营管理建议管理办法(试行)已经党组会审议通过,现印发你们,请认真遵照执行,并结合实际研究制定具体实施细则和工作计划。实施过程中遇有问题,及时向集团公司企业改革管理部报告。二一年三月十二日关于塑造中国石化特色管理模式指导意见集团公司党组根据“用10-15 年时间,发展成为具有较强国际竞争力的跨
2、国能源化工公司”战略目标,针对公司发展面临的新形势新环境、新情况新问题,审时度势做出了“塑造中国石化特色管理模式”的重大决策。现就塑造中国石化特色管理模式提出如下指导意见:一、塑造中国石化特色管理模式的指导原则、总体目标和思路(一)指导原则。1充分体现中国石化“特色”。中国石化是一家在社会主义市场经济条件下运行的中国特大型国有企业,承担着具有中国特色和国有企业特点的政治责任、经济责任和社会责任。中国石化管理模式要体现中国社会主义市场经济的特色,体现石油石化行业的特色,体现中国国有特大型企业的特色,体现中国石化集团公司的特色。在管理理念、管理体制机制和管理方式方法上既要与国际接轨,又不能照搬国外
3、公司的模式,要以中国石化特有的、特别适用和特别有效的、在实践中被证明为先进的管理经验为基础,充分吸收国内外先进的管理理念和管理方式方法,走自己的管理创新之路,形成中国石化的特色管理模式。2坚持继承和创新相结合。中国石化在长期实践中积累了很多好的管理经验,有一定的管理基础,形成了坚持“三基”工作、坚持精细管理等许多好的传统和做法,成为企业不断发展的宝贵财富。另一方面,改革开放以来特别是改制上市以来,为适应提高竞争实力和开展国际化经营的要求中中国石化也学习引进了一系列国际国内先进的管理体系、管控方法。塑造中国石化特色管理模式,就是要把继承优良管理传统与创新管理、吸收现代化管理有机结合,形成符合中国
