1、农商行(信用社)人力资源部年度工作总结及下年工作思路农商行(信用社)人力资源部年度工作总结及下年工作思路我们 xx 联社人力资源部是集宣传、党建、工会、计生、文秘、办公自动化、法人治理、绩效考核、干部管理、员工管理、福利保险、劳资等工作于一身的综合性机构,共有6 名工作人员,其中:文秘人员 X名,专职人事劳资工作的X人,综合 X人,人力资源部主任X人。xx 年在市办事处综合科和联社党委的正确领导下,我们全体工作人员克服人少、事杂、任务重等实际困难,以规范管理为重点,以协调服务为手段,以宣传调研为介质,以促进业务发展为宗旨,统筹兼顾,合理安排,紧紧围绕联社全年工作和领导要求,认真履行工作职责,积
2、极充当参谋助手,强化枢纽作用,充分发挥承上启下、联系左右、协调各方的中心枢纽作用,较好地完成了领导交办的各项事务和工作任务,为整体工作的顺利推进发挥了积极的职能作用,现将有关情况汇报如下:一、积极参与经营管理,为好领导的参谋长。为领导出谋划策,协助领导搞好内部管理工作,人力资源部责无旁贷,为此,我们坚持从大处着眼、小处着手的工作方针,进一步改进工作作风,深入基层调查研究,争取颁标一级档案室荣誉握第一手资料,为领导决策提供可靠依据。一是积极参与全社经营。年初,紧紧围绕理事会提联社的奋斗目标,结合掌握的实际情况,主动出主意、想办法,超前服务,为领导决策出谋划策,分别于年初及季初草拟全年工作安排和季
3、度工作安排,积极协助其它部室出台考核和管理办法;同时结合季度工作的完成情况,及时总结、分析工作中的不足和问题,提出整改措施,并狠抓督促检查,确保了工作措施的贯彻落实,从而有效地推进了全社各项业务的健康、快速发展。二是协助领导加强内控管理。靠人去管人,只能管一人,靠制度管理人,才能管理全面。因此,xx 年,我们按照领导的意图,紧密围绕农村信用社改革的有关要求,以加强内部管理为重点,以规范操作行为为突破口,不断完善内部管理办法并狠抓落实。首先按照xx 市办事处构建内控管理办法体系实施意见的有关要求和规定,继续完善了劳动用工、绩效考核、授权授信、不良贷款清收等内部管理办法,制定出台了xx 年绩效挂钩

11、为领导服务、为基层服务、为员工服务。这就要求我们人力资源部人员要甘于奉献、乐于奉献,办好勤务兵角色。为此,我们认真完成领导交办的每一项工作,坚持做到件件有落实,事事有回音。1、大力推进人事机构改革,不断创新发展思路。年初以来,推行了人事制度改革,采取了部室中层干部竞聘、中层干部退位保级、联社机关人员双向选择、加强后备人才库建设等措施,共调整中层干部 136 人,解聘中层正职干部 19 人,自动退出领导岗位的26 人;机关及驻城信用社共计645 人参加岗位竞聘,上岗人员573 人,落聘 72 人,占竞岗人数的11.11%,涉及到的人员及范围是xx 联社历年来最多、最广的一次。在网点建设上,列出改
12、造规划,累计撤并网点20 个,占比 20.6%,新设 3 个,网点总数由 97 个减少为 80 个。完成了全辖 18 个网点的装修改造工程,新建成 3 个精品网点,在6 月份已经全部对外试营业,初步展示了牡丹信合新形象。2、选拔后备干部,为信合明天培养后备力量。依据省、市联社要求及上年后备干部选拔培养情况,重新制定了 xx 年选拔、培养信用社后备干部条件,确定后备干部名额,召开了信用社主任会议,要求各社传达到每名职工,层层把关,据实推荐。经过一段时间的酝酿、发动,有许多青年职工积极提出申请,为体现选拔工作的公平,公正原则,我们人事部门深入基层找职工座谈,采取个人申报与民主推荐相结合,同时依据干

20、真核查校对,发文文体规范,准确,及时,收到文件时,我们及时进行传阅,并按要求进行转发,确保领导及时地迅速地了解上级各项文件精神,同时,我们对收文进行了细致按类分档管理。二是把好上报经验、典型、总结材料文字关和政策关,对待联社要上报的各项材料和各类总结,我们做到了认真把关,把差错降到最小限度。三是认真做好信息工作。全年共向上级部门(省联社、市委、市府办、人行、银监分局)报送各类信息100 多条,我市联社信息工作位于全省前列。在这项工作中我们做到了善于发现,及时编写,及时报送。二、做好系统内业务宣传工作。金融研究和宣传报道是我们办公室服务于联社的中心工作,我们在金融研究和系统的业务宣传上做了大量的
